About this opportunity
The Department of Veterans Affairs Veterans Health Administration VISN 10, through Network Contracting Office 10, is soliciting quotes for chemical hood and HEPA filter testing, certification, and maintenance services, with quotes due November 10, 2026. The procurement is set aside for Service-Disabled Veteran-Owned Small Business concerns. A pre-proposal site visit is scheduled for November 3, 2026 at 10:00 AM, and quotations from vendors not attending will not be accepted.
Place of performance is the Richard L. Roudebush VA Medical Center, 1481 W 10th St, Indianapolis, Indiana 46202. Services cover annual certifications and semiannual inspections of biosafety cabinets, laminar airflow workstations, compounding aseptic isolators, chemical fume hoods, and HEPA filter systems, plus viability sampling in pharmacy areas and environmental monitoring. Condition-based filter replacements are priced separately. The base period runs November 15, 2026 through November 14, 2027, followed by four optional 12-month renewals and one partial 6-month option, for a total potential contract value of $19 million.
Recurring services are priced as firm-fixed-price line items, and optional HEPA replacements and other variable work are priced separately. Contractors invoice monthly through the VA's electronic portal. Personnel must meet VA credentialing requirements, including PIV card eligibility. The Department of Labor Service Contract Act Wage Determination 2015-4787, Revision 34, effective August 12, 2026, governs nine Indiana counties.
Offerors must return the completed and executed VAAR 852.219-75 limitations-on-subcontracting certification with their quotation, and the Government cannot award without it. For services contracts, the clause caps payments to non-SDVOSB/VOSB firms at 50% of government payments. The contract incorporates FAR and VAAR clauses covering security prohibitions, DEI compliance, covered telecommunications equipment, and basic safeguarding of contractor information systems. The notice is classified under NAICS 541620 and PSC H941. The RFQ (36C25027Q0065) is attached.
