About this opportunity
Naval Sea Systems Command seeks quotations for renewal of HPAC maintenance services on three Universal HIGHPACK Model 55H75 five-stage reciprocating compressors at Portsmouth Naval Shipyard Detachment San Diego, with quotations due October 6, 2026, at 5:00 PM EST. The acquisition is a sole source to American Compressor Company, foreclosing competition outside that vendor.
Place of performance is Santa Fe Springs, California. The maintenance requirement consists of four separate service intervals occurring every 500 hours of operation, with scheduled maintenance spanning fiscal years 2026 through 2030. Individual compressors require different service levels: HPAC #1 requires 500-hour service only; HPAC #2 requires 1,200-hour service; HPAC #3 requires both 3,000-hour and 6,000-hour overhaul services annually. The NAICS code is 811310, Commercial and Industrial Machinery and Equipment Repair and Maintenance, with a small business size standard of $12.5 million.
The sole-source justification cites restrictive rights: American Compressor Company, the original equipment manufacturer, does not authorize third-party service providers and has stated that personnel lack necessary training and qualifications. Failure of these compressors directly impacts pier-side operations requiring high-pressure air support.
This is an RFQ issued under FAR Part 12 for commercial services, incorporating current FAR and DFARS provisions and clauses. Contractors must comply with hazardous energy control requirements per 29 CFR Part 1915.89 and NAVSEA OSHECM Chapter 250, including Lockout/Tags-Plus coordination upon arrival at the shipyard. An OPSEC plan is not required, but contractors must protect Critical Information and Indicators and Controlled Unclassified Information per contract requirements. Contractors must submit Maintenance Service Reports and Condition Found Reports within two working days via Wide Area Workflow. Service Contract Act prevailing wage rates apply to San Diego County (Wage Determination 2015-5635, Revision 30, effective May 13, 2026). Point of contact is Lisa Fielding, lisa.a.fielding.civ@us.navy.mil.
