B. 1.0 General Information and Purpose This Performance Work Statement outlines the requirements to provide AFIT with on-site support to help faculty and staff execute its academic missions. The contractor shall be responsible for providing technical expertise and assistance as well as administrative and programmatic support to graduate-level research and educational activities. The contractor shall provide support for the development and delivery of graduate and continuing education courses. The contractor shall assist with on-going graduate-level research efforts, with emphasis in high-powered lasers, optics, remote sensing, cyberspace, modeling & simulation, hypersonics, nuclear, quantum computing, fast-lasers, and space-related technologies. Additionally, the contractor shall assist in organizing, administering, and promoting AFIT programs.
B. 1.1 Description of Services/Introduction The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, non-personal services, and other items necessary to perform Graduate, Research, Education and Technology (GREAT) Support as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
B. 1.2 Contract Type The contract type for this acquisition will be a Hybrid Labor Hour (LH) and Time and Materials (T&M) contract as listed below. The North American Industry Classification System (NAICS) code for this requirement is 541330 – Engineering Services in accordance with FAR Part 12.
B. 1.3 Contract Structure The total ceiling value will include the following CLIN structure for each period of performance.

· CLIN X002 Direct Reimbursement Travel – T&M
· CLIN X003 Other Direct Costs (ODC’s)/Materials – T&M
B.1.4 Limitations on Subcontracting Subcontracting is allowable in accordance with applicable clauses pertaining to and incorporated into this contract. The Government is not procuring and will not accept a strictly “pass through” contract arrangement. In accordance with FAR 52.219-14, Limitations in Subcontracting, the prime contractor shall provide at least 50% of the overall cost for contract performance incurred, as required to perform the requirements of the PWS.
If the contractor determines subcontracting is required on the effort, the contractor shall request the approval to subcontract from the Contracting Officer (CO) and the Contracting Officer Representative (COR) prior to entering into a subcontract arrangement in support of this task. All subcontractors performing on this task must meet the security requirements outlined in Section H of this PWS. The Contractor is not under any obligation to subcontract work on this contract, but must meet the criteria as outlined in the RFP for small business utilization and shall be responsible for acceptable performance for those items required by the Government as specified in this PWS. The prime contractor shall manage work distribution to ensure there are no Organizational Conflict of Interest (OCI) considerations. Contractors may add subcontractors to their team after notification to the KO or COR.

DESCRIPTION / SPECIFICATIONS/ SCOPE AND DESCRIPTION OF WORK
C.1.0 Introduction AFIT requires on-site support to help faculty and staff execute its academic and research missions. The contractor shall be responsible for providing administrative, programmatic and technical assistance to educational and research activities. The contractor shall provide support for the development and delivery of graduate and continuing education courses. The contractor shall assist with on-going graduate-level research efforts, with emphasis in high-powered lasers, optics, remote sensing, cyberspace, modeling & simulation, advanced navigation, hypersonics, nuclear, quantum computing, fast-lasers, and space-related technologies. Additionally, the contractor shall assist in organizing, administering, and promoting AFIT programs.
Agency Mission: AFIT’s mission is to “Educate defense professionals to innovatively accomplish the deterrence and warfighting missions of the U.S. Air and Space Forces” with a vision to “Lead defense-focused education, research, and consultation to accelerate military superiority across all domains.” The AFIT Graduate School is a nationally recognized, Carnegie-classified High Research Activity doctoral institution that provides graduate degrees and certificates in engineering, applied sciences, mathematics and management. Its degree programs serve military and civilian students across the U.S. Air and Space Forces, Department of Defense, other government agencies, international partners, and government contractors. Sponsored research significantly enhances the education of master’s and doctoral students by giving them opportunities to conduct research on real-world, high-priority defense problems. This contracting action provides additional personnel and material resources to complement graduate student research to address sponsors’ critical research needs.
C.1.1 Background This is a follow-on acquisition to the AFIT Faculty & Technical Support (FATS) contract that supported the Air Force Institute of Technology’s educational and research mission from 1 Nov 19 to the present. To meet current and projected workload requirements in support of AFIT, the Government shall augment its organic (military and civil service) capabilities with Research and Development, (R&D) and Advisory and Assistance Services (A&AS) support.
C.1.2 Program Objectives/Description of Work The contractor shall provide all the necessary labor, resources, and materials to support numerous AFIT customers conducting technical research and developing/delivering specialized educational programs. The contract personnel will be responsive to their AFIT customers in accomplishing the varied tasks outlined in this PWS.
