About this opportunity
NASA Goddard Space Flight Center is seeking a contractor to provide comprehensive scientific research and support services for its Hydrosphere, Biosphere, and Geophysics (HBG) Support Services II contract. The solicitation aims to support science research that develops and applies space, field-deployed, and laboratory-based technologies across multiple scientific domains including water resources, land and ocean ecosystems, sea level change, and geophysical systems. The contract will cover research activities for six key laboratories: Cryospheric Sciences, Ocean Ecology, Hydrological Sciences, Biospheric Sciences, Geodesy and Geophysics, and the Terrestrial Information Systems Laboratory. Interested contractors will need to demonstrate capabilities in scientific research, computing, instrumentation development, field campaigns, and scientific communications. The draft RFP indicates an Industry Day will be held on April 9, 2025, with the final RFP expected in May 2025, and proposal submissions due approximately 30 calendar days after the final RFP release.
The contract is designated as a small business set-aside with a Cost-Plus-Fixed Fee (CPFF), Indefinite Delivery Indefinite Quantity (IDIQ) structure. The procurement has a minimum contract value of $5 million and a maximum potential value of $471 million, with an effective ordering period of five years. The contract will be performed both onsite at NASA Goddard Space Flight Center and offsite at the contractor's facilities, with a 30-day phase-in period prior to the contract effective date. The North American Industry Classification System (NAICS) code is 541715, with a small business size standard of 1,000 employees. Contractors will be evaluated on their past performance, technical capabilities, and ability to support NASA's scientific mission through innovative research and technological development. The anticipated contract award is scheduled for October 2025, with a contract effective date in November 2025.

The Hydrosphere, Biosphere and Geophysics (HBG) Support Services II procurement is currently delayed. Please continue to monitor SAM.gov for updates. Thank you for your interest in NASA procurements.
**********************************
You are invited to review and comment on the National Aeronautics and Space Administration (NASA) Goddard Space Flight Hydrosphere, Biosphere and Geophysics (HBG) Support Services II, a sub-division in the Earth Sciences Division (ESD) at NASA/GSFC, draft solicitation. The principal purpose of this requirement is to provide science research that conceives, develops, and applies space, field-deployed (i.e. airborne and in situ) and laboratory based technologies and observations to address issues of importance to society. These include but are not limited to water resources, land and ocean ecosystems, global and regional sea level change, changes in the Earth’s cryosphere, gravity field, magnetic field, solid Earth, and the terrestrial reference frame. The Statement of Work, Attachment A, describes the scope of the requirement. This contract is for support of a full range of science and research activities across the breadth of the various Laboratories that make up the HBG sub-division: the Cryospheric Sciences, Ocean Ecology, Hydrological Sciences, Biospheric Sciences, and Geodesy and Geophysics Laboratories. This contract is also for support of science, research and computing activities within the Terrestrial Information Systems Laboratory (TISL), also in the ESD. For the purposes of this document and contract the term HBG will be used to encompass all the Laboratories of the HBG sub-division and the TISL.
NASA will conduct this acquisition as a small business set-aside. This competitive acquisition will result in a Cost-Plus-Fixed Fee (CPFF), Indefinite Delivery Indefinite Quantity (IDIQ) requirement
with the ability to issue CPFF task orders. The contract will have an effective ordering period of five years from the contract effective date.
Please see the attached cover letter for additional information.
