About this file
This is Attachment B of a Final RFP for an Indefinite Delivery Indefinite Quantity (IDIQ) contract (RFP# 80GSFC27R0015) issued by NASA Goddard Space Flight Center. The attachment is a template for pricing matrices that contractors must complete when submitting proposals and pricing task orders under the resultant contract.
The document establishes not-to-exceed labor rates, indirect rates, and fee/profit structures that will apply across a six-year contract period. For Cost-Plus-Fixed-Fee (CPFF) task orders, offerors must provide: prime direct labor rates by category and contract year; cost estimating relationships (CERs) for Other Direct Costs; prime indirect cost rates with clearly delineated bases of application and onsite versus offsite rates; and a fixed fee rate. For Firm-Fixed-Price (FFP) task orders, offerors must provide fully-loaded prime labor rates by category and contract year, plus a profit rate. Subcontractor pricing requires fully-loaded direct labor rates by category, contract year, and work location (onsite versus offsite). All labor categories must include position qualifications that align with standards defined in Section 7 of the attachment. The document specifies that contractors may propose lower rates when pricing individual task orders but cannot exceed the ceiling rates established in their proposals. This attachment serves as the pricing framework template; offerors must complete the empty matrices with their specific labor categories, rates, and cost structures prior to contract award.
