B.1 Purpose
The purpose of this contract is to provide services that fall within scope of the work specified in Section C for the project entitled, “Geospatial Research, Analysis, and Services Program (GRASP)”. The Contracting Officer (CO) will request the work through the issuance of task orders during the ordering period as specified in Section F of the contract.
B.2 Contract Type and Services
This procurement is a Partial Small Business Set-Aside. There will be two separate and distinct IDIQ contracts awarded with this procurement. CLIN 0001 is the Small Business Set-Aside IDIQ and CLIN 0002 is the Non-Set-Aside IDIQ.
This acquisition is being competed under FAR Part 15, Contracting by Negotiation. The NAICS Code for both portions of the procurement is 541512, Computer Systems Design Services, with a size standard of $27.5 million.
This is an Indefinite-Delivery/Indefinite-Quantity contract (IDIQ) utilizing individual task orders to provide support for the Geospatial Research, Analysis, and Services Program (GRASP). The Government will issue task orders that are either Firm Fixed-Price (FFP) or Time-and-Materials/Labor Hours (T&M/LH) task orders.
Obligation of funds will be done by the issuance of individual task orders by the Contracting Officer in accordance with the clause titled “Award of Task Orders” in Section H and FAR clause 52.216-18 titled “Ordering” in Section I. The Contractor shall not exceed the amount negotiated for each individual task order without prior written approval of the Contracting Officer.
In addition, the Contractor shall not commence work until a task order or other written notification for a specific assignment is issued by the Contracting Officer. Only a CDC Contracting Officer is authorized to issue a task order request to the Contractor or issue finalized task orders under this contract. The Government is not obligated to reimburse the Contractor for any costs that it incurs before issuance of a task order or other written notification by the Contracting Officer.
With this RFP, the government will issue two task orders (see Attachment J6 and Attachment J7). Each task order will be issued with a specific performance period.
B.3 Number of Awards All entities that are otherwise eligible to contract with the Federal Government, are permitted to submit a proposal for consideration. One (1) single-awarded IDIQ contract will be made in each category of work described in Section C. A total of two separate single-awarded IDIQ contracts will be awarded based on the top rated proposal considering technical and cost factors specified in this solicitation and the government’s best value determinations. Large businesses may only compete in the Non-Set-Aside IDIQ of the requirement. Small businesses are permitted to submit proposals under the Small Business Set-Aside IDIQ and the Non-Set-Aside IDIQ. In the event that a small business offeror submits a successful proposal in both portions of the procurement, CDC will make a single contract award.
B.4 Performance-Based Preference Pursuant to FAR 37.102(a) (1), the Contracting Officer will use performance-based acquisition methods to the maximum extent practicable.
B.5 Minimum and Maximum Ordering Amounts Minimum Single Order Amount for the Small Business Set-Aside IDIQ: $10,000.00
Maximum Single Order Amount for the Small Business Set-Aside IDIQ: $3,000,000.00
Minimum Single Order Amount for the Non-Set Aside IDIQ: $10,000.00
Maximum Single Order Amount for the Non-Set-Aside IDIQ: $20,000,000.00 The ceiling price for the Small Business Set-Aside IDIQ contract (i.e. cumulative value of all task orders) is $8,000,000.00.
The ceiling price for the Non-Set Aside IDIQ contract (i.e. cumulative value of all task orders) is $40,000,000.00.
B.6 Minimum Guarantee This contract guarantees that task order(s) for both IDIQs amounting to a minimum of ten thousand dollars ($10,000.00) will be issued during the first 12 months of the contract period of performance. In the event the contractor receives obligations of less than this minimum, during the first 12 months, the Government will fund the difference between the actual obligation and the guaranteed minimum. Once a task order is issued for $10,000.00 or more in the first 12 months of the period of performance, the government has satisfied its minimum guarantee.
B.7 Maximum Contract Value: Small Business Set-Aside IDIQ The aggregate maximum value of all combined awards made under this solicitation shall not exceed $8,000,000.00. If the Government's requirements for services set forth in the solicitation do not result in orders in the amounts described as “maximum," the event shall not constitute the basis for an equitable price adjustment under this contract.
B.8 Maximum Contract Value: Non-Set-Aside IDIQ
The aggregate maximum value of all combined awards made under this solicitation shall not exceed $40,000,000.00. If the Government's requirements for services set forth in the solicitation do not result in orders in the amounts described as “maximum," the event shall not constitute the basis for an equitable price adjustment under this contract.
