About this file

This is a Request for Information (RFI) document containing questions and answers regarding a design-build renovation and addition project for the GAOA Vale District Office.

The project involves renovation of an approximately 16,320 square foot existing 1982 Type V office building and construction of approximately 1,051 square foot addition, totaling approximately 17,371 gross square feet. The total estimated project budget is $5.5M to $6M inclusive of design and construction, provided as a design-to-budget range rather than a not-to-exceed ceiling. The project follows a two-phase design-build selection process with a total performance period of 720 calendar days. Key milestones include final design construction documents due at day 280, pre-construction meeting at day 300, and construction completion by day 700, providing 420 calendar days for construction activities. The Government will serve as the Authority Having Jurisdiction and does not require a building permit. The project requires compliance with IEBC Alteration Level 3, IBC codes, ASHRAE 90.1-2019 energy standards targeting 30 percent energy reduction, NFPA 13 fire suppression systems, and Dark Sky International certification for exterior lighting. The design-build contractor must conduct geotechnical investigation, comprehensive hazardous materials testing including asbestos and lead-based paint surveys, removal of an existing mobile unit, installation of building automation systems compatible with BLM's Metasys platform, and provision of temporary office facilities for approximately 20 full-time employees. The contractor is responsible for obtaining all required Oregon contractor and trade licenses, registrations, and permits. Systems furniture will be sourced from existing Government storage facilities (40 workstations from Troutdale, 24 from Vale), with the Government procuring remaining 22 workstations separately. The HVAC basis of design for pricing purposes is a Variable Refrigerant Flow system with Dedicated Outdoor Air System, subject to post-award Energy Life Cycle Cost Analysis that may direct system changes addressed through contract modification.

Amendment 02

1 SOW 7.1 and 7.10 SOW 7.1 shows Construction complete at 700 calendar days and As-Constructed Drawings at

720. SOW 7.10 states construction shall be completed no later than 300 calendar days after final design documents are completed, and Final Construction Documents are due at day 280, which computes to day 580. The Pre-Construction Meeting milestone is day 300. Please confirm which provision governs and confirm the number of calendar days available for construction.

A: The Government acknowledges the inconsistency. The total period of performance is 720 calendar days. The breakdown shown within Statement of Work section 7.1 outlines key milestones. Final design construction documents shall be completed 280 calendar days into performance, pre-construction meeting is due 300 calendar days into performance, construction shall be completed 700 calendar days into performance. SOW Section 7.10 is corrected by amendment to align with the project schedule in SOW Section 7.1. Construction shall be completed by day 700 into the project, allowing 420 calendar days after final design documents are completed.

2 Solicitation L-13 and Section B L-13 states a total budget, inclusive of design, of $5.5M to $6M. Is this a not-to-exceed ceiling or a planning estimate? Will a Phase Two proposal exceeding $6M be found unacceptable, or evaluated for reasonableness under FAR 15.404-1?

A: The stated $5.5M to $6M budget represents the Government’s estimated total project budget, inclusive of design and construction, and is provided as the design-to-budget range for development of the Phase Two proposal. It is not a not-to-exceed ceiling; however, offerors are expected to develop a design and construction approach that can be accomplished within the stated budget.

A Phase Two proposal exceeding $6M will not be deemed unacceptable solely on that basis.

Proposed prices will be evaluated in accordance with the solicitation and applicable FAR requirements, including price reasonableness under FAR 15.404-1, as applicable. The Government is under no obligation to make an award at a price exceeding available funding or at a price determined not to be fair and reasonable.

3 Solicitation Section J Wage Determination OR20260093 (Building) is listed as a Phase Two attachment. Please release the wage determination with the Phase One amendment so that offerors can validate labor pricing assumptions. Please also confirm whether any Heavy or Residential wage determination applies to site work or to removal of the ESI Mobile.

A: Consistent with the two-phase design-build selection procedures, Phase One focuses on evaluation of the Design-Build Team in accordance with the Phase One evaluation factors identified in the solicitation and selection of offerors to participate in Phase Two. Price proposals, including labor rates and other price-related information, are not required and shall not be submitted during Phase One.

