About this file
This is Amendment 2 to a federal solicitation for custodial and recycling services at National Institutes of Health (NIH) facilities. The amendment revises the Performance Work Statement (PWS), evaluation criteria, pricing template, and building list; incorporates the incumbent contract Collective Bargaining Agreement; removes the original pricing schedule; and extends the proposal due date to 12:00 PM Eastern Time on April 10, 2026, with submissions required to Amanda Tilton, Contracting Officer, at amanda.tilton@nih.gov (solicitation number 75N99026R00005).
The contract is an indefinite-quantity order requiring custodial services for approximately 4,326,418 square feet of cleanable space across multiple NIH facilities, with services including routine cleaning, project cleaning, and specialized services such as carpet cleaning, floor refinishing, and parking garage cleaning. The contract will be issued as delivery orders from June 1, 2026, through November 30, 2031, with a 66-month maximum duration. Key specifications include a minimum order of $100 and maximum order of $5,000,000 per delivery order; pricing must account for variations in square footage within the stated range without automatic contract modifications; pricing is based on the Overhead Percentage defined as the rate applied to direct labor costs to cover indirect costs excluding profit; and the contractor must accommodate up to 813 tons annually of recyclable materials and waste collection from 51 loading docks and 55 exterior trash/recycling locations. The contract is subject to a Collective Bargaining Agreement with prevailing wage requirements, and the solicitation includes extensive questions and answers addressing scoping clarifications, pricing methodology, facility information, and submission requirements.

Such orders may be issued from June 1, 2026 through November 30, 2031.
(b) All delivery orders or task orders are subject to the terms and conditions of this contract. In the event of conflict between a delivery order or task order and this contract, the contract shall control.
(c) A delivery order or task order is considered "issued" when—
(1) If sent by mail (includes transmittal by U.S. mail or private delivery service), the Government deposits the order in the mail;
(2) If sent by fax, the Government transmits the order to the Contractor's fax number; or