C.2.0 Scope This is a non-personal, commercial services contract. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. This is a performance-based requirement in accordance with the Federal Acquisition Regulation (FAR) Part 2.101 definition of Performance Base Services; therefore, the Government is defining the required results on a task order by task order basis, rather than dictating the processes which the contractor shall use to achieve those results. This contract is considered severable.
The scope of this contract is to provide support services for AFIT’s educational and research missions. The contractor will provide all necessary non-personal labor and services to complete tasks specified in support of the AFIT Research Centers and Departments’ workload. These tasks may include direct or indirect support of office operations, as well as programs and projects supporting education and research users. The contractor will manage and organize resources and personnel needed to efficiently and effectively meet the objectives of each task and explore new approaches, as applicable, within the performance of these tasks.
The contractor shall assign sufficient resources and trained personnel to accomplish the tasks and meet program/project milestones and schedules. The contractor will assign a person to identify and assign contractor personnel (or a team of personnel), possessing the necessary experience, skills, and security clearances, in appropriate contractor labor categories, to support the various efforts/tasks outlined in this PWS. Tasks shall be accomplished in an effective, efficient, and timely manner. The contractor shall be capable of providing and performing the whole spectrum of support. Services include personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services. The Contractor shall perform to the standards outlined in the contract.
C.3.0 Tasks/Requirements This contract includes the following requirements:
C.3.1 Task 1: Program Management
The contractor shall provide management and professional support services for research and academic program requirements. The management and professional support shall include planning and coordinating academic and research activities, including tracking and communicating project status, monitoring execution, and identifying potential risks. The contractor shall provide assistance for the effective operations of research and academic activities including support for in-resident and distance learning students. Additionally, the contractor shall support marketing and outreach efforts to promote AFIT’s brand and mission. Thus, the contractor shall have knowledge of AFIT’s mission partners and be able to foster collaborative working relationships. No security clearance is required for this task.
C.3.2 Task 2: Instruction and Course Design
C.3.2.1 Videography The contractor shall storyboard, video record, edit, and produce training and marketing videos for the Air Force. This contractor shall provide a vision(s) for training and marketing videos, record footage, edit raw footage to produce a final product, solicit and accept feedback from leadership, as well as set up, transport, operate and maintain various production equipment to include cameras, audio and lighting equipment for both location and studio shoots. Contractor personnel supporting this task shall have and maintain a SECRET clearance.
C.3.2.2 Multi-Media / Graphics Design Support The contractor shall provide subject matter expertise and experience in animation, graphics, illustrations, and audio integration in the development of electronic and paper course materials as well as the conversion of existing material into alternate formats. This task includes, but is not limited to creation, formatting and packaging of multimedia curriculum and course materials for cyber education; converting traditional learning into technology-enhanced courseware hosted on various platforms and learning management systems (LMS) available in industry; interface with faculty, staff, sponsors and hosts in development of courseware; and perform associated general multimedia duties/tasks in a university setting. Contractor personnel will be part of a small team and shall be the primary liaison to customers for rapid iteration and modification of course materials. This task requires a working knowledge of United States Air Force (USAF) and Department of Defense (DoD) cyberspace and acquisition educational capabilities and requirements. Contractor personnel supporting this task shall have and maintain a SECRET security clearance.
C.3.2.3 Instructional Systems Design The contractor shall translate education requirements and curricula into an instructional framework and delivery that is conducive to quality education for optimal retention by students. Duties include, but are not limited to, instruction on course content in various settings to include traditional classroom settings and distance learning; provide educational technology expertise to the faculty with asynchronous curricula content design, development, and execution; manage all technical aspects of eLearning projects for the entire life cycle of the product; and provide expertise for curriculum development to create robust in-residence and distance learning products. Additionally, the contractor shall develop blended courses and provide technical assistance to faculty in the conversion of lesson content; develop instructional simulations, web content, advanced instructional media, and blended learning solutions; and coordinate software updates and installs, maintain software license listings, and prepare for internal audits. Contractor personnel supporting this task shall have and maintain a SECRET security clearance.
C.3.3 Task 3: Engineering Services
C.3.3.1 Center for Directed Energy (CDE) Software Support The AFIT Directed Energy and Atmospheric Models (ADAM) consist of the Laser Environmental Effects Definition and Reference (LEEDR), the High Energy Laser End-to-End Operational Simulation with SHaRE (HELEEOS), the Physics-based Imaging and Tracking for Ballistics, Unmanned Aerial Vehicles (UAVs), and Low Earth Orbit (LEO) satellites (PITBUL) code, and the Weather Integration Prototype (WIP), which was formerly called the High Energy Laser Tactical Decision Aid (HELTDA). The contractor shall provide expertise and maintain an active software repository with version control for these applications. This repository shall be localized to the AFIT network and utilized for versioning major releases, fixing software bugs, and upgrading the software’s capabilities. Separate issue tracking shall be paired with the repository to maintain an elegant and modern software development workflow. Personnel at a minimum shall possess a Bachelor of Science in computer science or related engineering discipline. For lead software development a TOP SECRET (TS)/Sensitive Compartmented Information (SCI) security clearance is desired. For all other software development, a SECRET security clearance is required and shall be maintained.