The applicable wage determinations for Building and Heavy will be provided with the Phase Two solicitation materials to those offerors invited to participate in Phase Two. Wage determinations are also publicly available through SAM.gov. Offerors invited to Phase Two will be provided sufficient proposal preparation time to obtain subcontractor and supplier pricing and prepare their Phase Two proposals in accordance with the Phase Two solicitation requirements.

4 Solicitation L-3 and L-10 Will the Government provide a question period for offerors invited to Phase Two? Phase Two carries the design concept, schedule, and price submissions, and the current schedule provides only one opportunity to submit questions.

A: Yes. Phase Two submission requirements, proposal due dates, and instructions will be provided to those Offerors invited to participate in Phase Two. The Phase Two solicitation will also provide a question-and-answer period during which invited Offerors may submit questions regarding the Phase Two requirements.

The Government reserves the right to contact references or other sources to verify, clarify, or supplement the past performance information provided.

Amendment 03

14 SOW 1.2.2; At03E Codes and Standards; At02A

The building is a 1982 Type V structure. The Concept Package notes that existing gable ends contain no vertical framing and require new infill framing, in addition to new continuous exterior insulation, new cladding, and reconstructed roof overhangs. At03E requires an IEBC Level of Alteration analysis and ASCE/SEI 7-22. Does the Government anticipate that the level of alteration will trigger a structural or seismic upgrade of the existing building? Is any existing structural condition assessment available?

A: The Government anticipates that the addition/alteration may trigger a structural or seismic upgrade of the existing building in accordance with IEBC Alteration Level 3 and IBC relevant codes based on available as-built drawings and Concept Package drawings. Revise Statement of Work paragraph 4.3.5(2) to add verbiage “…recommend structural upgrades (if necessary and in accordance with Code requirements) to the existing building based on existing gravity and lateral load resisting systems,…”

15 SOW 3.9.1 SOW 3.9.1 requires compliance with 10 CFR Part 433, ASHRAE 90.1-2019 Appendix G modeling, and a proposed building consuming 30 percent less energy than baseline. That regulation is written for new federal buildings and major renovations. Does the 30 percent requirement apply to the full renovated building of approximately 17,371 SF, or only to the 1,051 SF addition? If it applies to the full building, please confirm the Government accepts that the existing envelope, orientation, and structure constrain the achievable result.

A: DOE COMcheck modeling is required to demonstrate the proposed building design reduces energy usage towards the target of 30% less than the modeling baseline building. If 30% target reduction is not life-cycle cost effective, the building design shall be modified to achieve energy consumption that is at or less than the maximum consumption of energy that is life cycle cost effective.

16 At03A D4010; At02B The 1982 drawings provided in At02B do not show an automatic sprinkler system.

Specification D4010 requires hydraulically designed NFPA 13 wet-pipe systems. Please confirm that a complete new sprinkler system is required throughout the existing 16,320 SF plus the addition. If hydrant flow testing shows the available water supply is inadequate, are a fire pump, storage tank, or water main upsizing within DBC scope and price? Please provide any recent fire flow test data for the site.

A: Within the At02B__ExistingConstructionDrawings drawing set Sheet 1/15, the Government understands the original building is listed as a Construction Type V 1-HR building in the original building code. This construction type is generally equivalent to VA in the 2024 IBC/IEBC. Core strategies evident in the original drawing set to achieve V 1-HR criteria include 1-HR rated structural members (columns, primary beams, et al), employing a 1HR fire rated suspended ceiling, and rating the penetrations through the 1HR ceiling. The Government requires an ICC/IBC/IEBC Alteration Level 3 compliant solution but also seeks innovation by the DBC to achieve best performance and best value for the Government.

The IEBC Section 503.1 General requires that “Alterations to any building or structure shall comply with the requirements of the International Building Code for new construction. alterations shall be such that the existing building or structure is not less complying with the provisions of the International Building Code than the existing building or structure was prior to the alteration, except that the structural elements need only comply with Sections 503.2 through 503.12.”

Considering IEBC Section 503.1, the Government will entertain the following three options for compliance, subject to documentation and code citations proving compliance and viability within the Schematic Design submittal, and subsequently approved by the Government:

1. Replicate the original fire protection design strategy, including suspended 1HR acoustical tile ceiling with rated penetrations, with VA 1HR rated structure, with rated corridors, other elements as may be required, etc.

