About this file

This is an attachment containing additional submission criteria for a NASA Request for Quote (RFQ) dated July 15, 2026, that establishes evaluation and documentation requirements for quoters responding to a chamber research project.

Quoters must document team qualifications including expertise in multi-disciplinary chamber research, multi-day chamber operations with human subjects, physiology and cognitive measures, equipment management with remote troubleshooting capabilities, medical oversight for extended studies, and subject recruitment. Submissions should include relevant publication history, recent accomplishments, and biographical sketches or curricula vitae for key team members. Quoters must also identify potential schedule risks such as ethics board approvals, chamber availability due to competing projects, and hardware procurement timelines. Additionally, quoters must provide past performance documentation demonstrating experience with similar projects, including hypoxia chamber research, multi-day testing with continuous habitation, multi-disciplinary data collection from multiple concurrent subjects, subject throughput capabilities, and continuous medical monitoring with available treatment during extended studies. Finally, quoters must submit one price quotation using the attached Pricing Sheet (Attachment C), including a detailed breakdown by base project year and option execution schedule. All quotes must remain valid for a minimum of 90 days from submission.

Attachment D – Additional Submission Criteria Dated 07/15/2026

1. Quoters shall document the team’s qualifications to perform the requested work, and will be evaluated on expertise (e.g., multi-disciplinary chamber research, multi-day chamber operation with human subjects, physiology/cognitive measures, equipment including remote handling of equipment malfunctions, medical oversight/treatment for multi-day studies, and subject recruitment), relevant publication history, recent relevant accomplishments, and other relevant information provided by the quoter team (e.g., NIH-style biographical sketch or curriculum vitae for key team members).

2. Quoters shall document potential risks to the submitted schedule (e.g., ethics board approvals, availability of the chamber due to other projects, and procurement of required hardware).

3. Quoters shall submit documentation detailing past performance of projects of a similar nature (e.g., hypoxia chamber research), scope (e.g., multi-day testing with continuous habitation), and/or complexity to the effort described in this RFQ (e.g., multi-disciplinary data collection in multiple subjects concurrently, throughput of multiple subjects, continuous medical monitoring during multi-day studies and available treatment).

4. Quoters shall submit one price quotation for the execution of this requirement using the template attached to this RFQ labeled Attachment C – Pricing Sheet. Quoters also shall submit a detailed pricing sheet broken out by the base project by year and schedule to complete the execution of the options, if exercised by NASA. Quote must be valid for a minimum of 90 days from time of submission.
