About this opportunity
The Department of Agriculture Forest Service seeks demolition of five vault toilets and decommissioning and relocation of three CXT-style vault toilets at Gila National Forest in Silver City, New Mexico, with sealed quotes due November 17, 2026, at 12:00 PM Mountain Time. This procurement is a Total Small Business set-aside.
Place of performance is Silver City, New Mexico. The work requires pump-out of existing waste using licensed septage haulers, above-ground structure demolition, vault obliteration to a minimum 20–24 inches below grade with bottom piercing in minimum five locations per vault, debris disposal, backfilling with native material, and final grading with 2–3 percent drainage slope. Relocation of three CXT toilets involves excavation, manufacturer-approved crane removal, DOT-compliant transportation to new sites (13, 53, and 55 miles from source locations), installation per manufacturer specifications, and construction of three concrete aprons (4 inches thick, 3,500 psi Portland cement with Grade 60 steel rebar). One option item includes demolition of a Romtec toilet and procurement and installation of a new CXT Gunnison single-user model (ADA-compliant, 1,000-gallon vault); a second option covers procurement and delivery without installation. Contract period is 90 days from Notice to Proceed. Davis-Bacon prevailing wage rates apply; the wage determination document (effective May 18, 2026, Modification 1) covers ten New Mexico counties and includes Executive Order 13706 paid sick leave and Executive Order 13658 minimum wage requirements. NAICS code is 238910 (Site Preparation Contractors); PSC is Z2PZ (Repair or Alteration of Other Non-Building Facilities). A 20 percent bid bond is required. Evaluation weighs technical approach (schedule capability, company experience, personnel qualifications, safety plan, methods, equipment), price (firm-fixed for all line items), and past performance (acceptable or neutral rating required). Award goes to the highest technically rated offeror with fair and reasonable pricing; award is not necessarily to the lowest bidder. Questions are due October 29, 2026, at 12:00 PM Mountain Time, directed to Melissa Heckenlaible at melissa.heckenlaible@usda.gov.
