About this opportunity
The Department of Veterans Affairs, Veterans Health Administration Veterans Integrated Service Network 4 is soliciting quotes for triennial electrical inspections and maintenance of electrical power distribution systems at two VA Pittsburgh Healthcare System facilities. The procurement covers comprehensive electrical system testing and assessment services including circuit breaker testing, transformer evaluation, protective relay testing, emergency system inspections, grounding system verification, and infrared scanning of electrical equipment. This Request for Quote (RFQ) is issued as solicitation number 36C24426Q0055 under Federal Supply Classification H961 and NAICS code 811210, with a contract size standard of $34.0 million. The solicitation emphasizes minimizing disruptions to hospital operations, particularly in sensitive areas such as ICUs, surgery suites, pharmacies, and emergency departments. Questions regarding the solicitation must be submitted by January 5, 2026, at 15:00 ET, and all quote submissions are due by January 8, 2026, at 15:00 ET, with all communications directed to Contract Specialist Allan Tabliago via email at allan.tabliago@va.gov. No phone calls regarding this requirement will be accepted.
This solicitation is designated as a 100 percent set-aside for verified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), with subcontracting limitations requiring that contractors cannot pay more than 50 percent of contract costs to non-certified SDVOSBs or Veteran-Owned Small Businesses for services. The contract period runs from January 1, 2026, through December 31, 2029, with performance required at two locations: the Pittsburgh VA Medical Center-University Drive campus and the H. John Heinz III VA Pittsburgh Healthcare System, both located in Pittsburgh, Pennsylvania. The total contract value is $34.0 million, with the scope including triennial inspections across multiple buildings, equipment inventorying, panel schedule updates, and identification of equipment requiring replacement. Supporting documentation provided includes previous electrical testing reports from 2020-2021, comprehensive equipment lists, single-line electrical drawings, and arc flash study reports that establish baseline conditions and guide the scope of required inspections. All offers must include a compliance certification addressing subcontracting limitations per VA regulations, and late submissions will be treated in accordance with Federal Acquisition Regulation provisions.