(End of clause)
52.216-19 Order Limitations. (Oct 1995)
(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than $100, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.
(b) Maximum order. The Contractor is not obligated to honor-
(1) Any order for a single item in excess of $5,000,000;
(2) Any order for a combination of items in excess of $5,000,000; or
(3) A series of orders from the same ordering office within 10 days that together call for quantities exceeding the limitation in paragraph (b)(1) or (2) of this section.
(c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216-21 of the Federal Acquisition Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) of this section.
(d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within 2 days after issuance, with written notice stating the Contractor’s intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source.
(End of clause)
52.216-22 Indefinite Quantity. (Oct 1995)
(a) This is an indefinite-quantity contract for the supplies or services specified, and effective for the period stated, in the Schedule. The quantities of supplies and services specified in the Schedule are estimates only and are not purchased by this contract.
(b) Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause. The Contractor shall furnish to the Government, when and if ordered, the supplies or services specified in the Schedule up to and including the quantity designated in the Schedule as the "maximum." The Government shall order at least the quantity of supplies or services designated in the Schedule as the "minimum."
(c) Except for any limitations on quantities in the Order Limitations clause or in the Schedule, there is no limit on the number of orders that may be issued. The Government may issue orders requiring delivery to multiple destinations or performance at multiple locations.
(d) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor’s and Government’s rights and obligations with respect to that order to the same extent as if the order were completed during the contract’s effective period;
provided, that the Contractor shall not be required to make any deliveries under this contract after November 30, 2031.
(End of clause)
52.217-8 Option to Extend Services. (Nov 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 10 days.
52.217-9 Option to Extend the Term of the Contract. (Mar 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 15 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 66 months.
7. Respond to Questions
Questions and Answers:
1. Please confirm that there is not a CBA that is applicable to this work. If there is a CBA, please provide.
A: There is a CBA. A copy is attached (Attachment 12)
2. The Price schedule here does not match the Pricing Template. Specifically CLINs X001. It is unclear if pricing is by SF or by month. Please review and advise which template is correct.
A: The price schedule on the RFP has been removed in its entirety. Offerors will submit all their pricing information on Attachment 6, Pricing Template.
3. Please confirm that Offerors should submit both this Price Schedule and the Attachment 6 Pricing Template
A: Yes
4. Please provide a definition of what the Overhead Percentage is. Offerors may have different interpretations of what this means and clarification is needed so that all Offerors provide the same information.
A: For this solicitation, the Overhead Percentage is the rate applied to direct labor costs to cover indirect costs necessary to support contract performance, excluding profit.
5. Cell A12 states "Total Annual Cost (12 Months)" . Shouldn't this be 6 months? Please provide revised template.
A: Revised.
6. PWS 3.2 states "The Contractor shall be capable of performing all custodial services required under this Performance Work Statement for facilities totaling no less than three million two hundred and fifty thousand (3,250,000) square feet and no more than six million two hundred fifty thousand (6,250,000) square feet of cleanable space. The square footage within this range is not guaranteed and may increase or decrease at any time during the period of performance. The Contractor shall plan staffing, equipment, and operational capacity to accommodate fluctuations within this range. Changes to cleanable square footage that remain within this stated minimum and maximum shall not result in adjustments to contract price, staffing levels, or service requirements and shall not require a contract modification."
This is confusing when trying to determine workload against which pricing can be developed.
Attachment 9 creates additional confusion because the square footage amount totals 4,285,906 sq ft.
A: Attachment 9 provides the total square footage.
7. To accurately estimate pricing, is it correct to assume that offerors should essentially staff the project to accommodate custodial services ranging anywhere from 3,250,000 sf to 6,250,000 sf at all times? Or should offerors use the total square footage in Attachment 9?
A: Offerors should use 4,326,418 square feet as provided in attachment 9, for pricing purposes. Refer to response to question 8 for any increase to square footage.
8. PWS states "Changes to cleanable square footage above ten percent of the total square footage require a formal contract modification executed by the Contracting Officer."
Question: Does "above ten percent of the total square footage" mean 10% above 6,250,000 sf?
A: No. Above 4,326,418 square feet
9. PWS states "During the period of performance, the Government reserves the right to delete one or more Room Groups, including Support, Exterior, Health, or any combination thereof, based on mission requirements, facility use, or budgetary considerations."
Question: Can it be assumed that room group deletions will not apply to Public and Staff groups?
A: Please see revised PWS section 3.4.
10. PWS states "The following space descriptions are provided for planning and informational purposes only and are not intended to represent fixed quantities, mandatory work methods, or guaranteed inventories within any individual space." Question: There are no space descriptions provided. Can the Government please provide the additional information?
A: The paragraph in question on page 12 of the PWS has been deleted in its entirety. See revised PWS.
11. PWS states "The Contractor shall collect recyclable materials from designated interior and exterior recycling containers and solid waste from designated exterior waste containers and shall transport all collected materials to Government-designated on-campus consolidation points, central collection areas, or other locations." Question: In order to determine the size and configuration of transport vehicle(s), can the Government please provide estimated quantities of such recyclable materials?
A: The annual estimated quantities are as follows:
Material Weight (Tons)
Pipette Tip Racks 32
HDPE (Plastic #2) 14
LDPE (Plastic #4) 10
Glass 4
Mixed Paper 185
Cardboard 430
Commingled 21
Toner 4
Styrofoam 13
Pallets 100
Total Weight 813 tons
12. Question: What entity is responsible for correcting/repairing building defects reported by the Custodial & Recycling Services contractor?
A: The contractor selected under this solicitation will not be responsible for the repair of the identified defects.
13. In Section 5, A, 3. A table is shown with task and frequency. The Fitness Center is listed as 2x per day. No specific task is listed to ascertain what the Government is asking to be performed (e.g. trash collection, restroom cleaning, or something else). Will the government please disclose what the tasks they desire to be completed.
A: Refer to revised PWS.
14. In Section 5, A, 3. A table is shown with task and frequency. The Fitness Center is listed as 2x per day. Is this 2x per day periodicity 365 days per week, 5 days a week less holidays, or something else?
A: Refer to revised PWS.