B.9 Task Order Pricing Task orders issued under this contract may be Firm Fixed-Price or Time-and-Materials/Labor Hours or a combination thereof.
B.8.1 Firm Fixed Price (FFP)
Pursuant to FAR 15.4, Pricing, and FAR 16.2, Fixed-Price Contracts, the Firm-Fixed Price for each task order will be negotiated based on the price to complete the work. After acceptance of a fixed price task order by the Contractor, the task order price will only be adjusted to reflect changes in scope or conditions.
B.8.2 Time and Materials/Labor-Hour (T&M/LH)
The basic contract shall provide loaded hourly labor rates for T&M and LH type orders. When labor-hour or T&M type task orders are used, the fair and reasonable pricing will be determined in accordance with FAR 15.4, Pricing, and FAR 16.601, Time and Materials Contracts.
B.10 Travel Pricing Travel will be reimbursed at actual incurred cost in accordance with the limitations set forth in FAR 31.205-46. Profit shall not be applied to travel costs. Contractors may apply G&A to travel in accordance with the Contractor’s usual accounting practices consistent with FAR 31.2. Travel expenses may be identified under a separate CLIN which will be a cost reimbursable CLIN on the specific task order.
B.11 Place of Work and Government-Furnished Equipment Work under the contract may be performed on-site at CDC locations in Atlanta, Georgia OR may be conducted off-site at Contractor locations. On-site meetings with CDC staff may be required. Each task order will specify the location requirements.
If the work is to be performed primarily on-site at a CDC location, due to the nature of the work, CDC will provide IT equipment (i.e., desktop computer), telephone, and other office equipment and supplies as needed for the Contractor to perform required tasks.
If the work is to be performed primarily off-site at the Contractor’s locations, where the Contractor needs to access CDC’s network, the CDC will not provide IT equipment. The computers used by Contractor personnel shall meet CDC’s standard software and security configuration before logging onto CDC’s network.
B.12 Non-Personal Services Contract Statement This is a non-personal services contract as defined in Federal Acquisition Regulation (FAR) 37.101. The Government will evaluate the quality of support services provided but the Contractor retains control over its employees or agents. The Contractor is solely responsible and liable for and expressly agrees to indemnify the Government with respect to any liability producing acts or omissions by it or by its employees.
B.13 Service Contract Act The Public Health Assessment contract labor categories are considered professional labor and is generally exempt from the Service Contract Act. However, each task order will be reviewed for applicability.
Section C - Description/Specification/Work Statement Title of Project: Geospatial Research, Analysis, and Services Program (GRASP)
C.1 Background and Need:
Over the past 25 years, the public health community has come to recognize the importance of geospatial science, analysis, technology and visualization as applied to public health investigation and practice. GIS (geographic information system) methods, tools, and products have become essential to and embedded within the examination of spatio-temporal trends and patterns associated with infectious & chronic disease, environmental exposure, and injury. More than just a mapping tool, GIS has become invaluable in understanding the context of emerging diseases, evaluating complex exposure pathways, and assessing access to healthcare. GIS has become a transformative element in the public health toolbox.
GRASP, the Geospatial Research, Analysis, and Services Program (Division of Toxicology and Human Health Sciences (DTHHS), ATSDR) is a program that provides ongoing GIS (geographic information system) science, analysis, technology and visualization (“geospatial SATV”) support to ATSDR, NCEH, OPHPR, and multiple other CIOs across CDC/ATSDR. The mission of GRASP is to provide leadership and expertise in the application of the concepts, methods, and tools of geography and geospatial information science to public health investigation and practice across CDC/ATSDR and among the public health community. GRASP objectives are to (1) acquire, manage, and prepare geospatial data for use by GRASP and GRASP partners; (2) analyze and examine the geospatial trends and patterns relevant to diverse factors associated with environmental health, infectious and chronic disease, and emergency preparedness & response; (3) geospatially enable CDC/ATSDR scientists and systems with data, consulting, technology, and training; (4) collaborate with scientists and researchers at the CDC/ATSDR and among our public health partners to address diverse public health issues; (5) contribute to a vibrant geospatial community among public health professionals; and (6) embrace, leverage and promote technology.
