About this opportunity

The Graduate Research, Education and Technology (GREAT) Support solicitation is a commercial services procurement by the General Services Administration Federal Acquisition Service Assisted Acquisition Services Region 4 for the Air Force Institute of Technology (AFIT). The contract will provide administrative, programmatic, and technical assistance for AFIT's educational and research missions, with emphasis on advanced technological domains including high-powered lasers, optics, remote sensing, cyberspace, modeling & simulation, hypersonics, nuclear, quantum computing, and space-related technologies. Proposals will be evaluated using four factors in descending order of importance: Technical Approach, Management/Staffing, Past Performance, and Price, with technical factors significantly more important than price. Offerors must possess a TOP SECRET facility clearance and submit proposals via GSA ASSIST by December 30, 2024 at 2:00 PM CST. The solicitation requires a comprehensive proposal spanning four volumes: Administrative, Technical Approach (35-page limit), Management/Staffing (20-page limit), and Cost/Price.

The contract is not set aside for any specific business type, though small business subcontracting goals are established at 22% for small business, 5% for small disadvantaged and women-owned businesses, and 3% each for HUBZone and service-disabled veteran-owned businesses. This is a follow-on to the previous Faculty and Technical Support (FATS) contract, structured as a hybrid Labor Hour and Time & Materials contract with a base year and four option years, potentially extending an additional six months. The total estimated contract value includes $412,500 for travel and $4,125,000 for other direct costs, with a performance location at Wright-Patterson Air Force Base in Ohio. The contract requires three key personnel positions: CDE Executive Administrator, CyTCoE Lead Software Developer, and CyTCoE Multimedia Specialist. Contractors must perform at least 50% of the contract work themselves and will support research centers focusing on cutting-edge technological development and STEM workforce advancement.
