STATEMENT OF WORK:
Replace HVAC Equipment at Two Parks
George Washington Birthplace NM and
Thomas Stone National Historic Site
PART 1 – GENERAL INFORMATION
1.1 This contract is a Fixed-Firm Price contract, base-bid with three (3) option-bids. Scope of work consist of upgrading the HVAC systems at two (2) parks, George Washington Birthplace National Monument and Thomas Stone National Historic Site. Contractor is responsible for all labor, equipment and materials to complete the project scope of work. Contractor shall remove and dispose of existing HVAC equipment components, verify and properly size new HVAC equipment components, modify ductwork, make all electrical connections, install and connect control wiring, program systems, modify and connect all gas lines, and test for leaks. The contractor shall perform start up procedures on all newly installed systems and confirm systems are operating properly per manufacture specifications. Contractor is responsible for registering all new HVAC equipment and components for manufacture warranty.
1.2 Locations:

1.3 Regular Working Hours: Work is to be performed between 7am and 3:30pm, Monday through Friday. No work is to be performed on Saturday or Sunday or federally recognized holidays (unless otherwise authorized by the Contracting Officer’s Representative 72 Hours ahead of the date of work).
1.4 Period of Performance:
• 60 calendar days after Notice to Proceed is issued.
1.5 Notification: The Contractor shall notify the Contracting Officer (CO) and the Contracting
Officers Representative (COR) who serves as the single point of contact, at least 48 hours in advance for all work in occupied housing units or other facilities located within the park.
1.6 Waste Disposal: The Contractor shall properly dispose of solid waste materials offsite.

PART 2 – DESCRIPTION OF WORK BASE AND BID OPTIONS
2.1 Base Bid-Description of Work: Provide all labor, equipment, material, and supervision for the installation of new HVAC systems at two (2) parks GEWA and THST. Remove, disconnect and dispose of existing HVAC equipment components. Verify and size new HVAC equipment, connect ductwork, install all electrical wiring and make connections for all electrical components/devices. Install and connect all control wiring. Inspect all gas regulators and replace as needed. Size and connect all gas piping, and test for leaks. Remove existing metal flu pipe and replace with PVC flu pipe for all new units. Program all systems as needed for proper operation. Perform start up procedures on all newly equipment and confirm systems are operating properly per manufacture specifications. Register all new HVAC equipment. Units shall be replaced with a forced air heat pump system with dual fuel/hybrid 90% heating capability utilizing propane fuel. New heat pump units shall 15 SEER or greater.

o Basement: Install 2.5 Ton Heat Pump, 70,000 btu 90% LP gas furnace o Offices: Install 5 Ton Heat Pump, 110,000 btu 90% LP gas furnace o Upper Lobby: Install 6 Ton Heat Pump, 130,000 btu 90% LP gas furnace 3-phase o Lower Lobby: Install 10 Ton Heat Pump, twin (2) 130,000 btu 90% LP gas furnace 3-phase o Theater: Install 10 Ton Heat Pump, twin (2) 130,000 btu 90% LP gas furnace