GRASP has grown and diversified to include 50+ staff with expertise in geography, GIS analysis, cartography, geospatial statistics, computer science, remote sensing, epidemiology, emergency preparedness & response, and demography. GRASP is highly collaborative and promotes the integration of geography and geospatial science into public health, focuses on training and education, and emphasizes the importance of effective use of GIS technology as applied to work with CDC/ATSDR and beyond to prevent disease, prolong life, and promote health. GRASP scientists work extensively with partners across the CDC/ATSDR and among the broader public health community. For example, GRASP worked with NCEH/Health Community Design Initiative to develop refined measures for the built-environment that were subsequently shared on the Environmental Public Health Tracking Portal (Dec 2012). GRASP collaborated with NCCDPHP to better understand time and distance barriers experienced by disadvantaged populations attempting to access cancer screening and treatment (2009 - Present). Additionally, GRASP has worked with NCHHSTP to design and build the NCHHSTP Atlas, the first web-based visualization tool ever released by the CDC to visualize state and county NCHHSTP surveillance data (released Jan 2011). Additionally, GRASP has worked with the NCIRD/Influenza Division to enhance mapping that is integrated into routine influenza surveillance (2009 – Present). GRASP worked with Healthy People 2020 to develop a baseline metric for the Healthy People 2020 school siting measure (Dec 2010), and has integrated and supported mapping directly into CDC WONDER (2003– Present). In addition, since 2003, GRASP has provided all GIS technology and analytic support to the CDC Emergency Operations Center (“EOC”), which enables the CDC to prepare for and respond to public health emergencies and events of all kinds.
This IDIQ contract will fill a critical GRASP need for a flexible external source of expertise to assist GRASP staff to meet requirements associated with the rapidly expanding portfolio of GRASP work with partners across the CDC/ATSDR and beyond. It is imperative that the contractor has experience with the complexities associated with public health investigation. Additionally, the contractor must have diverse experience in the joint fields of public health, geography, and computer science as well as related disciplines, skillsets, and expertise required to (1) enable GRASP to meet requirements within its project portfolio, and (2) enable GRASP partners and affiliates to meet programmatic objectives that are tied and/or linked to geospatial SATV. Finally, the contractor must have experience supporting contract staff who work both domestically and internationally.
Terms/Abbreviations Employed in this SOW
1. Geographic Information System (“GIS”): Systems supporting the collection, storage, analysis, manipulation, interpretation, and mapping of geospatial or geographic data. Often the term “GIS” is also used to refer to the activities supported by a GIS system. For instance, the statement, “The team is performing a GIS analysis to better understand environmental exposure”, refers to the activity of performing analysis of spatially-referenced, or geographic, data.
2. GRASP Geospatial Science, Analysis, Technology, and Visualization IDIQ (“GRASP Geospatial SATV IDIQ” “Geo SATV IDIQ”): The GRASP Geospatial Science, Analysis, Technology and Visualization IDIQ Contract, which supports tasks directed towards meeting the objectives of GRASP and GRASP Partners.
3. GRASP Partner: An individual, program, or organization that collaborates with, or is advised by GRASP on projects that range from limited consultations to large, multi-year efforts requiring several contract staff to complete. Typically, collaborative projects are completed using joint teams composed of GRASP FTE staff, GRASP contractors, and staff housed in partner programs. A GRASP partner may be (1) an internal CDC/ATSDR staff member or program, (2) a federal agency, (3) a US state or local public health organization, (4) an NGO, (5) an academic institution, or (6) a foreign government with CDC/ATSDR collaborative linkages. A task, structured and awarded under the Geo SATV IDIQ, may support work directly related to fulfilling the joint objectives developed and defined by GRASP and a GRASP partner.
4. Public Health Investigation and Practice: Broad set of activities supporting work that reduces disease, promotes health, and promotes well-being. Activities include (1) scientific study & analysis, (2) surveillance, (3) public health systems, (4) public health communication & promotion, (5) public health interventions, and (6) training & capacity building.
5. Spatially-referenced Data: Data that are associated with a latitude-longitude position, or position within another spatial reference system, such as a building floor plan, site map, or environmental modeling output. Spatially-referenced data may be mapped, and manipulated based on size, shape, and relationship to other spatially-referenced data.
C.2 Project Objective The objective of the GRASP Geospatial Science, Technology, and Visualization IDIQ contract is to provide contractor support to GRASP, and GRASP partners to complete projects in the areas of geospatial SATV, and public health investigation and practice. Tasks may range from 6-month analysis projects to large, multi-year efforts. The contract must provide GRASP with a ready source of technical and scientific expertise, guidance, and/or support in all task areas shown below.
C.3 Scope of Work
GRASP requires technical and scientific expertise, guidance, and/or support in all task areas shown below.