2. Potentially modifying the original fire protection strategy to eliminate the 1HR fire rating at the acoustical tile ceiling and move the rated assembly to immediately below the existing roof trusses, with rated penetrations. Considering also improvements necessary to rate the columns and primary structural elements per IBC VA requirements, rated corridors, other elements as may be required, construction costs, etc.

3. Replace the above strategies with the installation of NFPA 13 fire protection sprinkler system, re-designate the building as IBC Ch 6 Construction Type VB, to allow the building to meet the VB maximum allowable area limitations set forth in IBC Ch 5, potentially eliminating fire ratings at corridors. Considering also the availability of site fire flow, water pressure, and construction costs. No data pertaining to the existing municipal water supply is currently available.

17 SOW 3.7; At03A D7010; At03B Chapter 4

SOW 3.7 references a PoE camera system as needed per Facility Security Level assessment, and D7010 requires a FICAM compliant PACS from the GSA Approved Product List installed by a CSEIP contractor. Has an FSL determination or Security Risk Assessment been completed for this facility, and will it be provided to offerors? Please confirm whether the At03B Chapter 4 perimeter requirements are in scope, including the 20 foot standoff perimeter fence, vehicle resistant components, clear zones, and security glazing, or whether scope is limited to building level access control and cameras at the District Office Building. Please also confirm whether the DBC provides PACS head end and server equipment or ties into an existing BLM system.

A: Scope is limited to building level improvements identified in the Statement of Work, Concept Package, and Technical Specifications.

18 At05 ACM Survey; SOW 1.2.2 The ACM survey is dated July 1, 2015, covers only accessible materials in Building L1440784, and identified a single ACM consisting of approximately 450 SF of vinyl sheet flooring and associated mastic in Rooms 107 and 115. The scope of work includes removal of all roofing, all interior finishes, drop ceilings, and portions of exterior walls. Will the Government provide an updated comprehensive or destructive pre-demolition survey, together with a lead based paint, PCB ballast, and mercury lamp inventory, or is that effort DBC scope? If additional regulated materials are encountered during demolition, will they be addressed as a differing site condition under FAR 52.236-2 or carried at DBC risk?

A: The DBC shall be responsible for abating known ACM materials in the contract. The DBC shall conduct all remaining hazardous materials testing, including those mentioned above, and submit a report to the Government. Should additional hazardous materials be identified, removal will be addressed as a modification to the contract.

19 SOW 1.1 and 1.2.2; At05 The Overview states the ESI Mobile (L1440968) will be removed from the site, but SOW 1.2.2 addresses only Office Building construction items. Please confirm whether removal is DBC scope, whether the unit is to be demolished and disposed of or relocated, whether the unit becomes DBC property, who performs utility disconnection, and whether a hazardous materials survey will be furnished, since At05 does not cover this asset.

A: At02A, sheet AS-101 identifies the location of the ESI mobile to be removed. Statement of Work section 1.1 requires removal of the ESI mobile. Investigations, coordination, design, utility disconnection, removal, and disposal are the responsibility of the DBC. All demolished and removed material, including the mobile, becomes the property of the DBC for removal off the site. Attached is an asbestos containing material survey prepared in 2015, no further surveys or data is available for the mobile.

20 SOW 3.8.1 and 3.8.2 The SOW directs the DBC to presume a net of 40 usable workstations from the Troutdale storage facility and 15 from the Vale storage building, and states the DBC is not required to purchase supplemental major components. If cataloging during PD/SD identifies fewer usable units or missing major components than presumed, how will the shortfall be resolved? Please confirm the Government will address the difference by contract modification, and please provide any existing inventory or condition documentation so it can be reflected in Phase Two pricing.

A: Statement of Work, section 3.8 outlines the responsibilities of the Government and the DBC related to systems furniture. The requirement is for the DBC to net 40 workstations from Troutdale source and 24 workstations from the Vale source. This includes the reconfiguration and modification of system components to allow integration with the project facility as described in the Statement of Work, including additional fasteners, hardware, electrical components and other incidentals required to complete installation. The Government confirms that if cataloging during the PD/SD phase identifies fewer usable units or missing major components than presumed in the solicitation, any resulting shortfall will be addressed, as appropriate, through a modification to the contract.

