About this opportunity
NASA's Goddard Space Flight Center seeks continued support services for Earth Sciences Division research across multiple laboratories in hydrology, cryosphere science, ocean ecology, biosphere science, and geodesy through the Hydrosphere, Biosphere, and Geophysics Support Services II contract, with proposals due December 4. This is a small business set-aside under NAICS 541715, PSC AJ11.
The procurement is structured as a hybrid IDIQ with a five-year effective ordering period and the ability to issue both Cost-Plus-Fixed-Fee (CPFF) and Firm-Fixed-Price (FFP) task orders. The minimum contract value is $5 million and the maximum is $419.2 million. Anticipated award is April 2027, with phase-in beginning May 2027 and contract effective date June 2027.
Place of performance includes onsite work at NASA GSFC in Greenbelt, Maryland and offsite contractor facilities. Work encompasses science research, computing operations, instrumentation development, calibration and validation, field campaigns (domestic and international scope), and scientific communications. The contractor will support active NASA missions including PACE, ICESat-2, GRACE-FO, Landsat, GEDI, and SWOT, as well as future missions SBG and Landsat-Next, and operate data processing systems and Distributed Active Archive Centers. Government will furnish Installation-Accountable Government Property (IAGP) for onsite work and Government Furnished Property (GFP) for offsite contractor facilities.
The Statement of Work specifies direct labor requirements across 34 onsite CPFF labor categories and 20 offsite CPFF categories, spanning Education/Public Outreach Coordinators through Support Scientists V, with direct labor hours varying annually and requiring education from high school diploma through Ph.D. and experience up to 10+ years depending on position level. Technical competencies include programming languages (FORTRAN, C, C++, Python, IDL), MATLAB, Unix/Linux, and satellite remote sensing.
Contractors must submit extensive compliance deliverables including an Organizational Conflicts of Interest Plan, C-SCRM Plan or questionnaire, IT Security and Non-Federal System Certifications, Commercial AI Risk and Impact Assessment (CAIRIA), Safety and Health Plan, and monthly financial reporting (NF 533M) and quarterly reporting (NF 533Q). Contractor employees requiring logical and physical access for more than 179 days in a 365-day period must complete background investigation requirements through IdMAX system and eAPP process. Personnel traveling internationally on NASA official business must obtain Department of State country clearance and complete Foreign Affairs Counter Threat E-Learning; travel to designated countries or high intelligence-threat locations requires pre- and post-travel Counterintelligence Threat Briefings coordinated at least two weeks prior to travel. All contractor employees must complete NASA-approved IT Security Awareness Training prior to system access and annually thereafter. Questions are due 14 calendar days from RFP release; proposals must be submitted 45 days from SAM.gov posting at 2:00 PM EST via NASA's Enterprise File Sharing and Sync Box. Offerors must possess a CAGE code matching their submitted corporate address. Contracting Officer is Cassandra K. Moore, cassandra.k.moore@nasa.gov.
Notice text
The National Aeronautics and Space Administration (NASA), Goddard Space Flight Center (GSFC), hereby invites interested parties to review the Final Request for Proposal (FRFP) for the Hydrosphere, Biosphere, and Geophysics (HBG) Support Services II requirement supporting the Earth Sciences Division (ESD) at NASA/GSFC. The principal purpose of this requirement is to provide science research that conceives, develops, and applies space, field-deployed (i.e. airborne and in situ) and laboratory based technologies and observations to address issues of importance to society. These include but are not limited to water resources, land and ocean ecosystems, global and regional sea level change, changes in the Earth’s cryosphere, gravity field, magnetic field, solid Earth, and the terrestrial reference frame. The Statement of Work, Attachment A, describes the scope of the requirement. This contract is for support of a full range of science and research activities across the breadth of the various Laboratories that make up the HBG sub-division: the Cryospheric Sciences, Ocean Ecology, Hydrological Sciences, Biospheric Sciences, and Geodesy and Geophysics Laboratories. This contract is also for support of science, research and computing activities within the Terrestrial Information Systems Laboratory (TISL), also in the ESD. For the purposes of this document and contract the term HBG will be used to encompass all the Laboratories of the HBG sub-division and the TISL.
NASA will conduct this acquisition as a small business set-aside. This competitive acquisition was originally contemplated as a Cost-Plus-Fixed-Fee (CPFF), Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract with the ability to issue CPFF task orders. Following further acquisition planning and assessment of the Government's requirements, the contract structure has been modified.
The HBG II Draft Request for Proposal (DRFP) posted on April 8, 2025 was issued as an IDIQ CPFF solicitation. As amended, this competitive acquisition will now result in a HYBRID Indefinite Delivery Indefinite Quantity (IDIQ) with the ability to issue Cost Plus Fixed Fee (CPFF) AND Firm- Fixed Price (FFP) task orders. The contract will have an effective ordering period of five years from the contract effective date.
Interested offerors are encouraged to review the solicitation and all associated attachments for complete details regarding the requirements and proposal submission instructions. Please see the attached cover letter for additional information.