Contractors supporting tasks derived from GRASP Program Office and GRASP partners are required to interface with the diverse and multi-disciplinary staff to obtain clarity in requirements, and communicate complex geospatial SATV and public health concepts to Agency staff within GRASP or among the community of GRASP partners and affiliates.
Geospatial SATV IDIQ contractors shall be required to travel for periods of 2 days to 6 months to attend conferences, attend partner meetings, and/or provide field support in the areas of geospatial SATV, and public health investigation and practice. Conferences which contractors will attend include (1) ESRI International Users’ Conference, Association of American Geographers (AAG) Annual Meeting, American Public Health Association (APHA) Annual Conference, ESRI Health Users Conference, Urban and Regional Information Systems Association (URISA) GIS-Pro Annual Conference, NACCHO Annual Conference, and the ASTHO Annual Meeting.
Specific travel requirements for attending conferences will be determined at the task order level. The Contracting Officer’s approval is required prior to conducting travel requirements. Additionally, the Contracting Officer shall not obligate funds for travel to conferences prior to ICAP approval.
International travel must be supported and may include work in any Task Area listed below. International travel may also support routine requirements of GRASP and its partners or emergency preparedness and response requirements of GRASP and its partners.
C.4 Technical Requirements
The contractor shall, furnish all required personnel, consultants, materials, equipment and supplies to provide various work and services as specified in the individual task orders.
Requirements in All Task Areas
All Task Areas shall include the following general activities:
1. Communicate technical and specialized concepts, methods, and applications to non-technical project partners.
2. Prepare manuscripts, presentations, white papers, guidance, and best practices documents.
3. Plan, prepare and deliver training presentations, modules, and classes.
4. Integrate concepts, knowledge, and tools associated with the task area with concepts, knowledge, and tools associated with other task areas.
5. Analyze, summarize, code, stratify and classify the scientific and programmatic data contained within information systems and databases related to public health.
6. Direct or coordinate teams responsible for carrying out task area activities and projects.
7. Develop and/or enhance the efficiency of existing workflows for data collection and analysis related to public health.
8. Develop project, initiative and/or effort documentation, artifacts, and materials consistent with CDC/ATSDR policy and GRASP programmatic policy.
9. Demonstrate initiative in the assessment and review of all science and management processes, and suggest improvements if necessary.
10. Work in all Task Areas may, at some point, be integrated into a system, application, utility or other technology or data analysis/visualization product. Thus, as needed, each Task Area will require the Contractor to prepare documentation, deliver materials, and provide consultation required by CDC/ATSDR policy governing processes required to design, develop, test, implement and maintain systems at the CDC/ATSDR such as Enterprise Planning Lifecyle (EPLC) governance, and (2) Office of the Chief Information Security Officer (OCISO) Certification and Accreditation (C+A) process.
GRASP Area Categories
To enable an understanding of the Task Areas associated with this IDIQ, each Task Area is associated with one of the two following GRASP Task Area Categories:
1. CATEGORY 1: Program Planning, Evaluation, and Communication (Small Business Set-Aside IDIQ)
2. CATEGORY 2: Integrated GIS Science, Technology and Visualization (Non-Set-Aside IDIQ)
GRASP AREA CATEGORY 1: PROGRAM PLANNING, EVALUATION, AND COMMUNICATION (SMALL BUSINESS SET-ASIDE IDIQ)
Task Area 1A: Program Evaluation, Strategic Planning, Implementation, and Reporting
Overview: The Contractor shall provide (1) project and program evaluation, (2) project and program tracking & reporting, and (3) strategic planning support. The contractor shall have formal knowledge of (1) evaluation principles, concepts, and techniques, and (2) strategic planning concepts, methods, and approaches.
Task associated with this area include:
· Characterize and evaluate a project or program’s concept and design to show potential short and long term effects;
· Develop an evaluation plan during the planning phase of a project or program;
· Conduct visioning and ideation sessions to develop, refine, or evolve project/program goals, activities, and initiatives;
· Collect, collate, and synthesize data derived from (1) computer systems, (2) reports, (3) interviews, (4) publications, and (5) other sources to enable the tracking, reporting, and organized presentation of outcomes, results, and impacts supporting the a project/program.
· Conducting organizational assessments
· Data synthesis and recommendations
· Development of organizational and operational plans
· Analyze and provide recommendations related to the adequacy of organizational structures and organizational capacity to carry out responsibilities of GRASP, GRASP partners, and GRASP affiliates.