21 SOW 3.8.3 SOW 3.8.3 assigns the remaining 22 modular workstations to a separate Government procurement. What is the anticipated award and delivery date for that contract? If delivery lags the DBC construction schedule, will the DBC be granted a time extension, and will the Government accept substantial completion with those workstations outstanding?

A: The anticipated award and delivery dates for the Government’s separate procurement of the remaining 22 modular workstations are not known at this time.

The DBC shall coordinate its work and schedule, as necessary, with the Government and the Government’s separate workstation vendor to facilitate delivery and installation. The Government will provide available schedule information for the separate procurement as it becomes known.

If delivery of the Government-furnished workstations is delayed beyond the date necessary to support the DBC’s approved construction schedule, the Government will evaluate the impact to the contract schedule and determine whether an adjustment to the contract completion date is warranted in accordance with the terms and conditions of the contract.

A delay in delivery or installation of the 22 workstations resulting solely from the Government’s separate procurement will not, by itself, preclude the Government from determining the project substantially complete, provided the DBC has otherwise satisfied the requirements for substantial completion and any remaining work does not prevent the Government from occupying or using the facility for its intended purpose. The Contracting Officer will make the determination of substantial completion based on the circumstances existing at that time.

22 SOW 4.3.6; Solicitation Section B SOW 4.3.6 establishes HVAC system selection through an Energy Life Cycle Cost Analysis performed after award, while Phase Two requires a firm fixed lump sum price. Will the Government establish a basis of design system for pricing purposes, or will it accept an offeror stated basis of design with equitable adjustment if the ELCCA outcome directs a materially different system?

A: For proposal and pricing purposes, the HVAC basis of design shall be a Variable Refrigerant Flow (VRF) system with a Dedicated Outdoor Air System (DOAS).

The DBC shall perform the Energy Life Cycle Cost Analysis (ELCCA) after award in accordance with SOW Section 4.3.6. If, based on the results of the ELCCA, the Government directs implementation of an HVAC system that is materially different from the established VRF/DOAS pricing basis, the resulting change will be addressed by modification to the contract.

23 At03A D3020 The specification requires control system graphics to reside on the BLM Metasys ADX server and a BACnet MS/TP router for connection to the Metasys supervisory controller. Please confirm that Johnson Controls Metasys is a required proprietary basis of design, confirm that a Johnson Controls authorized branch is acceptable as the controls contractor, and identify the BLM IT point of contact and process for server access and point binding.

A: Metasys is a proprietary building automation software of Johnson Controls Building Solution. The Government uses this software to satisfy public law 110-140 Section 431 and 10 CFR433 and 10 CFR 435. BLM has a procedure to follow for the integration of the Metasys system at the site to the server.

1. Contractor programs the IP address and connects the SNE to the BLM network switch onsite (thus connecting it to the BLM Production Network).

2. Contractor and BLM COR create a Microsoft “Teams Meeting” so that an export of the current database can be shared (if necessary). If file is too large for “TEAMS” then the contractor creates a drop box for BLM IT to access and BLM IT places the file in the drop box.

3. Contractor develops graphics/programming offline.

4. Contractor conducts a quick review session with Government personnel for the draft graphics and programming (to ensure they are correct before integration; we understand that the graphics will not be live).

5. Contractor sends graphics files via “TEAMS” to Government personnel in preparation for integration. If file is too large for “TEAMS” then the contractor creates a drop box for BLM IT to access and the contractor places the file in the drop box.

6. Contractor/BLM IT schedule a date for the graphics integration screen share session (past integrations of new buildings typically take 3-4 hours). The BLM IT person completes the integration with direction from the Contractor:

a. Create a backup of the database for archival

b. Upload the new graphics files

c. Discover the new SNE

d. Bind points

e. Authorization Category changed to Tooele Air Center for all points (this is because of how we allow BLM users to see only their facilities)

f. Create an export of the database

g. The existing map graphic which will need to be updated to show this location.

BLM IT can provide a export of Metasys server, allowing access to this map graphic file for updating. However, this graphic may be able to be edited manually during the integration session with the BLM IT person.

24 At03A D4010.6, E1060, and general

Specification Section D4010.6.A.6 references NFPA 13 compliant riser assemblies for a Fire Station and NFPA 13R compliant riser assemblies for Crew Quarters, and Section E1060 addresses Residential Equipment. Please confirm whether these are template holdovers from another project and identify which sections apply here. Multiple sections also cite Section 1030 Project Criteria and Section 2300 Design Project Criteria, neither of which appears in At03A.