C.3.3.2 ADAM Architectural Maintenance and Upgrades The contractor shall identify if reported issues with ADAM applications are based in the overall software architecture and repair architectural issues when necessary. The contractor shall additionally design and develop new architectures based on modern software design philosophies, as needed, to meet the goals of DoD and United States (US) Military affiliates who wish to integrate ADAM, or components thereof, into their own applications. Contractor personnel supporting this task shall have and maintain a SECRET security clearance.
C.3.3.3 ADAM Enhancements The contractor shall incorporate new scientific and computational capabilities into ADAM by requests both internal and external to AFIT. The contractor shall produce new code which meets the DoD contractor’s ADAM-enhancement requirements by direction of the Government only. Contractor personnel supporting this task shall have and maintain a SECRET security clearance.
C.3.3.4 Requirements Documentation The contractor shall generate documentation regarding the requirements set forth by ADAM users internal to AFIT and the DoD and its affiliates, as determined by CDE administration, for enhancements and modifications to ADAM. It shall be the contractor’s duty to ensure the user has provided all their requirements for enhancements, modifications, scripting, or integration to/of ADAM, and translating those requirements into a logical document that can be utilized to meet the needs of the user. It shall be left to the contractor to decide the extent of documentation required based on the size of the task set forth by the user. Contractor personnel supporting this task shall have and maintain a SECRET security clearance.
C.3.3.5 ADAM Scripting The contractor shall write scripts capable of batch-running ADAM applications. Many users require faster, and larger, data generation than what is available within the user interface (UI) of ADAM applications; these applications are capable of running without a UI, via scripts developed in-house, in order to meet the aforementioned requirements. It shall be the contractor’s task to understand the scripting requirements, and work with their team members to ensure the fastest and most accurate solution is achieved and delivered to the user. Contractor personnel supporting this task shall have and maintain a SECRET security clearance.
C.3.3.6 Agile Development Contractor personnel are expected to work with members of CDE to complete assigned tasks in an Agile development environment. Contractor personnel shall rely on the experience and knowledge of their leaders, peers, and themselves to fill any gaps in their understanding of their assigned tasks and the sciences involved. The contractor is expected to take part in all Agile practices implemented by leadership including but not limited to scrum events, pair programming, retrospectives, refactoring, and iterative and incremental development (IID). Contractor personnel should use the latest Development, Security and Operations (DevSecOps) technology to rapidly deliver capabilities to support a wide range of Air Force and DoD missions, to include Continuous Integration/Continuous Deployment. The contractor(s) should provide expert solutions and advice to leadership to assist with an integrated, system-of-systems approach for the program. Solutions should provide near real-time data combined with capabilities that facilitate cross-domain collaboration with DoD, coalition, and interagency partners with common processes, workflows, architectures, and standards. Contractor personnel supporting this task shall have and maintain a SECRET security clearance.
C.3.3.7 ADAM Development Support The contractor shall develop, implement, maintain, and enhance desktop-based applications (for Windows, Linux, and MacOS) in support of AFIT Center for Directed Energy (AFIT/CDE) projects, education, and research. Work with CDE affiliated faculty, staff researchers, and students to enhance atmospheric and laser propagation modeling and simulation for their education and research efforts. Additionally, contractor personnel shall complete other duties as assigned. Contractor personnel supporting this task shall have and maintain a SECRET security clearance.
C.3.3.8 Air Force Cyberspace Technical Center of Excellence (CyTCoE) and Hangar 18 Cloud-Based Software Development The contractor shall provide agile software development expertise in cloud-based applications (Avolve, serious game development, Digital Engineering tools, etc.) in partnership with the Air Force Research Laboratory (AFRL) through the Hangar 18 software factory, to deliver on-demand, on-command educational material using crowd-sourced methodologies, and digital engineering tool development and consultation. The Hangar 18 software factory delivers Agile and DevSecOps, Data Engineering, and Education & Training to the Digital Engineering and Digital Transformation community, deploying tools and tool pipelines to guide technical efforts. The contractor shall work with, and provide subject matter expertise, for graduate students to improve current methods and explore innovative techniques to increase learning motivation by leveraging native cloud services to optimally deliver varying formats of content. The contractor will draft, execute and/or review software test plans to ensure data and software updates are accomplished and software errors are minimized. This position shall demonstrate extensive experience with Amazon Web Services (AWS), and corresponding strategies to leverage those services for native cloud development. Contractor personnel supporting this task shall have and maintain a SECRET security clearance.