Task Area 1B: Communications and Outreach Overview: Contractor(s) supporting this activity shall
(1) develop audience-specific communication products to convey complex concepts to audiences of all types, (2) augment narrative communication products with maps and data visualizations, and (3) ensure that all products are consistent with CDC/ATSDR communication policy guidelines.
Task associated with this area include:
· Develop audience-specific communication products including fact sheets, project updates, whitepapers, MS PowerPoint presentations, and website content.

Task Area 1D: GIS and General Public Health Project Portfolio Tracking and Reporting
Overview : The contractor shall track, review, and report upon project portfolios so that program staff may ensure that (1) projects are meeting objectives, (2) project impacts and results are being captured and shared, and (3) project learned lessons are being accumulated.
Task associated with this area include:
· Track, review and report upon diverse projects forming a public health project portfolio
· Provide guidance, expertise, and materials to best present public health project portfolio to internal and external audiences
· Develop project artifacts adhering to CDC/ATSDR policy and industry best practices to communicate project information to programmatic staff, CDC/ATSDR reviewers, and other stakeholders
· Assist in the generation of documents to inform project managers or leaders and assist project leaders to formulate and define project scope and objectives based on user needs, programmatic capacity, and a thorough understanding of business need and industry requirements.
Task Area 1E: Partnership/Stakeholder Management and Communication Overview: Contractor(s) supporting this activity shall engage with public partners to ensure seamless communication and achievement of objectives, and (2) assess partnership characteristics and make improvements as necessary.
Task associated with this area include:
· Conduct stakeholder assessments.
· Design stakeholder management plans.
· Develop communication plans, materials, and tools.
· Facilitate stakeholder outreach and partnership collaboration.
· Evaluate effectiveness of health communications messages and tools
· Provide technical assistance to public health partners to help them develop and manage programs of national and global significance.
· Provide advice and assistance in conducting Advisory Committee activities.
· Provide advice and assistance in dealing with issues and roles with other federal agencies and with the management of cross-cutting responsibilities with such agencies.
· Provide technical and analytical support to public and private non-profit and for-profit organizations, governments and their agencies, universities, colleges, research institutions, hospitals, State and local governments or their bonafide agents, and faith-based organizations to advance the domestic and international goals and objectives of GRASP, GRASP partners, and/or GRASP affiliates.

GRASP AREA CATEGORY 2: INTEGRATED GIS SCIENCE, TECHNOLOGY AND VISUALIZATION (NON-SET-ASIDE IDIQ)
Supports Geospatial SATV; however, focus on General Public Health Activities and SATV Linkage. These Task Areas may focus specifically on geospatial SATV or may focus on general public health research and practice which in turn may advance, support, or inform geospatial SATV objectives. Secondly, the tasks associated with this area will promote the use of GIS in public health by enhancing the ability to evaluate, track, and report upon projects. Lastly, the task area will support the need to engage in effective strategic planning to ensure the objectives of GRASP align with those of ATSDR and CDC.
Task Area 2A: GIS Analysis and Cartographic Production
Overview: The contractor shall utilize GIS tools and techniques to analyze patterns and trends evident in public health data and (2) produce cartographic products to inform CDC/ATSDR public health investigation and practice.
Task associated with this area include:
· Analyze geospatial and temporal patterns and trends evident in public health data using analysis methods available within the ArcGIS Suite of products (ESRI, Inc.), Quantum GIS (qgis.org), SaTScan (SatScan.org), R, and other GIS analysis, GIS data manipulation, and map production tools.
· Employ GIS analyses including network analysis, surface analysis & interpolation, network analysis, and time-series analysis within the context of completing GIS projects.
· Provide expertise in the process of geocoding, the resolution of geocoding problems, and the proper use of geocoding in public health practice and investigation.
· Provide expertise in the Health Insurance Portability and Accountability Act (HIPAA) and its implication in the use of geocoded data in public health practice and investigation. Apply modifications, techniques, and procedures to ensure that cartographic products do not violate HIPAA privacy standards.
· Automate GIS analysis, reporting, and mapping tasks using automation tools such as Python and Model Builder (available within the ArcGIS Suite (ESRI, Inc.)), and tools available within QuantumGIS (qgis.org)
· Assess satellite imagery of varying temporal, spatial, and spectral resolutions
· Produce static and interactive cartographic products using ArcGIS (ESRI, Inc.) and other tools to communicate complex patterns, trends and concepts associated with all aspects of public health investigation and practice.
