The purpose of Amendment 0003 to Solicitation Number 2018-N-67615 is to do the following:
a) Notify offerors that they ARE NOT to use their GSA schedule rates in responding to the RFP. GSA scheduled rates are ONLY applicable to FAR Part 8, Required Sources of Supply and Services procurements. This procurement is being issued in accordance with FAR Part 15, Contracting by Negotiation.
b) Offerors are required to acknowledge receipt of this Amendment with proposal submission. See Block 14 on page 1 of the Solicitation and Block 11 of this Amendment.

The purpose of Amendment 0003 to Solicitation Number 2018-N-67615 is to do the following:

The purpose of this amendment is to release RFP 2018-N-67615 entitled, "Geospatial Research, Analysis, and Services Program (GRASP). Questions are due on or before Wednesday, February 28, 2018 at 10:00 EST. Proposals are due on or before Friday, March 30, 2018 at 10:00 EST.
The GRASP pre-proposal conference will be held on Friday, February 16, 2018 at CDC facility from 8:00 - 12:00PM EST. Check-in will be from 7:00 to 8:00AM EST. The conference will start promptly at 8:00. If attending the pre-proposal conference, contractors are encouraged to bring a copy of the RFP for ease of understanding and to follow along with the presentation. Copies of the RFP WILL NOT be provided at the conference.

The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Agency for Toxic Substances and Disease Registry (ATSDR), intends to issue a solicitation for technical and scientific expertise, guidance, and support. This effort is specifically for the procurement of GIS (geographic information system) science, analysis, technology and visualization ("geospatial SATV") support to ATSDR, NCEH, OPHPR, and multiple other CIOs across CDC/ATSDR. The mission of GRASP is to provide leadership and expertise in the application of the concepts, methods, and tools of geography and geospatial information science to public health investigation and practice across CDC/ATSDR and among the public health community. GRASP objectives are to (1) acquire, manage, and prepare geospatial data for use by GRASP and GRASP partners; (2) analyze and examine the geospatial trends and patterns relevant to diverse factors associated with environmental health, infectious and chronic disease, and emergency preparedness & response; (3) geospatially enable CDC/ATSDR scientists and systems with data, consulting, technology, and training; (4) collaborate with scientists and researchers at the CDC/ATSDR and among our public health partners to address diverse public health issues; (5) contribute to a vibrant geospatial community among public health professionals; and (6) embrace, leverage and promote technology.
This procurement will be solicited as a Partial Small Business Set-Aside Indefinite Delivery/ Indefinite Quantity (IDIQ) acquisition. This procurement will be competed IAW FAR Part 15, Contract by Negotiation. The NAICS Code for this procurement is 541512, Computer Systems Design Services, with a size standard of $27.5 million. The resultant task order awards under this contract will either be Firm-Fixed Price (FFP), Time and Material (T & M), or Cost Reimbursable (CR). Work under this IDIQ contract may be performed at either the government's facility or the contractor's facility. The IDIQ period of performance will be 60 months with a cumulative contract ceiling of $48M.
This notice is not a request for proposals. No response to this notice is requested or required. Request for Proposal (RFP) Number 2018-N-67615 will be available on or about February 12, 2018 and will be accessed through the Federal Business Opportunities (FedBizOpps.gov) website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. Interested parties are responsible for monitoring FedBizOpps regularly for release of the solicitation and any amendments.