No specific task is listed to ascertain what the Government is asking to be performed (e.g. trash collection, restroom cleaning, or something else). Will the government please disclose what the tasks they desire to be completed.
A: Refer to revised PWS.
17. In Section 5, F. 1 the Government asks for the contractor to price an initial cost of 250 square feet for Clean Carpeting. Are the incremental units of 50 square feet assumed to be part of the original 250 square feet or at a new location? This is to determine if set up and break down costs need to be factored into the 50 square feet parameters or if economy of scale can be utilized.
A: The average room size is 250 square feet. Any additional square footage is measured in 50 square foot increments at the same location.
18. In Section 5, F. 2 the Government asks for the contractor to price an initial cost of 250 square feet for Strip and refinish sheet and tile vinyl floor.
19. In Section 5, F. 3 the Government asks for the contractor to price an initial cost of 250 square feet for Clean, wax, and buff wood floor.
20. In Section 5, F. 4 the Government asks for the contractor to price an initial cost of 250 square feet for scrub and seal concrete floor.
21. In Section 5, F. 5 the Government asks for the contractor to price an initial cost of 250 square feet for strip and refinish terrazzo floor.
22. In Section 5, F. 7 the Government asks for the contractor to price an initial cost of 250 square feet for power washing.
23. In Section 5, F. 8 the Government asks for the contractor to price parking garage cleaning.
No specific cleaning tasks (e.g. police calling, sweeping, etc.) are provided. Will the Government please provide all scoping information?
A: Refer to revised section 5.F.8 for Parking Garage cleaning tasks.
24. In Section 5, F. 9 the Government asks for the contractor to price exterior parking lot cleaning. No other information is provided such as square footage, specific cleaning tasks (e.g. police calling, sweeping, etc.) Will the Government please provide all scoping information?
A: Exterior parking lot cleaning services have been removed from this requirement.
25. In Section 5, F. 10 the Government asks for the contractor to price industrial space cleaning (Mechanical Room and Utility Plant Common Equipment and Machinery Area). No other information is provided such as square footage, specific cleaning tasks (e.g. police calling, sweeping, etc.) Will the Government please provide all scoping information?
A: Section 5.F.10 has been removed from the PWS.
26. Section 6 Optional Services states "Collection Frequency shall be when recycling receptacles reach a 75% fill rate to prevent overflow, orders, pest attraction, or unsanitary conditions." This does not provide bidders with an anticipated frequency. Additionally, number of receptacles is not provided. Please provide this information.
A: There are 55 locations (approximately two units per location) for exterior trash and recycling. There are 2000 interior recycling units that must be checked during Routine Cleaning services.
27. Sections 1.2, 1.3, and 1.4 identify multiple locations for services that appear geographically separated. However, the price sheet does not disclose performance of services at various locations and just has total square footage. Will the government please break out services to be performed at each location and building?
A: Refer to Attachment 9 for this information.
28. Table 4 Item #2 in the Price Sheet requires collection from loading docks and transport to collection point. Will the government please provide the number of locations of transport, the distance between the loading docks and the central location point, and how often (e.g. once a week, twice per week, once per month, etc.) this occurs?
A: There are 51 loading docks. The contractor is responsible for determining the schedule at which collection must occur to avoid waste accumulation at loading docks.
29. In Table 3, item number 3, the Government asks us to price power washing. The unit is 55,000 linear feet. Power washing is calculated on a per square foot basis, not linear feet. Will the Government please change the units and quantities to the appropriate amount of square feet?
A: Refer to attachment 6 for revised square footage.
30. In Table 3, both parking garage (2,000,000 sq ft) and power washing (55,000 Linear Feet) both have and estimated yearly quantity. However, in the Estimated Quantity Column, parking garage cleaning has an estimated quantity of 4 and power washing has an estimated quantity of 2. Does the Government intend for bidders to make the price per unit for them based upon the total quantity divided by the estimated quantity (e.g. Parking Garages 2,000,000 SqFt / 4 estimated quantity = 500,000 SqFt per unit) or does the Government intend the yearly quantity to be the estimated yearly quantity multiplied by the estimated quantity (e.g. Parking Garage 2,000,000 SqFt x 4 Estimated Quantity = 8,000,000 SqFt per ordering period)?
A: Attachment 6 has been revised to price per square foot.

