About this opportunity

The Department of the Interior National Park Service Northeast Region is seeking contractors to replace HVAC equipment at two historic sites: George Washington Birthplace National Monument (GEWA) in Virginia and Thomas Stone National Historic Site (THST) in Maryland. The firm-fixed price contract requires comprehensive removal of existing HVAC systems and installation of new heat pump systems with propane gas furnaces meeting minimum 15 SEER ratings, along with associated ductwork modifications, electrical and gas line connections, and system programming. Contractors must possess minimum three years of HVAC installation experience, appropriate licensing in both Virginia and Maryland, and technicians with current refrigerant and gas certifications. The contract will be awarded using a Lowest Price Technically Acceptable source selection process, with technical factors of experience and past performance weighted equally. A mandatory site visit is scheduled for July 9, 2025, at 1100 EDT beginning at the GEWA Visitor Center, with proposal submissions due by July 18, 2025, at 1200 EDT.

This opportunity is designated as a Total Small Business set-aside with an estimated value between $100,000 and $250,000. The performance period begins within 10 calendar days after notice to proceed, with all work required to be completed within 60 calendar days and no later than August 4, 2025. Work must be performed between 7am and 3:30pm, Monday through Friday, at both the Colonial Beach, Virginia location and the Maryland historic site. The contract includes base bid requirements plus three optional bid sections for enhanced HVAC system improvements, covering various tonnage heat pumps ranging from 2.5 to 10 tons, dual fuel systems, and mini-split HVAC systems. The contractor must provide a comprehensive two-year warranty covering all work, materials, and equipment, with responsibility for remedying any defects at no additional cost to the government.