C.3.3.9 Cloud Architect / Program Management The contractor shall provide subject matter expertise and program management of cloud architecture alternatives to optimally deliver content, to include Platform Once. Additionally, the contractor shall provide cost and schedule recommendations and shall provide oversight to team members using agile software development methodologies. This position shall demonstrate extensive experience in the full lifecycle of software development including requirements definition, prototyping, proof of concept, design, implementation, testing, and support. Contractor personnel supporting this task shall have and maintain a SECRET security clearance.
C.3.3.10 Serious Game Software Development The contractor shall provide software development and gaming theory expertise for Serious Game development using existing game and simulation frameworks and software programming for cyber gaming/simulation constructs technologies. The contractor shall have a thorough understanding of the capabilities and benefits of different hardware platforms (e.g. PC, mobile device, console, etc.), as well as familiarity with software technologies and techniques appropriate to each platform. The contractor shall provide development alternatives to Center leadership and shall work with CyTCoE, Center for Cyberspace Research (CCR), and Hangar 18 Software Factory affiliated faculty, staff researchers, and students to enhance content for education and research efforts. The contractor shall complete other duties as assigned. Contractor personnel supporting this task shall have and maintain a SECRET security clearance.
C.3.3.11 Web Development This contractor shall create user interfaces, using front-end code in HyperText Markup Language (HTML), Cascading Style Sheets (CSS), JQuery, and JavaScript to interface with back-end code; create original designs for webpage layouts, landing pages, graphics, and banners; create wireframes, storyboards, user flows, process flows, and site maps to communicate design ideas from concept to final hand-off to engineering, and be able to work with marketing and research teams to incorporate brand elements and relevant market research findings into a website. Additionally, the contractor shall present designs and key deliverables to peers and executive level stakeholders and shall work with back-end developers to ensure front-end code is properly integrated to optimize sites for maximum speed and scalability. Contractor personnel shall possess a bachelor’s degree or higher for this task and shall have and maintain a SECRET security clearance.
C.3.3.12 Software Applications Development The contractor shall develop, implement, maintain and enhance software applications (for Windows, Linux, and MacOS) in support of CyTCoE and Hangar 18 Software Factory projects, education, and research. Contractor personnel supporting this task shall have and maintain a SECRET security clearance.
C.3.3.13 Information Technology (IT) Program Manager / Adjunct Professional Duties / Subject Matter Expertise The contractor shall operate and maintain a research network consisting of one unclassified network, one classified SCI network, and one unclassified wireless network supporting over 500 computer nodes to include setup and maintenance of mobile devices, such as laptops and iPads, providing a stable and consistent portable computing platform for CCR/CyTCoE faculty, staff, and students. The contractor shall provide system and network administration for the CCR Graduate Cyber Operations and CyTCoE PCE programs, supporting 60 students, and 9 instructors, maintaining responsibility for computer assets consisting of, but not limited to, 80 laptops, 80 iPads, 8 servers, 6 printers, 2 amplified audio systems with wireless microphones, 4 multi-projection video systems, wireless microphones, multiple disc duplication system, and asset inventory management. Network infrastructure will be composed of Cisco routers (2901 router and 2921 Integrated Services Router) and switches (Cisco 2950 and 3560), requiring fluency in the Cisco Internetwork Operating System (IOS) including network security from attack by external entities.
The contractor shall be responsible for the setup and maintenance of servers and workstations for numerous versions of the Windows, Linux, Unix, and FreeBSD Operating Systems (OS) as-well-as Windows XP, Windows Vista, Windows 7, Windows Server 2003, Windows Server 2008, Linux CentOS, Linux Ubuntu, FreeBSD, and Mac IOS 4 installed computers, Aleratec File Manager, Lightscribe, Symantec Ghost Solution Suite, and WASP Barcode, Cisco PIX firewalls, Dell Laptops (D630, M6500 models), Christie and Dell Video projectors, Wasp barcode scanner, Hewlett-Packard Company (HP) and Lexmark printers, and HP Plotter. Other tasks include: provide administration of the FreeBSD and Personal Firewall (PF) application; Setup and maintain both wired and wireless networks, to include the creation of network cables and the setup/installation of Wireless Access Points (WAPs); Design and implement security solutions that require writing/modifying software applications in various computer languages to include: C, C++, C#, Java, Perl, Python, Assembly, and Visual Basic.
