About this opportunity
The National Institutes of Health is soliciting comprehensive janitorial and recycling collection services to maintain clean, sanitary, and functional facilities across its Bethesda main campus, Poolesville site, leased facilities in Montgomery County, and other designated locations. The contractor must provide all management, supervision, labor, materials, equipment, and supplies necessary to perform routine cleaning, project-based deep cleaning, and specialized services in accordance with federal, state, and local regulations and NIH policies. Key requirements include routine cleaning operations Monday through Friday from 7:00 a.m. to 4:00 p.m., with restroom cleaning and trash collection performed five times weekly and specialized areas such as fitness centers requiring twice-daily service. The Government will evaluate proposals using a Performance-Price Tradeoff methodology based on three factors: Past Experience (technical acceptability pass/fail), Past Performance (qualitative assessment), and Price (completeness, fairness, and reasonableness). Offerors must demonstrate experience within the past five years performing janitorial services on a minimum of one million square feet as prime contractor, with at least two years of performance for ongoing contracts, and submit three to five relevant projects limited to 15 pages total for technical experience and 25 pages for past performance. The proposal due date is April 10, 2026, at 12:00 p.m. Eastern Time, with questions due by March 20, 2026, and a mandatory site visit scheduled for March 17, 2026.
This is a Competitive 8(a) set-aside for small businesses under NAICS code 561720 (Janitorial Services) with a size standard of $22 million. The incumbent contractor is identified as Sunik, LLC under contract 75N98023D00048, though Amendment 2 references Akima Facilities Operations, LLC as the current contractor subject to a Collective Bargaining Agreement with Public Service Employees Local Union 572 (LIUNA) effective through June 30, 2027. The contract covers approximately 4.3 million square feet of cleanable space across 72 buildings at the Bethesda campus, 3 facilities at the Poolesville campus, and 10 Montgomery County leased facilities, with cleanable square footage ranging from 3.25 million to 6.25 million across five room categories: Public, Staff, Health, Support, and Exterior. The base contract period runs from June 1, 2026, through May 31, 2027, followed by four one-year option periods and an optional six-month extension through November 30, 2031, with all pricing based on monthly rates per square foot across five pricing groups. Performance will be required throughout the greater Maryland area, including the NIH Bethesda main campus located at Bethesda, MD 20892, USA, and designated leased facilities in Montgomery County and the Poolesville site.
