About this file
This is Amendment 00002 to Solicitation SV0236-26 issued by UNICOR, FPI Central Office for hygiene products and related items. The amendment clarifies requirements, extends the proposal deadline, and provides answers to additional vendor questions.
The proposal deadline has been extended to Tuesday, October 27, 2026, at 2:00 P.M. EST. Key clarifications address Vendor-Managed Inventory (VMI) requirements, emphasizing that awarded contractor(s) must operate their own VMI warehouse and maintain full ownership, possession, and control of inventory. The government reserves the right to conduct site visits prior to award and during performance, with contract termination as a consequence for non-compliance. Regarding product samples, incumbent vendors need not resubmit samples for items supplied in the previous 12 months; however, any additional products must include samples. The estimated quantities stated in Section B apply to the contract's full life (base and all options), with no separate annual quantity estimates. First orders are expected between December 13-24, 2026, for several items, with potentially longer timeframes for items with smaller estimated quantities. Delivery is to 1100 Ursuline Ave, Bryan, TX 77803, with truck access at 1176 Weaver Street, Bryan, TX 77803. The amendment confirms that no additional specifications or product requirements exist beyond those in the solicitation, FAR 52.247-64 applies only to ocean shipments, and product samples must be submitted directly by the offeror (not by manufacturers or distributors on their behalf). Vendor-Managed Inventory Plans are not required for line items that do not specifically identify VMI as a requirement, though late deliveries will result in contract termination.

SV0236-26 – AMD 00002
The solicitation identified in block 9A is hereby amended as follows:
1.) Clarification to Amendment 00001, Q&A #’s 28 and 34, regarding Vendor-Managed Inventory:
While the government will not necessarily dictate the subcontractors used to lease warehouse space, the expectation is the Vender-Managed Inventory shall be maintained/managed by, in the full ownership, possession and control of, the awarded contractor(s). Awarded contractor(s) MUST operate VMI warehouse.
As stated in the solicitation, UNICOR reserves the right to conduct a site visit prior to award and during contract performance. Failure to follow contract requirements will result in contract termination.
2.) Deadline for proposal response shall be extended to TUESDAY, OCTOBER 27, 2026, AT 2:00 P.M., EST. This additional time is necessary to allow the UNICOR Factory sufficient time to answer questions received.
3.) Additional questions submitted and their respective answers:
1. Does UNICOR have reference samples of the products listed in Section B available for prospective offerors to review?
A: No.
2. If physical samples are unavailable, could UNICOR provide product photographs, reference manufacturer/model numbers, or additional specification sheets to help us identify suitable products?
A: No.
3. We also understand from Amendment 00001, Questions 10 and 38, that this procurement is for individual products rather than assembled hygiene kits. Please confirm whether there are any required case quantities, carton labeling, or bulk-packaging requirements beyond those stated in the solicitation and amendment.
A: No.

4. For the items in Section B, are there any additional specifications or product requirements beyond the descriptions provided, such as for ADMKIT0001A, ADMKIT0005A, ADMKIT0006A, ADMKIT0008, and ADMKIT0008A?
5. When is the first order expected to be released?
A: For several of the items, it will be between December 13, 2026, and December 24, 2026. For items with smaller estimated quantities which are not ordered as frequently, it may be longer.
6. Please confirm that delivery will be to 1100 Ursuline Ave, Bryan, TX 77803, as shown on page 2 of your bid.
A: Yes. Note, delivery truck entrance to the warehouse is: 1176 Weaver Street, Bryan, TX 77803.
7. On page 3 of 36, please confirm that current vendors don't need to submit the samples for your evaluation.
A: Incumbent vendors need not submit samples for items they have supplied in the previous 12 months. However, any additional products you are including in your proposal this time must have samples submitted.
8. Please confirm if the total quantity needed for the year will be established upon award. For example, the first line item reads as follows: 10 ADMKIT0001A .35-OZ.
SHAMPOO PACKET 90,000 EA. Although this is just an estimated quantity will the full requested amount be established upon award? For this example, will 90,000 each be requested in the first year? The solicitation states there is a guaranteed minimum order quantity of 100 each. We want to confirm if the total annual quantity will be established upon award so we can prepare accordingly to avoid shipping delays.
A: The estimated quantity stated in Section B is for the life of the contract, to include the base and all options. There will not be separate estimates set for an annual quantity.
9. Please confirm any specific packaging, labeling, shelf-life, or expiration-date requirements that should be included with the technical submission.
A: These do not apply to the technical submission more than what is already stated in the solicitation and amendments issued. However, when products are delivered, they must follow all FDA and industry standards.