In addition to managerial duties, the contractor shall also teach and administer graduate –level courses at AFIT, to include Cyber Defense I (CSCE 528), Cyber Defense II (CSCE 628), and shall represent the AFIT during planning and execution of the Cyber Defense Exercise (CDX). The contractor shall have the ability to publish articles in peer-reviewed academic journals and present at conferences and guest lectures in the specific field of expertise, and other CCR projects in AFIT graduate level and CyTCoE professional military education classes. Contractor personnel supporting this task shall have and maintain a TS security clearance with SCI access.
C.3.3.14 Network Administration The contractor shall manage the day-to-day IT operations of the Center’s teaching and research laboratories and provide classroom IT laboratory support for cyber-attack and exploitation courses. The contractor shall develop laboratory exercises for cyber professional continuing education curricula. The contractor shall provide network solutions as well as support of all hardware/software needs and configurations requested by students, faculty, and staff within the Center, as well as equipment custodian duties. The contractor shall maintain and operate the Video Teleconference (VTC) systems. Contractor personnel supporting this requirement shall have and maintain a Top Secret security clearance with SCI access and have a Master’s degree in an appropriate discipline, or Certified Information Systems Security Professional (CISSP) certificate in good standing.
C.3.3.15 Research Engineering The contractor shall provide research capability in various engineering disciplines, to include but not limited to critical infrastructure protection, data mining and forensics, hardware and software reverse engineering, and embedded systems in avionics. Contractor personnel should possess at a minimum, a Bachelor’s degree in appropriate engineering specialty, and be able to obtain a TS/SCI security clearance.
C.3.3.16 Center for Technical Intelligence Studies and Research (CTISR) Software Development CTISR has developed a Physics-based Infrared Remote Sensing Toolkit (PhIRST) for modeling Electro-optical and Infrared (EO/IR) scenes, sensors, and targets as well as image and signal processing algorithms to exploit sensor data for intelligence value. PhIRST includes, but is not limited to, the AFIT Sensor and Scene Emulation Tool (ASSET), Fast Approximate Signature Tool (FAST), Processing Emulation and Evaluation Toolset (PEET), and Moment Based Detection (MBD). The contractor shall provide expertise and maintain an active software repository with version control for these applications. This repository shall exist on a framework to be specified by the government, for example GitLab or GovCloud, and be utilized for versioning major releases, fixing software bugs, and upgrading the software’s capabilities. Separate issue tracking shall be paired with the repository to maintain an elegant and modern software development workflow. Contractor personnel at a minimum shall possess a Bachelor of Science in computer science or related engineering discipline and be able to obtain a TS/SCI security clearance for the desired lead developer and SECRET security clearance for all other software developers.
C.3.3.17 PhIRST Software Enhancements The contractor shall incorporate new scientific and computational capabilities into PhIRST by requests both internal and external to AFIT. The contractor shall produce new code which meets capability requests by direction of the Government only. Contractor personnel at a minimum shall possess a SECRET security clearance.
C.3.3.18 Requirements Documentation The contractor shall generate documentation regarding the requirements set forth by PhIRST users internal to AFIT and the DoD and its affiliates, as determined by CTISR administration, for enhancements and modifications to PhIRST. It shall be the contractor’s duty to ensure the user has provided all their requirements for enhancements, modifications, scripting, or integration to/of PhIRST, and translating those requirements into a logical document that can be utilized to meet the needs of the user. It shall be left to the contractor to decide the extent of documentation required based on the size of the task set forth by the user. Contractor personnel at a minimum shall possess a SECRET security clearance.
C.3.4 Task 4: Directed Energy Research & Tool
C.3.4.1 CDE Atmospheric Effects & Modeling Research Support AFIT CDE developed the LEEDR code which is a government-off-the-shelf (GOTS) software tool which .models atmospheric and radiative effects on laser propagation based on climatology and numerical weather prediction data. The contractor shall provide expertise in the modification and/or implementation of additional capabilities, as well as validating the results via field campaigns, published data, or other model comparisons, or incorporations into other overarching models such as HELEEOS, the WIP software, or future tactical decision aids (TDAs). Testing LEEDR code in its various forms as new version releases become available is a necessary task to ensure that the software is free of errors due to code changes. The contractor shall conduct in-house and collaborative research projects to aid in further validation and to note additional ways to provide users additional capabilities. Once testing is complete, distributing new version releases to current users and/or new user requests is required. Contractor personnel supporting this task shall have and maintain a SECRET security clearance.
