About this opportunity
The General Services Administration solicits lease proposals for office and courtroom space in Santa Barbara, California, with offers due July 10, 2026. Amendment No. 6, issued March 10, 2026, cancelled the entire solicitation (RLP No. 0CA3254) effective immediately; no further proposals will be accepted or evaluated, and no award will be made.
Prior to cancellation, the procurement required 13,585 to 14,264 ABOA square feet of contiguous modern office space within a defined area bounded by Cathedral Oaks Road, San Ysidro Road, the Pacific coast, and Santa Barbara Shores Drive. The lease term was 20 years with 15 years firm and government termination rights thereafter with 90 days' notice. Space was to be located on the second floor or above with nine-foot minimum ceiling heights and 30-foot minimum column spacing, three reserved secured parking spaces on-site, and a modern quality building with stone, marble, brick, or equivalent permanent facade materials.
The space had to accommodate Facility Security Level III measures, full separation of staff and visitor sections, separate circulation paths for judges and public access, minimum two public elevators (one freight-capable), and visitor screening space. Fire safety, accessibility, seismic, and sustainability standards were required per lease terms. Building-specific amortized capital improvements totaled $25.00 per ABOA square foot, with tenant improvements allowance of $88.62 per ABOA square foot. A fully serviced lease with all utilities, janitorial, and maintenance included was mandatory. The building could not be located in the 1-percent-annual-chance floodplain and had to achieve ENERGY STAR certification or qualify for statutory exceptions, contain no asbestos or only undamaged nonfriable asbestos, and demonstrate seismic safety compliance per RP 8 standards or retrofit commitments. Award would have been made to the lowest-priced, technically acceptable responsible offeror using present value price evaluation at 5 percent discount rate with annual operating cost adjustments escalated at 2.5 percent. Contact: Susan Baghdikian, Lease Contracting Officer, 213-923-3918, susan.baghdikian@gsa.gov.