• THST – Visitor Center New Equipment:
o Theater Room: Install 3 Ton Heat pump, dual fuel 90% LP gas furnace. Add air supply trunk to both men and women’s bathrooms. Install air supply trunk with 3 air supply registers, and zoning system to the Main Lobby. Apply duct mastic to all connections.
o Office Space: Install 2 Ton Heat pump, dual fuel 90% LP gas furnace. Modify unit duct work to provide adequate CFM to the office area. Apply duct mastic to all connections.
• THST – House New Equipment:
o House: Install two (2) circulation pumps.
2.2 Option-Bid 1 Description of Work: Provide all labor, equipment, material, and supervision for the installation of the following items.
• GEWA-Visitor Center:
o Add air returns in the basement area.
o Remove and replace rusty 8-inch x 8-inch duct work located in the mechanical room.
o Install zoning system for the office and theater room hvac units (offices on exterior walls and women’s restroom stay cooler/hotter than rest of spaces in the visitor center).
2.3 Option-Bid 2 Description of Work: Provide all labor, equipment, material, and supervision for
• GEWA-Visitor Center:
o Remove all tape from trunk connections and seal ductwork with duct mastic o Clean inside of all existing ductwork.
o Replace all supply and return registers to match
2.4 Option-Bid 3 Description of Work: Provide all labor, equipment, material, and supervision for
• GEWA-Interpretation Office:
o Disconnect and remove existing HVAC system and associated components in the building.
o Install 2-zone mini split HVAC system o Install air share vent between main room of interpretation office and small closet.
PART 3 – QUALITY ASSURANCE AND EXPERIENCE
3.1 Qualifications:
• All prospective bidders must show past evidence of work experience installing HVAC systems.
• Must provide a minimum of 3-years of experience doing HVAC work.
3.2 License and Certifications:
• All prospective must be licensed and insured to perform work in Virginia and Maryland.
• Technicians must have or work under a supervisor with a current certification for refrigerant and gas.
3.3 Conduct:
• Contractor workers/technicians shall always present themselves in a professional manner.
• No cursing or inappropriate language shall be used on the jobsite.
• No smoking in park owned facilities. Smoking area will be designated by the COR.
• Cigarettes shall be extinguished and placed in approve receptacle for disposal.
• No drinking or drug use is allowed on the jobsite.
PART 4 – PRE-BID SITE EXAMINATION
4.1 Site Visit:
• All prospective Bidders, and their Subs, as appropriate are strongly encouraged to visit and examine the existing conditions of the Project prior to submission of Bid in order to better understand the Work, and aid in forming any questions prior to the submission of Bid.
• Any and all discrepancies shall be forwarded to the Contracting Officer in writing for clarification prior to the commencement of Work. Any Work performed prior to said clarification, particularly and including that which may require correction shall be corrected by the Contractor with no additional costs to the Contract and Government and no time extension shall be made to the Contract Schedule. Lack of knowledge of the existing conditions will not be allowed as a basis for extra compensation.
PART 5 – STAGING AND STORAGE
5.1 Staging:
• There are limited areas for staging on site. The contractor will work with the identified COR to define a “Limits of Work” and “Staging Area”.
5.2 Storage:
• The contractor will take full responsibility for any tools, equipment and materials stored on site. The park is not responsible for anything stored on site.
PART 6 – PROTECTION AND PREVENTION
6.1 Park Facilities:
• Protect Park facilities and surrounding area from damage and/or contamination due to construction activities at the jobsite. Contractor shall implement procedures to ensure no damage is caused by workers and/or construction related materials/debris to the ceiling plaster.
6.2 Housekeeping:
• The Contractor shall:
o Keep the project neat, orderly, and in safe condition at all times.
o Provide enough containers for collecting construction debris and construction materials to be recycled.
o Keep volatile wastes in covered containers
PART 7 – DISPOSAL
7.1 Demolition/Removal:
• All related construction debris generated from the removal or installation process must be collected and disposed of properly in accordance with applicable Federal and State regulations.
PART 8 – SAFETY
8.1 Accident Prevention Plan:
• After contract award and before the Pre-Construction conference, submit for review, an Accident Prevention Plan.
8.2 First Aid:
• Always keep an updated first aid kit on site.
8.3 Personnel Protective Equipment:
• Meet requirements of applicable ANSI standards.
8.4 Emergency:
• In case of an emergency call 911 and then notify the COR.
PART 9 – SUBMITTALS
9.1 Submittals:
• The following items shall be submitted a minimum of 10 calendar days prior to the preconstruction conference.
o Construction Schedule o Breakdown of the Schedule of Values o Accident Prevention/Safety Plan o Letter designation Project Superintendent o List of Subcontractors prior to notice to proceed o Product and Materials
PART 10 – WARRANTY
The contractor will provide a two-year on-call basis warranty for all work performed. The contractor will provide a written warranty stating that work executed under this contract will be free from defects of materials and workmanship for a period of two years from date of substantial completion; any equipment breakdown, leaks, electrical issues, etc. will be remedied on written notice at no additional cost to the government. The warranty shall be in writing and shall be signed by the contractor. The warranty shall include the removal and replacement of defective equipment and materials as required at no cost to the government.