C.3.4.2 Expertise in Atmospheric Effects The contractor shall provide expertise in Atmospheric Effects to develop and teach short courses for the CDE’s education and training efforts, for example the Atmospheric Effects/LEEDR short courses which are generally offered through the Directed Energy Professional Society (DEPS). The contractor shall ensure tasks are on schedule, and provide interns guidance on posters, presentations, and technical papers. The contractor shall support the Center’s DE Workforce Development program to bring in non-military AFIT students for graduate degrees and placement into DoD agencies supporting DE. Contractor personnel supporting this task shall have and maintain a SECRET security clearance.
C.3.4.3 Remote Sensing, Radiative Transfer & Directed Energy (DE) Community Interface The contractor shall provide expertise in Atmospheric science and physics to participate in various technical conferences and collaborative efforts. Technical conference abstracts, papers, and presentations on CDE research and new LEEDR capabilities shall be created and presented to the Directed Energy community to maintain LEEDR’s presence within the Remote Sensing, Radiative Transfer, Directed Energy, Intelligence, and Test and Evaluation communities. It is desired that contractor personnel supporting this task have and maintain a TS security clearance with SCI access but at a minimum a SECRET clearance is required.
C.3.4.4 Code Documentation The contractor shall provide expertise in Atmospheric science and physics to maintain the LEEDR 4.0 User Guide to provide useful information and step-by-step instructions for all capabilities in the most current version of LEEDR. The contractor shall also be responsible for ensuring that short course materials are current, as well as How-To guides and LEEDR Equations and Principles (LEAP) documents. The contractor shall ensure that new version release testing documentation (which includes reporting errors to and interfacing with the CDE Software Development team to ensure code bugs and enhancements are addressed) are current. Validation progress of new LEEDR capabilities shall be documented as well. Contractor personnel supporting this task shall have and maintain a SECRET security clearance.
C.3.4.5 Atmospheric Science Scholarly Contributions The contractor shall provide expertise in Atmospheric science and physics to author and/or co-author technical papers and peer-reviewed, journal publications on CDE research relevant to LEEDR and atmospheric effects on DE systems. The contractor should use Air Force meteorological processes to collect, analyze, predict, tailor, and disseminate timely, accurate, and relevant natural environmental information. Contractor personnel supporting this task shall have and maintain a SECRET security clearance.
C.3.4.6 CDE High Energy Laser Propagation Effects Modeling Research Support The contractor shall provide expertise in High Energy Laser (HEL) and atmospheric effects research and education, modeling and simulation, field experimentation, strategic war-gaming, and interfacing with internal and external customers. The contractor shall support AFIT/CDE’s directed energy and remote sensing research including laser propagation and atmospheric effects field experiments, associated modeling and simulation, and project management consultation. A doctoral degree in a physical science discipline is preferred. The contractor shall contribute to the Center’s DE Workforce Development program to bring in non-military AFIT students for graduate degrees and placement into DoD agencies supporting DE. Additionally, the contractor personnel supporting this task shall have and maintain a SECRET security clearance ; however, Top Secret security clearance with SCI access is desired.
C.3.4.7 Aerosol and Radiative Effects Research and Experimentation The contractor shall provide expertise in conducting lab and field experimentation to include collection of aerosol and solar extinction data using particle counters and sun photometers, as well as a Light Imaging Detection and Radar (LIDAR). The contractor shall analyze the data and correlate with other atmospheric characterization as well as directed energy field tests. Contractor personnel supporting this task shall have and maintain a SECRET security clearance.
C.3.4.8 HELEEOS / PITBUL / HELTDA and CDE Model Verification and Validation (V&V) Support The contractor shall use laboratory and field experimentation to lead development, V&V of the DoD HELEEOS, PITBUL and HELTDA. The contractor expertise shall include laser propagation modeling which shall include all-weather parametric performance analyses to engage a broad DOD customer base and establish the AFIT CDE as a leader in atmospheric effects on laser propagation. Activities shall be centered on, but not limited to: 1) evaluating atmospheric effects on end-to-end laser weapons engagement simulations; 2) continuing development/ enhancement of HELEEOS/WIP/HELTDA, laser weapons simulations, and 3) monitoring and contributing to scientific/technical journals for HEL research of interest to AFIT CDE and the broader DoD community. Additionally, the contractor shall author and maintain a HELEEOS User Guide (How-To) for education and training. Contractor personnel supporting this task shall have and maintain a SECRET security clearance.
C.3.4.9 Project Management and Concept Development The contractor shall support project management requirements by assisting the CDE Director’s preparations for semi-annual and annual Joint Directed Energy Transition Office (J-DETO) meetings and development of proposals to external agencies. Such proposals can also include definition/advocacy of high-performance computer (i.e. supercomputer) requirements as well as CDE participation in Service / Joint war-game activities. The contractor shall support the CDE Director as advisor on Master/Doctorate committees and mentor for summer interns including those sponsored through the DoD High Performance Computing Modernization Program Workforce Development Initiative. Contractor personnel supporting this task shall have and maintain a SECRET security clearance.