10. Please confirm whether vendor-managed inventory must be physically maintained by the contractor or may be maintained through an approved U.S.-based supplier/distributor.
A: While the government will not necessarily dictate subcontractors used to lease the warehouse space, the expectation is the Vender-Managed Inventory shall be maintained/managed by, in the full ownership, possession and control of the awarded contractor(s). Awarded contractor(s) MUST operate VMI warehouse.
As stated in the solicitation, UNICOR reserves the right to conduct a site visit prior to award and during contract performance. Failure to follow the contract requirements will result in contract termination.
11. Please confirm whether FAR 52.247-64 applies to all proposed items, particularly commercially available products sourced from U.S.-based suppliers.
A: Clause is applicable to ocean shipments under U.S. government contracts.
12. For the U.S.-based vendor-managed inventory (VMI) requirement, may the required inventory be held by an approved supplier or third-party logistics provider on the prime contractor's behalf, provided all contract delivery requirements are met?
A: While the government will not necessarily dictate subcontractors used to lease the warehouse space, the expectation is the Vender-Managed Inventory shall be maintained/managed by, in the full ownership, possession and control of the awarded contractor(s). Awarded contractor(s) MUST operate VMI warehouse. As stated in the solicitation, UNICOR reserves the right to conduct a site visit prior to award and during contract performance. Failure to follow the contract
13. Would UNICOR consider an offer where the initial delivery order requires a longer production lead time due to initial raw material and packaging setup, but all subsequent delivery orders would be delivered within 30 calendar days? If so, should the offeror simply state its proposed initial delivery time and 30-calendar-day subsequent delivery time in the applicable delivery fields?
A:Yes, it would be considered. However, please note we typically issue delivery orders weekly/biweekly and incumbent contracts did not include off-ramping, as well as there is no on-ramping time frame planned under this requirement. For many of the items, we would need this initial delivery time frame to be close to 30-calendar days to minimize delays to our customers.

14. For line items requiring Vendor-Managed Inventory, may the required inventory be maintained by the offeror’s manufacturer/distributor at a U.S.-based facility on the offeror’s behalf, provided the offeror remains responsible for contract performance and delivery? If so, what evidence or commitment should be included in the Vendor-Managed Inventory Plan?
A: No. While the government will not necessarily dictate subcontractors used to lease the warehouse space, the expectation is the Vender-Managed Inventory shall be maintained/managed by, in the full ownership, possession and control of the awarded contractor(s). Awarded contractor(s) MUST operate VMI warehouse. As stated in the solicitation, UNICOR reserves the right to conduct a site visit prior to award and during contract performance. Failure to follow the contract
15. For line items that do not specifically identify Vendor-Managed Inventory as a requirement, please confirm whether a Vendor-Managed Inventory Plan is required for those line items.
A: The submittal of a Vendor-Managed Inventory Plan is not required for those items; however, note, late deliveries will result in contract termination.
16. For the required product samples, may the offeror’s manufacturer/distributor ship the sample directly to FPC Bryan on the offeror’s behalf, provided the shipment clearly identifies the offeror and Solicitation SV0236-26?
**ADDITIONAL QUESTIONS SUBMITTED TIMELY AND NOT ANSWERED TO DATE
WILL BE ANSWERED ON A FORTHCOMING AMENDMENT. **
As provided, all other terms and conditions remain unchanged.
A signed copy of this solicitation amendment must be included with your proposal.
