The base scope requires contractors to demolish three existing Romtec® vault toilets and one fiberglass/wood structure toilet, then decommission and relocate three CXT® brand precast concrete vault toilets to new locations. Specific work includes waste pump-out using licensed septage haulers, above-ground structure demolition, vault obliteration (cutting top portions minimum 20-24 inches below grade and piercing bottoms in minimum five locations), debris disposal within vaults (limited to 12-inch maximum dimensions), backfilling with native material compaction, and final grading to match surrounding contours with 2-3 percent slope for drainage. The six toilets targeted for demolition are located at Bighorn Campground, Gomez Peak, Little Walnut Day Use Area, Head of Ditch Campground North, Kingston Campground, and Emory Pass Heliport. The three toilets for relocation are at San Fran Hot Springs (13 miles to Bighorn Campground), Mogollon (53 miles to Gomez Peak), and Lower Gallinas Campground (55 miles to Little Walnut Day Use Area). Relocation work requires excavation, removal using manufacturer-approved lift points and crane operations, DOT-compliant transportation, installation per manufacturer specifications, compacted backfill in 8-12 inch lifts, butyl seal tape application, and proper drainage grading. Three concrete aprons (4 inches thick, 14'7.5" X 5'4") with "Vanhorn Roll" edges must be constructed at new CXT installation locations using 3,500 psi Portland cement concrete with fiber reinforcement and Grade 60 steel rebar anchored minimum 12 inches into toilet structures.

An option item requires demolition of one Romtec® toilet at Head of Ditch Campground and procurement/installation of a new CXT® Gunnison model single-user vault toilet (6'6" X 14'8", ADA-compliant, 1,000-gallon vault) in Buckskin color with barnwood wall texture and cedar shake roof. Toilet Decommissioning

2026 Vault Toilet Decommission Gila National Forest

1.0 PROJECT SCOPE OF WORK

Furnish all materials, labor, equipment, supervision, and tools required to perform operations necessary to demolish three existing vault toilets and to decommission and then relocate three other CXT® style vault toilets.

2.0 BACKGROUND

There are six single-hole vault style toilets on the forest that have been identified (Table 1) as requiring demolition. These toilets were installed in mid-late 1990’s, some even earlier, and are reaching the end of their service life. They require sufficient amounts of time and money to maintain and keep them in satisfactory safe working order and environmental compliance.

Some of these toilets were manufactured by Romtec® and consist of a single user, single vault, waterless design with wood, fiberglass, or composite material construction on top of a concrete slab with a 750-gallon polyethylene vault. The Emory Pass Heliport toilet consists of a small fiberglass and wood structure placed on top of a small concrete pad and pit. See photos (Attachment B).

The above ground portion of these toilets are to be demolished and disposed of inside the pumped vault. The concrete apron (if applicable) and upper portion of vaults should be obliterated, disposed of in the empty vault, backfilled, and the area graded to match surrounding area.

There are three precast concrete vault toilets (CXT®) that are to be decommissioned and relocated to a new location (Table 2). These toilets are in a location prone to seasonal flooding events or are not being utilized in their current location. These toilets are CXT® brand “Gunnison” model 6’6” X 14’ 8”, ADA compliant, single user, waterless vault toilets.

These toilets will need to be pumped, removed from their current location, transported to their new location, and installed per the manufacturer’s specifications. The void left in the ground from removal will need to be backfilled and graded to match the existing area.

There is one option item that includes the demolition of one single user Romtec® vault toilet and the procurement and installation of a new CXT® “Gunnison” single user vault toilet (Table 3).

There are no utilities available at any of the project sites, contractor is responsible for providing any and all utilities required for successful completion of the work described.