C.3.5 Task 5: RESERVED
C.3.6 Task 6: Project Support and Administrative Assistance
C.3.6.1 CDE Planning The contractor shall provide expertise in business management to manage the Center’s filing system on the AFIT network; maintain the CDE conference room schedule for the Engineering Physics Department and ensure the meeting room is always in order. As the Center’s only means of administrative support, effectively planning and executing all CDE staff meetings, annual offsite meetings and bi-annual Distinguished Review Board Meetings is required. Within the planning realm, the contractor shall coordinate onsite visits for various other meetings on behalf of the other 15 members of CDE faculty and staff, as well as assist with department meetings as needed. Contractor personnel supporting this task shall have and maintain a SECRET security clearance.
C.3.6.2 Directed Energy (DE) Community Interface As the DE community interface, the contractor shall participate at college career fairs and conference exhibits to promote center projects and reach out to potential graduate students. Annual travel to the Directed Energy Professional Society (DEPS) is required. The contractor shall coordinate all travel, registration, and participation for CDE staff attending DEPS symposia. As part of the DE community interface for the DEPS annual conference, the contractor shall provide a presentation at the educational workshop highlighting center accomplishments and educational outreach. Contractor personnel supporting this task shall have and maintain a SECRET security clearance.
C.3.6.3 CDE Broader Outreach To make the community aware of current CDE DE influences outside of DEPS conferences the contractor shall maintain and produce center tri-fold brochures, overviews, posters, and course materials on a regular basis. These materials shall be put on display at conferences, exhibits, career fairs, meetings, and throughout other AFIT departments as advertisement and informational materials. Additionally, the contractor will assist DEPS in publication of the Journal of Directed Energy and expand other publications of technical papers in DE fields. The publication of technical papers in DE fields broadens the education of the DE workforce and the larger community. Publication is a broad term that includes not only journals and books, but also presentations at technical conferences and subsequent publication in conference proceedings. Given that much of DE work is on classified topics, provisions will be made for the publication of classified technical papers. Contractor personnel supporting this task shall have and maintain a SECRET security clearance.
C.3.6.4 CDE Manpower and Recruitment The contractor personnel shall assist the CDE Director with manpower planning, tracking, and reporting of hiring and personnel management activities related to AFIT government over hires and civilian faculty. Contractor personnel supporting this task shall have and maintain a SECRET security clearance.
C.3.6.5 CDE Distance Learning The contractor shall assist CDE in offering a variety of short courses that are taught by center faculty and staff through distance learning. Contractor personnel supporting this task shall have and maintain a SECRET security clearance.
C.3.6.6 CDE Reporting The contractor shall coordinate quarterly progress reports for the J-DETO Workforce Development (6.1 funding) program, as well as the Modeling and Simulation (6.2 funding) efforts on behalf of the CDE director. Other reporting duties required are compiling and editing status reports for the center, this includes project updates, finance updates and research publication updates. Monthly, quarterly, and annual reports are an important part of the Center and reflect its progress over time. Overviews and reports created within CDE are used department and AFIT-wide. The contractor shall run financial reports monthly so that reports are easily accessible upon request. The contractor shall compile the financial information into charts and graphs and add the data to the Center’s overview briefings. Contractor personnel supporting this task shall have and maintain a SECRET security clearance.
C.3.6.7 CDE Routine Interface with AFIT Personnel The contractor shall act as the Center’s focal point for interaction with various AFIT departments; help desk, budget office, admissions, registrars, graphics, business manager, lab techs, Facilities Management (FACMAN), and any other persons with inquiries about Center daily operations. The contractor is also responsible for supervising other administrative support on sponsor funded related tasks. Contractor personnel supporting this task shall have and maintain a SECRET security clearance.
C.3.6.8 CDE Software Management The contractor shall manage, track, and monitor all center software inquires. Contractor personnel supporting this task shall have and maintain a SECRET security clearance.
C.3.6.9 CTISR Planning The contractor shall support the CTISR Associate Director in tasks to include planning and executing all CTISR staff meetings, annual offsite meetings, as well as providing expertise in business management to manage the Center’s filing system and data management. The contractor shall support the tri-annual Distinguished Review Board meetings and coordinate onsite visits for various other meetings on behalf CTISR faculty and staff. The contractor shall support project management requirements by assisting CTISR with preparations for community meetings, and development of proposals to external agencies. The contractor shall assist in the development and preparation of strategic center documents to include briefings and white papers. Contractor personnel at a minimum shall possess a SECRET security clearance.