Will those sections be provided?

A: Revise as follows:

1. Within the Technical Specifications attachment At03A_Specifications, replace all references to incorrect Section 2300 Design Project Criteria to the correct references Section 1030 Project Criteria. 1030 Project Criteria begins on pdf page 9 in attachment At03A, is also pdf bookmarked.

2. Section D4010; page 3 D4010.6 SYSTEM COMPONENTS; A.6. Riser Assemblies-replace this paragraph with the following:

a. “6. Riser Assemblies: Factory-built NFPA 13 compliant fire sprinkler riser assembly, with flow switch, pressure gauge and gauge valve, and test and drain valve. The flow switch shall be connected to fire alarm system to provide an alarm for remote annunciation, and a weatherproof horn/strobe shall be installed on the front of the building to provide a local alarm annunciation for a sprinkler flow condition.”

3. Section E1060 Residential Appliances- This section does correctly apply to this project, for the residential equipment refrigerators and dishwasher located in the Break Room.

25 FAR 52.236-21 Alt I; At01, At02A, At03A

Please confirm the order of precedence among the Statement of Work, the Concept Package, the Specifications, and the standards in At03B through At03E. The Concept Package is labeled schematic and not a completed design, while FAR 52.236-21 Alternate I provides that specifications govern over drawings.

A: At02A, the Concept Package, is schematic in nature and is not intended to constitute a complete design or capture all programmatic requirements necessary for the completed project.

The DBC remains responsible for developing a complete and coordinated design, ensuring compliance with all applicable codes and standards, and coordinating with the BLM to satisfy the Government’s programmatic and functional requirements.

The solicitation documents are intended to be read as a whole and as complementary requirements. If an offeror identifies a specific conflict, discrepancy, or ambiguity among the Statement of Work, Concept Package, Specifications, or At03B through At03E, the offeror shall identify the specific provisions in question to the Government prior to the solicitation closing date. The Government will review the identified conflict and provide clarification or amend the solicitation, as appropriate.

FAR 52.236-21, Specifications and Drawings for Construction, including Alternate I, is applicable to the construction phase and establishes the normal order of precedence for inconsistencies between construction drawings and specifications, under which the specifications govern. The clause is not intended to establish an order of precedence among the Statement of Work, the schematic Concept Package, and the applicable codes and standards identified in At03B through At03E.

26 SOW 1.2.1 and 7.1 Based on the SOW 7.1 milestones, temporary facilities appear to be required from approximately day 280 through day 700, more than 13 months spanning two winters. Please confirm this assumption. Will the Government consider a phased, in place construction approach that reduces or eliminates the need for temporary facilities? Please also confirm whether DBC scope includes BLM data and network cabling into the temporary facilities and relocation of BLM IT equipment, and confirm that 20 full time employees is the correct temporary office count given a Table of Organization showing 86 personnel.

A: The construction period identified in SOW 7.1, approximately Day 280 through Day 700, is confirmed. However, this period establishes the applicable project milestones and does not require the DBC to utilize the entire duration for construction activities requiring temporary facilities. The DBC may propose an accelerated construction schedule, provided all contract requirements, required milestones, and applicable coordination requirements are satisfied.

Accordingly, the actual duration for which temporary facilities are required may be reduced based on the DBC’s proposed means, methods, sequencing, and approved project schedule.

At this time, the Government does not intend to allow a phased, in-place construction approach as an alternative to the temporary facilities required by the solicitation. Offerors shall prepare their proposals based on the temporary facility requirements established in the solicitation.

The DBC shall be responsible for connection of temporary facilities to the BLM IT system.

Reference Statement of Work section 1.2.1 for the space, number of employees, and number of visitors that will need to be accommodated in temporary facilities. It is confirmed that this differs from the total employee count shown in the table of organization.

27 SOW 1.2.1 SOW 1.2.1 directs the DBC to move packed contents into the adjacent warehouse. Please confirm the warehouse will be available for the full construction duration, is secure and weather protected, and has adequate capacity for the contents of a 16,320 SF office building including high density file storage.

