About this opportunity

Federal Prison Industries (UNICOR) seeks supply of hygiene kit items through an IDIQ contract with firm-fixed pricing and economic price adjustment, with proposals due October 27, 2026. The solicitation is unrestricted and open to all vendors.

Delivery is to Federal Prison Camp Bryan, Texas. The contract structure includes one base year and two option years, with an Option to Extend Services under FAR 52.217-8 for up to an additional six-month period. Anticipated award date is December 14, 2026. NAICS code 325620 applies.

The solicitation covers approximately 50 line items of commercial personal hygiene and grooming products—including shampoo, toothpaste, toothbrushes, razors, deodorant, soaps, feminine hygiene products, and related items—with quantities ranging from 576 to 12 million units per item. Vendors may bid on selected line items rather than all items. For feminine hygiene products, offerors must submit applicable FDA 510(k) premarket notification numbers with their proposals; all such products must meet FDA Class II medical device requirements including facility registration, device listing, Quality System Regulation compliance, absorbency testing, and Toxic Shock Syndrome labeling. Vendors must maintain vendor-managed inventory at minimum quantities specified for 14 critical items within the United States. The guaranteed minimum order is 100 units per item. Maximum delivery term is 30 calendar days to 1100 Ursuline Ave, Bryan, Texas 77803 (truck access at 1176 Weaver Street). Delivery is FOB Destination.

Pricing uses unit-basis firm-fixed rates with annual economic price adjustments based on the PPI Index for toilet preparation manufacturing (PCU325620325620). Offerors without prior 12-month supply history to UNICOR must submit one product sample per line item; samples are due October 27, 2026. Evaluation criteria are Technical Capability, Past Performance, and Price, with non-price factors weighted approximately equal to price. Technical Capability includes domestic content superiority, best delivery time, and vendor-managed inventory plan. A subcontracting plan is required with goals of 36% Small Business, 5% SDB, 5% WOSB, 5% SDVOSB, and 3% HUBZone. Proposals must be submitted via email to elizabeth.mcnealy@usdoj.gov. Four amendments have been issued (September 24, October 5, October 13, and October 14, 2026) with product specification clarifications and final Q&A responses; all amendments must be acknowledged with proposals.