C.3.6.10 CTISR Outreach, Recruitment and Hiring As the Institute’s Intelligence Community (IC) interface, the contractor shall participate at college career fairs and professional conference exhibits to promote AFIT and CTISR projects and reach out to potential graduate students. The contractor shall develop and procure AFIT and CTISR marketing materials to distribute at outreach events. The contractor shall coordinate the hiring of interns. The contractor shall coordinate paperwork for all new hires and over hire re-appointment packages through various agencies outside of AFIT. The contractor shall provide administrative support to Center faculty and staff to include editing and quality checking technical documents to include proposals, student theses, and project reports. Contractor personnel at a minimum shall possess a SECRET security clearance.
C.3.6.11 CTISR-Led Sponsored Academic Programs The contractor shall be the focal point for all administrative support for physics and intel-related academic programs and shall assist in the development and execution of these programs. The contractor shall quality check all student theses, manage student enrollment, monitor student compliance with AFIT policies and report deviations to the Program Committee. Contractor personnel at a minimum shall possess a SECRET security clearance.
C.3.6.12 CTISR Budget and Execution The contractor shall also monitor, track, and report the status of all CTISR projects to ensure CTISR faculty and staff are adhering to the proposed project timelines and budgets. The contractor shall track the status of CTISR sponsored project financial accounts (JONs) and incremental funds on a weekly basis. The contractor shall support the execution of sponsored project funds including Government Purchase Card (GPC) buys, Military Interdepartmental Purchase Requests (MIPRs), and contracting actions. The contractor shall support travel arrangements for CTISR personnel by assisting with the Defense Travel System (DTS) and providing proper departmental documentation for travel. Contractor personnel at a minimum shall possess a SECRET security clearance.
C.3.6.13 CTISR Software Management The contractor shall manage, track, and monitor all CTISR software inquiries. The contractor shall also manage, track, and monitor user agreements of applicable tools such as ASSET. Contractor shall communicate with internal and external users to track and resolve technical issues related to all CTISR software. Contractor personnel at a minimum shall possess a SECRET security clearance.
C.3.6.14 CTISR Reporting The contractor shall coordinate progress reports and/or briefings for sponsors and working groups. Other reporting duties required are compiling and editing status reports for the center, this includes project updates, finance updates and research publication updates. The contractor shall run financial reports monthly so that reports are easily accessible upon request. The contractor shall perform various tasks to include reviewing research proposals, drafting the annual Financial Memo and proposal template, analyzing research project budgets, tracking project financial execution, and supporting the development of the annual Sponsored Programs Business Plan. Contractor personnel at a minimum shall possess a SECRET security clearance.
C.3.7 Task 7: Technical Intelligence Research & Tools
C.3.7.1 Technical Intelligence Research Support The contractor shall provide expertise, research, and education focused on a variety of topics associated with technical intelligence. These topics include modeling and simulation (M&S), field experimentation, and interfacing with internal and external customers. The contractor shall support AFIT/CTISR’s technical intelligence research including topics on signature exploitation, conventional and nuclear, forensics, systems and material exploitation, sensor characterization, electromagnetic signal generation and propagation, atmospheric effects, radiative transfer, plasma dynamics; detection and tracking algorithms; vulnerability, and survivability, sensor design and optimization, quantum cryptography, quantum computing, machine learning, artificial intelligence (AI); associated M&S, and project management consultation. The contractor shall support CTISR-related student research by serving as mentors, reviewing student research products and serving on thesis committees at direction of the government. A doctoral degree in a physical science discipline or electrical engineering is preferred. Contractor personnel, at a minimum, shall possess a SECRET security clearance but a TS/SCI is desired.
C.3.7.2 ASSET & Overhead Persistent Infrared (OPIR) Modeling Research Support AFIT CTISR developed the AFIT ASSET code which is a GOTS software tool which models EO/IR sensor response to radiometrically realistic scenes that include modeled effects such as thermal emission, solar scattering, atmospheric attenuation and path radiance, cloud motion and scattering, and dynamic target signals. The contractor shall provide expertise in the modification and/or implementation of additional capabilities, as well as validating the results via field campaigns, published data, or other model comparisons. Testing ASSET code in its various forms as new version releases become available is a necessary task to ensure that the software is free of errors due to code changes. The contractor shall conduct in-house and collaborative research projects to aid in further validation and to note additional ways to provide users additional capabilities. Once testing is complete, distributing new version releases to current users and/or new user requests is required. A bachelor’s degree in physics or related field is required, however a master’s or doctoral degree with relevant research experience is preferred. Contractor personnel, at a minimum, shall possess a SECRET security clearance. TS/SCI is preferred.