A: The Government will provide onsite storage facilities for the duration of the construction period. This will likely be a combination of existing warehouse space and storage boxes rented by the Government.

28 SOW 4.3.2 and 4.3.5; At02B SOW 4.3.5 states that as-built construction drawings of the existing facility are provided and shall be reviewed, and references review of existing geotechnical and soils reports. At02B contains 16 sheets of 1982 architectural, structural, and telephone and signal drawings only. No mechanical, plumbing, electrical, or fire alarm as-builts and no geotechnical report were provided. Please furnish any additional as-built drawings, post 1982 renovation records, roofing history, and any existing geotechnical or soils report, or confirm that none exist and that a new geotechnical investigation is DBC scope under SOW 4.3.2.

A: No additional drawings, investigations, or reports are available beyond the information provided with the solicitation or amendments. The DBC is responsible for conducting a geotechnical investigation as outlined in the Statement of Work.

29 At03C; At03D; At02A G-200;

SOW 4.3.4

The Table of Organization shows 86 personnel. The renovated building totals approximately 17,371 gross SF, which exceeds the DOI standard of 150 usable SF per person in At03C. SOW

4.3.4 requires the DBC to demonstrate compliance with BLM space policy. Please confirm the Government accepts the existing building footprint as constructed, or identify the waiver or exception the DBC should cite in the space utilization analysis.

A: The space calculation provided within attachment At02A includes office, tare, and exempt space which complies with the space utilization standards.

30 Solicitation Section I; SOW 5.0 Please confirm whether the DBC and its subcontractors must hold Oregon Construction Contractors Board registration and applicable Oregon trade licenses at the start of construction, including Oregon DEQ asbestos abatement licensing, and confirm whether the Vale District compound is subject to concurrent or exclusive federal jurisdiction.

A: Per Statement of Work (SOW) Section 3.2, the Bureau of Land Management (BLM) will serve as the Authority Having Jurisdiction (AHJ) for this project; therefore, a building permit is not required. Notwithstanding BLM's role as AHJ, certain portions of the work may require coordination with applicable State or local agencies, including, but not limited to, utility service approvals.

In accordance with FAR 52.236-7, Permits and Responsibilities, the Contractor is responsible, without additional expense to the Government, for obtaining any necessary licenses and permits and for complying with applicable Federal, State, and municipal laws, codes, and regulations in connection with the performance of the work.

Accordingly, the DBC and its subcontractors are responsible for obtaining and maintaining all contractor and trade licenses, registrations, certifications, permits, and other authorizations applicable to their respective scopes of work, including applicable requirements for asbestos abatement activities, prior to performing work for which such credentials or authorizations are required.

BLM's designation as the project AHJ does not waive or supersede otherwise applicable contractor or trade licensing requirements.

31 At03A G4010.2.C.3 Specification G4010.2.C.3 requires the DBC to obtain DarkSky certification. Please confirm whether formal DarkSky International certification is required, or whether compliance with 2024 IgCC Section 501.3.6 lighting criteria satisfies the requirement.

A: BLM Technical Note 457. Night Sky and Dark Environments: Best Management Practices for Artificial Light at Night on BLM-Managed Lands.

Outdoor lighting at night is considered essential to modern human life. It allows us to safely extend our daytime activities into the night hours. Without proper precautions, the addition of artificial light at night can change the natural night sky conditions and affect scenic, historic, cultural, scientific, recreational, and ecological values that depend on darkness and dark night skies. The mission of the Bureau of Land Management (BLM) is to sustain the health, diversity, and productivity of the public lands for the use and enjoyment of present and future generations. BLM-managed lands provide differing types of activities, developments, and visitor services that include outdoor lighting where appropriate to provide for worker and visitor safety, security, and enjoyment. Due to growing public concern and research available about light pollution, this technical note provides a set of best practices for outdoor lighting. The information comes from research and practical experience published by industry and other sources and provides knowledge on the relationships between dark night skies and scenic, historic, cultural, scientific, recreational, and ecological values. This technical note provides an easy reference for a variety of ways the BLM can protect night skies and dark environments by reducing or avoiding sources of light pollution from BLM-managed lands to maintain visible clarity of night skies and ensure a healthful dark environment for wildlife and people.

All exterior fixtures shall carry the certificate from Dark Sky International.
