About this agency
The Department of Justice Bureau of Prisons Correctional Facilities is a civilian sub-agency of the Department of Justice that procures supplies, services, maintenance, food, medical care, and facility operations across the federal prison system. The Bureau operates through distributed contracting offices at individual facilities and regional administrative centers, awarding contracts for everything from inmate healthcare and nutrition to facility maintenance, construction, and institutional operations.
The Bureau has awarded 626,724 federal contracts since 2000, with a combined potential value of $28.74 billion and $24.52 billion obligated to date. Recent activity has declined: 20,180 awards in 2023, 18,917 in 2024, 17,796 in 2025, 12,965 in 2026, and 16 year-to-date in 2027. The most recent recorded award date is 2027-09-30.
Competition is highly concentrated among prime contractors. Mckesson Corporation dominates recent activity with 9,452 awards and $1.46 billion in combined potential value over the last five years, followed by Naphcare LLC with 2,993 awards and $501.3 million, and Seven Corners Inc. with 2,278 awards and $431.9 million. The top five contractors account for 20 percent of recent awards by count and 10 percent of combined potential value, indicating that the Bureau transacts through a large long tail of smaller suppliers. Many recent awardees transact through purchase orders and BPA mechanisms where potential value is not reported in source data.
Set-asides are skewed heavily toward unrestricted procurement: 74 percent of awards carry no set-aside designation. Small-business set-asides account for 25 percent of awards, distributed across Total Small Business (156,221 awards), 8(a) Sole Source (1,658 awards), Service-Disabled Veteran-Owned Small Business (1,474 awards), Woman-Owned Small Business (567 awards), Competitive 8(a) (535 awards), and smaller allocations to HUBZone, EDWOSB, and other designated categories.
Recent contract opportunities span food service, facilities maintenance, and specialized services. Current open solicitations include FY 2027 Q1 Hamburger and Hot Dog Buns (due Oct 26, 2026, no set-aside), FCC Yazoo City FY 2027 Grease Trap Maintenance and Cleaning (due Oct 15, 2026, total small business set-aside), FCI Sheridan Water Loop Repair (due Oct 29, 2026, total small business set-aside), MDC Brooklyn Remove and Replace Shower Partitions (due Nov 13, 2026, total small business set-aside), and an Architect & Engineering Services IDIQ Multiple Award for Federal Prison Industries (due Oct 31, 2026, Competitive 8(a) set-aside). The Bureau also issued a Pre-Solicitation for SAP S4 HANA Variant Configuration Training and Support (due Oct 28, 2026). Several UNICOR (Federal Prison Industries) solicitations are outstanding for electrical components, connectors, and adapters through Marion and Phoenix facilities.
