About this file

This is Amendment P00001 to Solicitation 140P2026R0064, issued by the National Park Service (NPS), Denver Service Center (DSC) Contracting Services Division on June 29, 2026. The amendment addresses 25 contractor questions and answers regarding a construction project at a federal park facility.

The amendment clarifies key project requirements and constraints: contractors must submit a Phasing Plan for government approval; all work must be completed Monday-Friday, 8:00 a.m. to 5:00 p.m., with weekend or early morning work available at contracting officer discretion; an estimated 56 linear feet of tree trimming is required at the Shipley School Parking area; the 108-calendar-day performance period may be extended for unforeseen circumstances such as natural disasters, severe weather, or government-caused delays; and contractor-proposed staging and laydown areas must comply with specifications in Section 01 10 00. The Technical Proposal (Volume I) is limited to five pages maximum, including all attachments such as resumes, project sheets, organization charts, certifications, and past performance questionnaires. Regarding staffing, dual-hatting of the Superintendent, SSHO, and QC Manager will be considered based on contractor and personnel experience. The amendment confirms no site visit is required, no soil boring reports are available, survey data is not available, no bulk water fill location exists on park grounds, no landscaping restoration is required, third-party inspections are not required (government will contract separately for construction management), and survey is not required. Permitting obligations, storm water pollution prevention plans, and public access maintenance during construction are addressed in the specifications. Construction activities are anticipated to begin in calendar year 2027, ideally in spring, with exact timing dependent on contract award and Notice to Proceed issuance.

The purpose of amendment P00001 is to answer questions provided by contractors.

Question 1: Will the Government approve contractor-proposed phasing, or are there required sequencing priorities for the various project locations?

Answer 1: Phasing to be proposed by the

Contractor via a "Phasing Plan", and submitted to the CO for approval.

Question 2: Please identify any roads or parking areas that require nighttime, weekend, or off-peak work due to visitor traffic or park operations.

Answer 2: All work to be completed

Monday-Friday, 8:00am-5:00pm. If weekend or early morning hours are needed, these can be requested and approved at the COs discretion.

Question 3: Please identify the locations and estimated quantities of tree trimming and vegetation clearing required under the contract.

Answer 3: The contract has an estimated 56 LF of tree trimming at the Shipley School Parking area, RTE 0908.

Question 4: The contract provides a

108-calendar-day performance period. If environmental restrictions, special events, or weather prevent completion of seal coat or chip seal operations, will the Government consider extending the performance period?

Answer 4: Unforeseen circumstances, such as natural disasters, severe weather, or government caused delays (such as delayed site access or slow review times) may be eligible for extensions to the period of performance.

Other circumstances shall only be approved by the CO.

Question 5: Please identify approved contractor staging and material stockpile locations within

Answer 5: Staging and laydown areas have not been identified by the Government. The Staging

Plan is to be provided by the Contractor.

Reference Plans Sheet 3 Bullet 7 under General

Notes, and Specifications Section Summary of

Work, 01 10 00, 1.5 Contractor Use of Site for staging information.

Question 6: Section L states that the

Government is requesting no more than five (5) pages for the Technical Approach. Please confirm whether this five-page limitation applies only to Factor 1 (Technical Approach) or to the entire Technical Proposal (Volume

I).

Answer 6: It applies to the entire Technical

Proposal.

Question 7: Please clarify whether attachments such as resumes, project sheets, organization charts, certifications, and Past Performance

Questionnaires count toward the five-page

Technical Approach limitation.

Answer 7: Yes they count. Ensure all information the government requests is provided or missing requirements will be concluded as non-responsive and technically unacceptable.

Question 8: Do the Superintendent, SSHO and QC

Manager need to be 3 separate individuals?

Answer 8: Dual-hatting will be considered for this project contingent on Contractor and personnel experience.

Question 9: Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

Answer 9: It will be considered but required documentation providing the increase will be required.

Question 10: Please provide the site visit attendee sign in sheet.

Answer 10: The solicitation specifically says there is no site visit so there would be no sheet.

Question 11: Does this project require phasing?

Answer 11: Phasing to be proposed by the

Contractor via a "Phasing Plan", and submitted to the CO for approval.

Question 12: Is this project tax exempt?

West Virginia. While the federal government itself is exempt from paying West Virginia

Consumer Sales and Service Tax, that immunity does not extend to the businesses contracting with it.

Question 13: When do you anticipate on site work starting?

Answer 13: We anticipate mobilization and initiation of construction activities to begin in CY 2027, ideally in the spring, weather pending. Exact start time will be determined by timing of contract award and issuance of Notice to Proceed.

Question 14: Are third party inspections required?

Answer 14: No. The government will contract with a Construction Management Representative contractor for on-site support with inspections and oversight.
