About this file
This is a solicitation amendment (AMD 00001) issued by UNICOR's FPI Central Office on September 24, 2026, for solicitation SV0236-26 / 1620000396. The amendment adds eight new commercial hygiene product line items to the existing solicitation and provides responses to 54 vendor questions submitted during the procurement process.
The amendment adds the following material requirements with CLIN numbers 120-190: four maxipad variants (regular, super, and winged versions), two panty liner options (regular and super), and two tampon products (regular and super, individually wrapped). All products must be unscented and individually wrapped. Manufacturers must meet FDA Class II medical device requirements, including facility registration, device listing, Quality System Regulation (QSR) compliance, absorbency testing, Toxic Shock Syndrome (TSS) labeling, 510(k) premarket notification, and post-market monitoring. Vendors must submit the applicable 510(k) premarket notification number for each item with their proposal or they will not be considered. The question-and-answer section clarifies that bidders may submit proposals for selected line items rather than all items, are not required to bid on every item for consideration, may propose products manufactured in China, and may submit proposals as distributors/resellers provided they meet applicable NAICS codes and all solicitation requirements. The amendment confirms that guaranteed minimum quantities of 100 units apply to each awarded line item individually, delivery orders will be issued incrementally as needed over the three-year contract period (not all at once), and the 30-day delivery window applies to individual delivery orders. Offerors without prior 12-month supply history must submit one product sample per line item for technical evaluation. A signed copy of this amendment must accompany all proposals.

2. Will this bid be awarded by item or as a whole?
A: See Document - “SV0236-26”, last paragraph on page 9.
3. Are we required to bid on every item to be considered for an award?
A: No.
4. For the Business Management Questionnaire requirement, may recent commercial customer orders, invoices, purchase orders, or recurring customer sales be submitted as relevant past-performance references in place of formal contracts?
A: Yes.
5. Please confirm whether the Government will accept offers from a small-business distributor that can provide the required commercial hygiene products, maintain U.S.-based vendor-managed inventory, provide product samples when required, and meet the delivery schedule to Bryan, Texas.
6. We would also appreciate confirmation of the current solicitation attachments and any product-brand, packaging, labeling, expiration-date, or minimum-order requirements that must be addressed in a quote.
A: All information needed to create a proposal will be included in the solicitation and any amendments issued and posted on SAM.gov.
7. Does the guaranteed minimum of 100 units apply to each awarded line item or to the contract as a whole?
A: See Document - “SV0236-26”, page 9. “Guaranteed minimum quantity is 100 each.”
8. Are products manufactured in China eligible for award if we identify them in the Buy American Certificate?

10. Packaging Requirements: Does UNICOR require these items delivered bulk-packed by line item for your internal kitting operations, or pre-assembled into finished kits?
A: See Document - “SV0236-26”, pages 5-8. This solicitation is for individual items, not kits.
11. Can you let me know if any samples will be submitted prior to the due date?
A: See Document - “SV0236-26”, page 3… “** SAMPLES: Offerors who have NOT provided the item you are submitting a proposal for to UNICOR in the past 12 months, are REQUIRED to submit one (1) each of the exact product you are bidding on for a technical evaluation to verify form, fit, quality and function or other characteristics as appropriate of the material. **”