· Organize, manage, and prepare GIS data for effective analysis, mapping, reporting and integration into public health processes, efforts, and initiatives.
· Provide GIS consulting, advice, and technical guidance within the context of projects
· Provide expertise in application of geospatial concepts, methods, and tools to public health disciplines
· Apply expert knowledge and experience with the ArcGIS suite of GIS products and extensions
· Apply extensive knowledge and experience with software products such as QuantumGIS (qgis.org), Adobe (Photoshop, Illustrator, InDesign), Google (Maps, Google Earth), and Microsoft Office (Access, Excel, Word, PowerPoint, Outlook).
Task Area 2B: Epidemiology and Geospatial Epidemiology
Overview: Contractor(s) supporting this activity shall (1) study and analyze the patterns, causes, and effects of health and disease conditions in defined populations, and (2) develop study and analysis protocols supporting the examination of the causes of disease including environmental exposure and societal and behavioral risk factors.
Task associated with this area include:
· Develop refine, and implement study plans and protocols supporting the examination of public health data.
· Design and execute case series, case-control, and cohort studies
· Contribute to the development of publications examining the linkage between exposure and/or risk factors and potentially associated health outcomes
· Detect aberrations within public health surveillance systems, automate epidemiological analysis and regression analysis to better understand factors affecting health, support epidemiologic studies, with particular emphasis on implementing studies in the field,
· Evaluate environmental and biological samples associated with health studies,
· Design and execute ecological studies
· Organize, manage, and prepare surveillance and health outcome data
· Provide expertise, direction, consultation and training on geospatial epidemiology concepts, methods, and techniques;
· Provide expert services in geocoding, visualization, and geospatial analyses of exposure information, health informatics, and risk factors that could affect exposure and health outcomes in epidemiological studies;
· Assist with epidemiological study design;
· Complete and interpret the results of statistical analyses, point pattern analysis, spatial scan statistic analysis, and other cluster analysis techniques;
· Complete and interpret the results of geospatial surface interpolation approaches;
· Develop and provide epidemiological and statistical training materials, and provide statistical and epidemiological consulting, advice, and technical guidance.
Task Area 2C: Geographic Scientific Review, Assessment, and Interpretation
Overview: The contractor shall utilize geography, epidemiology, toxicology and general public health literature and concepts to plan, develop, and execute projects examining public health issues from a geographic perspective.
Task associated with this area include:
· Develop, refine, and implement study plans and protocols supporting the examination of public health data from a geographic perspective;
· Examine trends and patterns in health outcomes, risk, and vulnerability; guide examinations of public health problems; rame study questions, understand the current body of knowledge, and focus studies on specific health needs of populations served by CDC/ATSDR;
· Provide guidance and input regarding universe of geographic, public health, environmental, biological, surveillance and population data;
· Provide geographic consulting, advice, and guidance within the context of large projects; review of the public health and geography literature.
Task Area 2D: Geospatial Field Support, Data Collection and Data Management
Overview: The contractor shall design, develop, and deploy mobile technologies, processes, and devices to gather spatially-referenced data from the field to support public health investigation and practice.
Task associated with this area include:
· Deploy to United States and international destinations to provide geospatial SATV support analysis, data preparation/manipulation and cartographic production.
· Addressing public health concerns at the deployment location; design, develop, implement, and maintain spatially-referenced data collection processes requiring (1) data importation, (2) data validation using manual reviews and/or automated processes, and (3) data sharing mechanisms ensuring sharing of data and use of data by appropriate partners;
· Provide expertise in the use of mobile technology, GPS, and drone devices to gather spatially-referenced data and/or images supporting aspects of public health investigation & practice.
Task Area 2E: GIS Application and General Public Health Application Development
Overview: The contractor shall design, develop, test, implement, maintain and document (1) GIS and general public health web/desktop/mobile applications, (2) middleware, services, utilities, and (3) databases, views, stored procedures, and automated tasks.
Task associated with this area include:
· Provide expertise in developing complex software applications and relational databases involving existing and emerging technologies, methods, concepts, or approaches.
