About this file
This document is Attachment B (Revision 1) to Final RFP 80GSFC27R0015, establishing pricing matrices for an Indefinite Delivery Indefinite Quantity (IDIQ) contract with the Goddard Space Flight Center (GSFC). The attachment provides not-to-exceed rates and factors that contractors must use when pricing all task orders issued under the resultant contract, which will be applied to guaranteed minimum and maximum quantities as specified in the contract's Minimum/Maximum Amount of Supplies or Services clause.
The pricing structure includes six contract years and comprises the following components: (1) Prime Direct Labor Rate Matrix for Cost-Plus-Fixed-Fee (CPFF) task orders with hourly rates by labor category; (2) Prime Cost Estimating Relationships (CERs) for deriving Other Direct Costs (ODCs) such as management percentages or computer/IT fees; (3) Prime Indirect Cost Rate Matrix specifying indirect rates applied against direct and indirect costs, with distinction between onsite and offsite rates; (4) Prime Fixed Fee Rate Matrix for CPFF task orders; (5) Prime Fully-Loaded Labor Rate Matrix for Firm-Fixed-Price (FFP) task orders; and (6) Subcontractor Fully-Loaded Labor Rate Matrix for all task orders, also distinguishing onsite versus offsite rates. Section 7 requires offerors to propose position qualifications for each Prime and Subcontractor direct labor category included in the matrices. All rates specified are not-to-exceed maximum rates; contractors may propose lower rates when pricing individual task orders. The template provides empty matrices to be completed by offerors during proposal submission.
