About this file

This is an invoicing instructions document for federal contractors submitting bills to the National Institutes of Health (NIH). Contractors must submit original invoices simultaneously to two locations: ORFOAInvoice3Way@mail.nih.gov and the Department of Treasury Invoice Processing Platform (IPP) at https://www.ipp.gov. Invoices should be scanned with supporting documentation (not exceeding 30MB) as a single attachment, saved in the format "VendorName_InvoiceNumber" without special characters, and emailed to both ORFOAInvoice3Way@mail.nih.gov and Invoicing@nih.gov with the same naming convention in the subject line. Contractors will receive automated confirmation within 24 hours; failure to receive confirmation indicates non-receipt and requires resubmission. For status inquiries, vendors may contact the Chief of Accounts Payable at (301) 496-6088, or the Intake Center at 301-402-0878 with questions.

A proper invoice must include 22 specific elements, including vendor name and contact information, remit-to address (matching the original contract name exactly), invoice date, unique invoice number, contract/PO/task order documentation numbers, Unique Entity Identifier (UEI) from SAM, Federal Taxpayer Identification Number (TIN), three-way match designation, detailed descriptions of supplies/services matching the award, requisition and line item numbers, quantities, unit measures, unit prices, extended prices, Contracting Officer and Representative names, payment instructions, notification contact information, and a Schedule of Values for construction projects. If the invoice differs from award line items, the contractor must contact the Contracting Officer before submission. Shipping costs are reimbursable only if authorized and itemized; those exceeding $100 require a bill of lading or carrier receipt. Final invoices must be marked as such and include a release of claims.