· Analyze application design specifications to fully assess scale and scope of data storage, processing, and presentation requirements; prepare system and database documentation (including system diagrams, logic flow models, and entity-relationship diagrams);
· Develop diagrammatic plans and design logic required to implement computer programs, IT systems and procedures in support of technical, administrative and information management functions and operations. design, develop, test and maintain HTML5/JavaScript/Cascading Style Sheet (CSS)
· Develop Adobe Flex web applications; design, develop, test and maintain native iOS and Android mobile applications;
· Provide expertise in the development of Structured Query Language (SQL) queries and Transact-SQL (T-SQL) stored procedures to support data validation, manipulation, and/or preparation;
· Implement web metrics tools and components;
· Implement Section 508 requirements and guidelines;
· Design, develop, configure and/or support enterprise geospatial systems, web-based applications, desktop applications, and mobile applications using ESRI ArcGIS Server, ESRI web/desktop/mobile tools and APIs, and ESRI map services (including SOAP and REST services).
Task Area 2F: GIS Systems and General Public Health Systems Integration and Interoperability
Overview: Complex projects periodically emerge that require expert systems integration and interoperability expertise. The contractor shall design, develop, test, deploy, document, and maintain interrelated GIS and/or and general public health systems, platforms, applications, services, and software frameworks.
Task associated with this area include:
· Design, develop, test, and maintain applications, utilities, platforms with goal of implementing integrated systems composed of (1) individual systems/services hosted at CDC/ATSDR, (2) cloud-based computing platforms, (3) systems hosted within technology environments of public health partners, and/or (3) mobile devices;
· Design and specify interoperable systems at all three levels of health information technology interoperability – foundational, structural, and semantic;
· Prepare system and database documentation (including system diagrams, logic flow models, and entity-relationship diagrams) consistent with CDC/ATSDR requirements, industry best practices and GRASP guidance;
· Plan, implement, and maintain appropriate security standards and protocols including use of the CDC Secure Data Network for information transmission and/or exchange.
· Identify, develop, and/or refine data transmission protocols and vocabularies.
· Prepare documentation, deliver materials, and provide consultation required by CDC/ATSDR policy governing processes required to design, develop, test, implement and maintain systems at the CDC/ATSDR such as Enterprise Planning Lifecyle (EPLC) governance, and (2) Office of the Chief Information Security Officer (OCISO) Certification and Accreditation (C+A) process.
Task Area 2G: Public Health Project Management and Coordination
Overview : Complex projects periodically emerge that require the coordination of (1) large, multi-organizational teams, (2) sophisticated processes or methodologies requiring seamless team communication, and (3) regular reporting to stakeholders.
Task associated with this area include:
· Coordinate, organize and provide coordinated communication to advance public health projects;
· Communicate with project stakeholders
· Provide project planning, status, and approval artifacts
· Adapt project coordination/management approach to meet the needs of the project team, project goals, CDC/ATSDR policy, and other project variables;
· Provide public health, planning, coordination, and management expertise
· Generate and collate project requirements, status reports, other metrics, and/or required reports;
· Prepare or contribute to the preparation of documentation, materials, and/or consultation as required by CDC/ATSDR policy governing processes required to design, develop, test, implement and maintain systems at the CDC/ATSDR. Processes include (1) NCEH-ATSDR Enterprise Planning Lifecyle (EPLC) governance, and (2) Office of the Chief Information Security Officer (OCISO) Certification and Accreditation (C+A) process.
Task Area 2H: Geostatistical and General Statistical Support
Contractor(s) shall (1) use statistical methods to examine trends and patterns in health outcomes, risk, and vulnerability to better understand the context of infectious & chronic diseases and environmental exposures, (2) organize multi-variate datasets into easily consumable indices, (3) provide reports, charts, and graphs to communicate complex concepts to audiences of all types.
Task associated with this area include:
· Assist interdisciplinary teams to develop study questions which examine (1) the geographic and temporal variations in disease, and (2) the linkage between (a) environmental exposures and health, and (b) risk factors and health;
· Provides expert statistical and geostatistical support in applicable public health disciplines;
· Identify statistical and geostatistical approaches to best examine problems associated with population sampling, environmental sampling and exposure, epidemiology, and health program planning and evaluation,
· Perform statistical analyses and approaches
· Execute and automate statistical methods and approaches
· Employ statistical and geostatistical techniques and approaches to detect aberrations within public health surveillance systems;
· Development and provision of statistical and geostatistical training materials;
· Contribute to the development of publications examining the linkage between exposure, risk factors and health;
· Perform analyses such as point pattern analysis, spatial scan statistic analysis, and other cluster analysis techniques
· Quantify the structure and distribution of spatially-referenced data using geostatistical analyses
· Complete geospatial surface interpolation approaches such as kriging, and inverse distance weighting (IDW).