A: Individual Delivery Orders will be issued off of awarded contract(s) as items are needed. All items on an individual Delivery Order will be required to be delivered within the time frame agreed upon and stated in the contract award.
14. Could you please advise on the standard procedure for interested subcontractors to connect with the prime contractors bidding on this contract? Alternatively, if there is a formal interested vendors list or matchmaking platform for this contract, we would appreciate it if you could guide us on how to register.
A: This is not controlled by the Contracting Officer. Vendors interested in the solicitation may or may not choose to sign up as an interested vendor on SAM.gov.
This information is viewable to the general public upon signing into SAM.gov.
15. Can an offeror submit pricing for only selected line items, rather than the entire solicitation?
16. Are the estimated quantities listed for each line item the Government’s anticipated total quantity over the entire three-year contract period, including option years?
17. Can the Government provide an approximate expected quantity or range for the initial delivery order for the individual items?
SV0236-26 / AMD 00001 Page 4 of 9
18. Are delivery orders generally expected to be issued in quantities comparable to the estimated annual requirement, or should offerors anticipate substantially smaller/more frequent delivery orders?
A: Delivery Orders are issued as the items are needed on hand to meet our kit sale demands. Individual Delivery Orders will be substantially less than the total quantities listed as this is a multiple year contract.
19. For delivery, is the 30-day period measured from the date the delivery order is issued until receipt at UNICOR, or is there another applicable interpretation?
A: From the date of issuance of a Delivery Order, to date of delivery on the dock at the UNICOR warehouse.
20. For VMI, are those minimum quantities required to be physically manufactured and held in U.S. inventory immediately upon contract award, or must the inventory be established within a specified period after award?
A: Vendors are expected to already have a U.S. warehouse established prior to award. The VMI inventory quantities are required to be on hand within the delivery time frame stated in the contract award.
21. If an item subject to VMI is awarded to multiple contractors, would the stated VMI minimum inventory quantity apply to each awarded contractor individually, or would the requirement be allocated among the awardees?
A: Each item is awarded individually. More than one item may be awarded to one offeror. Contractors who are awarded an item will be required to meet the VMI inventory requirements applicable to that line item.
22. For an offeror that has not supplied the exact product to UNICOR during the previous 12 months, is one sample required for each individual line item being proposed, regardless of the quantity being offered?
23. For products such as the 0.35-oz shampoo packet, 0.34-oz clear shampoo packet, 0.35-oz 3-in-1 soap packet, and single-use clear toothpaste packet, does UNICOR require a specific existing formulation/specification beyond the product description and required size, or may an offeror propose an existing commercial product that meets the stated requirements and passes the technical evaluation?
SV0236-26 / AMD 00001 Page 5 of 9
A: No specific formulation.
24. Are there Government-required packaging artwork, labeling, printing, packet dimensions, barcoding, or other packaging specifications that are not included in the Section B descriptions?
A: See additional requirements in number one (1.)) above on this amendment.
25. In addition to the physical sample, should offerors submit ingredient lists, SDS documents, certificates of analysis, shelf-life documentation, or other technical documentation with the proposal?
26. The solicitation specifies that toothpaste must have a minimum of 24 months remaining before expiration. Does this requirement apply only to the toothpaste items, or are there minimum shelf-life requirements for the shampoo and 3-in-1 products as well?
A: Toothpaste specifically states an expiration date. Industry standards for shampoo and 3-in-1 products must be followed.
27. May an offeror submit a proposal as a distributor/reseller using a qualified domestic manufacturer’s product, provided the offeror is responsible for meeting all solicitation requirements, delivery, documentation, and performance obligations?
A: Yes, if they fall under the applicable NAICS.
28. For VMI inventory, may the required inventory be maintained at a third-party U.S.

33. For Section B items that are not listed in the Vendor-Managed and Owned Inventory minimum-quantity table, is the contractor required to maintain any minimum on-hand inventory?
A: No. However, note late deliveries will result in contract termination.
34. May the Vendor-Managed Inventory requirement be satisfied through inventory maintained at a manufacturer's, distributor's, or third-party logistics provider's U.S.
warehouse, provided the inventory is dedicated/available for the contract and the prime contractor remains responsible for compliance with all contract requirements?
A: Yes. Prime contractors are responsible for their sub-contracts.
35. How will an offeror that does not have three prior contracts for the same or similar items be evaluated? May relevant past performance of a proposed manufacturer, distributor, or subcontractor be considered in addition to the prime offeror's past performance?
A: If a vendor does not have experience, they will be given a neutral rating. No, past performance for a subcontractor, distributor, etc, will not be considered as a replacement for the prime contractor.
36. For purposes of the Domestic Content Superiority evaluation, what documentation or certification should an offeror obtain from its manufacturer to substantiate the percentage of domestic components/materials and U.S. manufacture?
A: See included clause 52.225-2.
37. If an offeror proposes multiple line items supplied by the same manufacturer, please confirm that one exact product sample is required for each proposed line item unless that specific item was supplied to UNICOR during the preceding 12 months.

A: That information is not available. It varies. The items are ordered as we receive orders for kits.
51. Could an individual delivery order potentially be issued for the entire estimated quantity shown in Section B?
52. Are the estimated quantities expected to be ordered incrementally throughout the base and option years?
53. Does the requested 30-calendar-day delivery period apply to each individual delivery order rather than the total estimated quantity shown in Section B?
A: Applies to individual Delivery Orders.
54. For items requiring vendor-managed inventory, what inventory level or number of days/months of anticipated demand is the contractor expected to maintain?
