About this opportunity
The National Park Service seeks pavement preservation work at Harpers Ferry National Historical Park in West Virginia, with sealed proposals due July 31, 2026, at 9:00 a.m. MT. This procurement is a small business set-aside under NAICS 237310 with a $45 million size standard.
The contract magnitude is between $1 million and $5 million. Place of performance is Harpers Ferry National Historical Park, West Virginia. Work includes tree trimming, seal coating, chip sealing, shoulder grading, crack sealing, asphalt patching, pavement markings, and traffic management across five designated areas within the park. The contractor must commence work within 10 calendar days of notice to proceed and complete the entire project within 108 calendar days.
Operations must occur Monday through Friday, 8:00 a.m. to 5:00 p.m., with no work permitted on federal holidays, January 1, Thanksgiving, or Christmas. Wildlife protection measures mandate that woody vegetation clearing and tree removal between April 1 and November 14 require USFWS-approved biological surveys, with all bridge work requiring bat surveys during the active season (April 15 to November 1). The contractor must submit a Phasing Plan for government approval and a Critical Path Method-based construction schedule within 30 days of award.
Pricing modification proposals are capped at 6% overhead and 10% profit for contractor self-performed work, with total aggregate markup not exceeding 25%. A bid guarantee of 20 percent of total proposal price (not to exceed $3 million) is required. Performance and payment bonds at 100 percent of contract price are mandatory, due within 10 days of award. Liquidated damages are $2,306.29 per calendar day of delay.
Davis-Bacon prevailing wage rates apply. Evaluation uses best value tradeoff: technical approach, past performance, relevant project experience and key personnel, and pricing. Proposals must include two volumes: Volume I (maximum five pages including all attachments) with technical approach, past performance, and relevant experience; Volume II with SF 1442, price schedule, bid bond, representations and certifications, and small business subcontracting plan for large businesses. Electronic invoicing through the Invoice Processing Platform is required. The contracting officer is Rachel Dyer (Rachel_dyer@ios.doi.gov). Amendment 0002, effective July 27, 2026, clarifies that chip seal specification requires "apply two seal coats or one prime coat with one seal coat," new Past Performance Questionnaires are required (prior questionnaires cannot be substituted), and one person cannot simultaneously hold Superintendent, Quality Control Manager, and Safety Manager roles.
