About this opportunity

The Department of the Interior Bureau of Land Management National Office seeks design-build services for renovation and addition of the Vale District Office building in Vale, Oregon, with Phase One proposals due September 18, 2026, at 2:00 PM MDT. This procurement is a total small business set-aside under NAICS 236220 (Commercial and Institutional Building Construction), with a PSC code of Z2AA (Repair Or Alteration Of Office Buildings).

Place of performance is Vale, Oregon (100 Oregon Street, Vale, Oregon 97918). The design-build contractor must complete renovation of the existing 16,320 square-foot building and construct a new 1,051 square-foot addition to accommodate 86 full-time equivalent personnel, totaling approximately 17,371 gross square feet. The total period of performance is 720 calendar days from notice to proceed, with final design construction documents due by day 280, pre-construction meeting by day 300, and construction completion by day 700. The Government's estimated project budget is $5.5 million to $6 million inclusive of design and construction, presented as a design-to-budget range rather than a not-to-exceed ceiling; proposals exceeding $6 million will be evaluated for reasonableness.

The project requires compliance with 2024 International Building Code, 2024 IECC energy standards targeting 30 percent energy reduction below ASHRAE 90.1-2019 baseline, IEBC Alteration Level 3, NFPA 13 fire suppression systems, ABA Accessibility Guidelines, and Dark Sky International certification for exterior lighting. The contractor must conduct geotechnical investigation and comprehensive hazardous materials testing including asbestos and lead-based paint surveys, remove an existing mobile unit, install building automation systems compatible with BLM's Metasys platform, and provide temporary office facilities for approximately 20 full-time employees during construction. All contractors must obtain required Oregon contractor and trade licenses and registrations.

The procurement uses a two-phase competitive selection process under FAR 36.101-2 and best value tradeoff evaluation per FAR 15.101-1. Phase One requires technical proposal, design-build team composition, team experience (up to five projects completed within the last five years or currently ongoing), and past performance information via CPARS or Past Performance Questionnaire. Not more than five offerors will advance to Phase Two, which includes pricing, design concept, project schedule, key personnel resumes, and Limitations on Subcontracting certification. Evaluation factors include design-build philosophy and integration, team capability and experience, past performance, design concept, schedule feasibility, key personnel qualifications, and price. Performance and payment bonds are required at 100 percent of the original contract price; prevailing wage rates apply to construction work. Contracting Officer Lisa McKeon administers the solicitation (lisa_mckeon@ios.doi.gov, 850-890-6395). A mandatory site visit was held August 18, 2026, at 10:00 AM MDT; questions were due August 24, 2026. Amendment 003, effective September 8, 2026, added RFI responses and an additional asbestos-containing materials survey for the ESI Mobile modular facility.
