About this opportunity

This is not a set-aside procurement.
The project involves renovation of an existing 16,320-square-foot office building constructed in 1982, removal of a 1,400-square-foot detached modular facility, and construction of a new 1,051-square-foot addition on the building front. Total conditioned space will reach 17,371 square feet. The Design-Build Contractor must provide all investigation, survey, design, engineering, demolition, construction, temporary facilities, and commissioning services. The facility accommodates 86 personnel across multiple office suites and serves public use and visitor services functions.
Work must comply with the 2024 International Building Code, 2024 International Plumbing Code, 2024 International Mechanical Code, National Electrical Code, ABA Accessibility Guidelines, and 10 CFR Part 433 energy performance requirements (ASHRAE 90.1-2019 baseline with 30% energy improvement). All architectural and engineering services must be performed by licensed professionals registered in Oregon. Key scope includes selective interior reconfiguration, modernization of HVAC, plumbing, electrical, lighting, data and communications systems, roofing replacement, and site improvements including new entry portico, flagpole, and landscaping. The contractor must provide temporary accommodations for up to 20 employees during construction and ensure continuity of data and communications to other campus buildings.
The anticipated period of performance is 720 calendar days from Notice to Proceed, estimated December 2026. Bonding capacity of approximately $5.5 million to $6 million is anticipated. NAICS code 236220 applies; small business size standard is $45.0 million. Responses should address company information, business classification and relevant certifications, design-build experience, bonding capacity, and optional feedback on draft specifications.
