About this file
This document is Enclosure 2 to RFP #80GSFC27R0015, containing the Government Pricing Model (GPM) that specifies non-management direct labor categories, direct labor hours, and position descriptions for the Hydrosphere, Biosphere and Geophysics (HBG) Support Services II contract.
The RFP establishes direct labor hour requirements across a six-year contract period (CY 1-6), with CY 6 representing a partial year at approximately 50% of other years' hours. Labor categories are divided into onsite and offsite locations, with separate specifications for Cost-Plus-Fixed-Fee (CPFF) and Firm-Fixed-Price (FFP) contract types. The CPFF onsite categories include 34 labor positions spanning Education/Public Outreach Coordinators (I-IV), Instrument Engineers (II-V), Instrument Technicians (I-IV), Programmer Analysts (I-IV), Software Engineers (I-IV), Support Scientists (I-V), Systems Engineers (I-IV), Interns, and Technical/Research Assistants. The OFFSITE CPFF section includes 20 labor categories, while the FFP onsite section specifies 8 positions concentrated in programming, software engineering, support science, and systems engineering roles. Direct labor hours range from as low as 25-48 hours annually for entry-level positions to over 50,000 hours annually for senior Support Scientist IV roles.
Position descriptions detail education requirements and experience thresholds for each labor category. Education requirements range from high school diplomas for Instrument Technicians to Ph.D. degrees for Support Scientists III-V. Experience requirements escalate with position level, from entry-level Interns requiring high school diplomas to Support Scientist V positions requiring over 10 years of researcher experience with advanced knowledge of atmospheric, hydrospheric, biospheric, or geophysics sciences. Technical competencies specified include proficiency in programming languages (FORTRAN, C, C++, Python, IDL), scientific tools (MATLAB, IDL/ENVI, ArcGIS), Unix/Linux systems, and satellite remote sensing applications. Alternative education equivalencies are provided, allowing relevant professional experience to substitute for formal degrees.
