About this file

This document is Amendment 00004 to solicitation SV0236-26, issued by UNICOR (Federal Prison Industries) on October 14, 2026, with an effective date of the same date. The amendment is not extended and represents clarifications to product specifications for personal hygiene and grooming items.

The amendment addresses ten questions and answers regarding specific line items in the solicitation. Key clarifications include: ADMKIT0010A and ADMKIT0010B tampons must not have plastic applicators; ADMKIT0009E (Regular) pads require 2 to 4 milliliters absorbency and ADMKIT0009F (Super) pads require 5 to 6 milliliters absorbency with both Super Absorbent Polymer material and a longer pad design; ADMKIT0001A shampoo packets must contain shampoo only, not a combination shampoo and body bath product; ADMKIT0002 toothbrushes are 41 tufts and 6¼ inches in length, and toothpaste must be ADA-accepted; slight variations in product sizes are acceptable if notated (examples: 8.45 oz instead of 8 oz, 1.8 oz deodorant stick instead of 1.75 oz); and ADMKIT0042 soap bars must be wrapped in clear/transparent packaging. A signed copy of this amendment must be included with all proposals.