Task Area 2I: GIS and General Public Health Database Design, Development, Administration, and Data Management
Overview: The contractor shall provide design, development, testing, implementation, maintenance and documentation support for multiple databases. The contractor shall (1) design, prepare, and manage GIS and general public health databases for integration within analysis, investigation , GIS systems, and surveillance, (2) develop automated routines for processing and altering large geospatial datasets to produce indices, metrics, and other databases for ongoing use, and (3) load, update and manage GIS and public health data.
Task associated with this area include:
· Design, structure and implement public health databases adhering to relational, third normal form (3NF) guidelines to (1) reduce the duplication of data, and (2) ensure referential integrity;
· Provide guidance and input in the development of novel relational database architectures;
· Develop Structured Query Language (SQL) queries, ETL processes, and Transact-SQL (T-SQL) stored procedures to support data validation, manipulation, and/or preparation
· Manipulate and prepare public health and GIS data sets;
· Designing processes, creating procedures, and implementing databases indexing methods to optimize database performance;
· Perform data mining on large public health datasets to discover geospatial, temporal, and other types of patterns and trends
· Monitor GIS database back-ups and other time-based routines and/or automated procedures
· Develop system and database documentation consistent with industry best practices, GRASP guidance, and general CDC/ATSDR guidance;
· Manage, prepare, and structure GIS data using SDE (ESRI, Inc.) and Microsoft SQL Server 2008;
· Development and maintenance of GIS metadata
· Manage and organize both vector and raster file-based GIS data; and provide user support in connecting to GIS databases.
Task Area 2J: GIS and General Public Health UI/UX Design and Testing for Static/Interactive Information Products
Overview : Complex application, presentation, and communication product projects periodically emerge that require UI (user interface) design and formal UX (user experience) design/testing to ensure that applications meet the complex needs of the often extensive and diverse audiences for static and interactive maps, applications, presentations and other communication products. Note the universe of products to which UI/UX design, analysis, testing and implementation will be applied shalled be referred to as (“static/interactive information products”).
Task associated with this area include:
· Develop design wireframes and UX process diagrams
· Develop, plan, execute and report upon UX testing on test, production and prototype static/interactive communication products
· Perform UX testing on a variety of audiences
· Provide specialized expertise in the design and layout of graphical user interfaces
· Develop Cascading Style Sheets (CSS), JavaScript code & libraries, and other HTML5 components, libraries, and/or tools to enable the development team to create web/desktop applications of the highest quality
· Designs GIS application web pages
Task Area 2K: Data Visualization
Overview: The contractor shall design, create, and study the effectiveness of visual representations of data.
Task associated with this area include:
· Design and prepare static and interactive visual representations containing data and information that is encoded and displayed as graphic objects (points, lines, bars and more)
· Test and report upon the effectiveness of visual representations to assess user ability to properly interpret and draw conclusions upon the data represented, and create visualizations including charts, graphs, histograms, heat maps, scatterplots, bubble charts, spider charts, and polar area diagrams
Task Area 2L: Data Collection and Analysis
Overview : The contractor develop data collection processes, techniques, and methodologies to collect public health data of all types, which will be used to inform programmatic objectives.
Task associated with this area include:
· Develop paper or electronic data collection forms
· Coordinate, arrange, collect and/or facilitate the processing biologic and environmental samples
· Prepare, submit, and acquire CDC/ATSDR approval for data gathering efforts involving all types of data, including personally-identifiable information (PII)
· Design processes that ensure the collection, storage, and management of complete, correct, and validated
Task Area 2M: General Science
Overview: Contractor(s) supporting this activity shall (1) study and analyze the patterns, causes, and effects of health and disease conditions, and (2) share conclusions in publications, presentations, posters, and other materials.
Task associated with this area include:
· Conduct literature reviews and synthesize information to address study questions pertaining to environmental health.
· Provide expertise, direction, and consultation to increase awareness and support of public health practice and investigation.
· Analyze, interpret, and disseminate data from surveys, surveillance activities, and/or epidemiologic studies.
· Design and evaluate evidence-based approaches, studies, and interventions for broad application and implementation.
· Develop, translate and disseminate public health guidelines, recommendations, and other key communications.
· Assist with development and clearance of scientific publications.
· Evaluate health impact of policies, programs, and best practices.
· Coordinate and collaborate with other Federal agencies, national and international organizations, and other partners to strengthen and extend science, surveillance and public health practice.