Warehouses have a different cleaning requirement than tunnels, docks, will the Government please provide the square footage break out of each type of element listed in this price item?
A: No, this part of the square footage is covered in Attachment 9.
36. Group 3 Health has multiple items that require a different periodicity and standard of cleaning. For example, Restrooms are to be cleaned five times per week, Cafeterias and Breakrooms are to have their trash collected 5 times per week, and the Fitness Center is to be cleaned 2 times per day. To properly estimate this scope, the square footage of each type is required. Will the government please provide this data?
A: These services are included in the current cleanable square footage provided in the Health Group in Attachment 9.
37. If there is a union, would the Government consider revising this to remove the SCLS Janitor position and instead allow Offerors to just propose rates? Since this could cover a multitude of services, it could be a blended rate using different job titles and pay rates.
A: No.
38. Will the Government please confirm that the offeror may cite the prime contract past experience and past performance of an affiliate company? Many companies are structured with multiple divisions or multiple legal entities that individually perform Prime Contracts but fall under a broader corporate umbrella. Recognizing such corporate structures exist across the industry, the procurement rules and numerous GAO decisions have made clear that procuring agencies may evaluate and credit an offeror with the past performance and corporate experience of affiliate companies where the offeror’s proposal demonstrates that the resources of the affiliate (e.g., workforce, management, facilities, or other resources) will be meaningfully contributed to contract performance.
A: The solicitation limits evaluation to the experience and past performance of the Prime Offeror and any JV partners.

A: Refer to Section 5 of the PWS for the definitions of the work.
41. Can the Government please confirm that cover pages and table of contents do not count against page limit?
A: Table of contents and cover pages will not count against page limit.

A: Refer to Attachment 5. Offerors can submit as one or separate volumes, as long as all required information is included.
43. Can the Government please provide Section L, Instructions to Offerors?
A: Refer to Attachment 2, 52.212-1 Instructions to Offerors—Commercial Products and Commercial Services.

A: No, a SF1449 was not used for the solicitation.
48. Can the Government please provide a partially filled in SF1449 to offerors?
A: See response to Question 47 above.
49. Please confirm that Attachment 3 & 4 are the only files to be completed and submitted for Reps and Certs.
A: Please refer to and review all attachments in their entirety and submit offers in accordance with instructions.
50. Is there a current CBA in place? If so, please provide a copy.
A: See response to question 1.
51. What is the current contract dollar amount per a period of time, such as the current Option Year?
A: The Government is not able to provide incumbent contract pricing.
52. In Section 22.1 Requirements starting on page 35 of the PWS, does the contractor have to pay for equipment decontamination? In the same section, is the contractor responsible for Waste Disposal for #2 – Waste Collection and Drum Transport?
A: The custodial contractor will be responsible for the cost of the solution(s)/materials to decontaminate the equipment, and placing the waste into a waste container. The NIH has a Chemical Waste contractor that will provide a collection container (upon request), and the Custodial Contractor will be responsible for following the NIH waste disposal guide.
53. Are the Past Performance Questionnaires required for submittal of qualified References? If they are required, should they be included in the technical submission or sent directly from the reference to the NIH?
A. Please review attachment 5 for submission of PPQs.
54. For the Montgomery County Leased Facilities buildings that have Recycling Services Only, is the contractor responsible for paying a company to haul away the recycled materials, or is the contractor just responsible for pick up and drop off at the designated NIH facilities (collection & local NIH transport only)?
A: This service will no longer be required under this requirement.

A: No.
58. Is this a unionized contract? If so, please provide a copy of the Collective Bargaining Agreement (CBA).
A: See response to question 1.
59. If the contract is unionized, please provide a list of current employees and their seniority dates, so that we can properly price the proposal based on the seniority structure and benefits outlined in the CBA.
A: The Government cannot provide incumbent employee names or seniority dates. Offerors should prepare proposals based on the solicitations scope of work and requirements. A copy of the CBA is attached.
60. Please provide the current list of employees and their work schedules.
A: See response to Question 59 above.
