About this file

This is a Request for Information (RFI) and Amendment 02 for a two-phase design-build solicitation issued by the Bureau of Land Management for the GAOA Vale District Office Renovation & Addition project (Solicitation No. 140L0626R0009). The document contains clarifications and answers to 13 questions submitted by potential offerors regarding Phase One and Phase Two requirements.

Key clarifications address critical project parameters and submission requirements. The total period of performance is 720 calendar days, with final design construction documents due by day 280, pre-construction meeting by day 300, and construction completion by day 700 (providing 420 calendar days for construction). The Government's estimated total project budget is $5.5M to $6M inclusive of design and construction, presented as a design-to-budget range rather than a not-to-exceed ceiling; proposals exceeding $6M will be evaluated for reasonableness under FAR 15.404-1. Phase One focuses on evaluation of Design-Build Team qualifications with maximum five relevant projects submitted (combination of design and/or construction projects at offeror's discretion completed within five years or currently ongoing). Phase Two will include a question-and-answer period and will provide applicable wage determinations for Building and Heavy trades. Clarifications confirm that organizational charts may be submitted as separate exempt pages in 8.5 x 11-inch format, covers and tables of contents do not count toward page limitations if they contain no substantive content, previously completed Past Performance Questionnaires are acceptable if substantially equivalent to solicitation requirements, and experience of individual Key Personnel gained at predecessor companies will be considered in Phase Two evaluation only.

Amendment 02

1 SOW 7.1 and 7.10 SOW 7.1 shows Construction complete at 700 calendar days and As-Constructed Drawings at

720. SOW 7.10 states construction shall be completed no later than 300 calendar days after final design documents are completed, and Final Construction Documents are due at day 280, which computes to day 580. The Pre-Construction Meeting milestone is day 300. Please confirm which provision governs and confirm the number of calendar days available for construction.

A: The Government acknowledges the inconsistency. The total period of performance is 720 calendar days. The breakdown shown within Statement of Work section 7.1 outlines key milestones. Final design construction documents shall be completed 280 calendar days into performance, pre-construction meeting is due 300 calendar days into performance, construction shall be completed 700 calendar days into performance. SOW Section 7.10 is corrected by amendment to align with the project schedule in SOW Section 7.1. Construction shall be completed by day 700 into the project, allowing 420 calendar days after final design documents are completed.

2 Solicitation L-13 and Section B L-13 states a total budget, inclusive of design, of $5.5M to $6M. Is this a not-to-exceed ceiling or a planning estimate? Will a Phase Two proposal exceeding $6M be found unacceptable, or evaluated for reasonableness under FAR 15.404-1?

A: The stated $5.5M to $6M budget represents the Government’s estimated total project budget, inclusive of design and construction, and is provided as the design-to-budget range for development of the Phase Two proposal. It is not a not-to-exceed ceiling; however, offerors are expected to develop a design and construction approach that can be accomplished within the stated budget.

A Phase Two proposal exceeding $6M will not be deemed unacceptable solely on that basis.

Proposed prices will be evaluated in accordance with the solicitation and applicable FAR requirements, including price reasonableness under FAR 15.404-1, as applicable. The Government is under no obligation to make an award at a price exceeding available funding or at a price determined not to be fair and reasonable.

3 Solicitation Section J Wage Determination OR20260093 (Building) is listed as a Phase Two attachment. Please release the wage determination with the Phase One amendment so that offerors can validate labor pricing assumptions. Please also confirm whether any Heavy or Residential wage determination applies to site work or to removal of the ESI Mobile.

A: Consistent with the two-phase design-build selection procedures, Phase One focuses on evaluation of the Design-Build Team in accordance with the Phase One evaluation factors identified in the solicitation and selection of offerors to participate in Phase Two. Price proposals, including labor rates and other price-related information, are not required and shall not be submitted during Phase One.

The applicable wage determinations for Building and Heavy will be provided with the Phase Two solicitation materials to those offerors invited to participate in Phase Two. Wage determinations are also publicly available through SAM.gov. Offerors invited to Phase Two will be provided sufficient proposal preparation time to obtain subcontractor and supplier pricing and prepare their Phase Two proposals in accordance with the Phase Two solicitation requirements.

4 Solicitation L-3 and L-10 Will the Government provide a question period for offerors invited to Phase Two? Phase Two carries the design concept, schedule, and price submissions, and the current schedule provides only one opportunity to submit questions.

A: Yes. Phase Two submission requirements, proposal due dates, and instructions will be provided to those Offerors invited to participate in Phase Two. The Phase Two solicitation will also provide a question-and-answer period during which invited Offerors may submit questions regarding the Phase Two requirements.

Solicitation

Page Count Clarification: Please confirm that covers, section dividers, and tables of contents used solely to organize proposal content will not count toward the page limitations, provided they do not contain narrative text, graphics, project information, or other material subject to evaluation.

A: Confirmed. Covers, section dividers, and tables of contents used solely to organize the proposal will not count toward the applicable page limitations, provided they do not contain narrative, graphics, project information, or other substantive information subject to evaluation.

Factor 2 - Design-Build Team: This section requires respondents to provide an organizational chart including all key design disciplines and construction trades, roles, lines of authority, responsibility, and communication. Please clarify whether the organizational chart is included within the five-page limitation or may be provided as a separate, exempted page.

A: The organizational chart required by this factor may be provided as a separate page and will not be included in the page limitation.

Factor 2 - Design-Build Team: This section requires respondents to provide an organizational chart including all key design disciplines and construction trades, roles, lines of authority, responsibility, and communication. May the Organizational Chart be provided in an 11x17 format, and if so please confirm that it will count as one page.

A: No. The Organizational Chart shall not be submitted in 11 x 17 format and shall comply with the solicitation’s 8.5 x 11-inch page format requirements. The Organizational Chart may be provided as a separate page and is excluded from the applicable page limitation. Any additional narrative or information beyond that required for the Organizational Chart is subject to the applicable page limitation.

Factor 3 - Design-Build Team Experience: The Solicitation requests submission of five (5) relevant projects; however, the Experience Project Data Sheet seems to be requesting five construction projects and five design projects. Please confirm that respondents should submit a maximum of five (5) total projects rather than five (5) construction projects and five (5) design projects.

A: Confirmed. The Solicitation does not require submission of five (5) construction projects and five (5) design projects. Offerors shall submit a maximum of five (5) relevant projects total. The five projects may consist of design projects, construction projects, or a combination of both, at the Offeror’s discretion.

Factor 4 - Design-Build Team Past Performance: To reduce the administrative burden on Owner personnel and references associated with completed projects, would the Government accept previously completed Past Performance Questionnaires (PPQs), provided the information requested is substantially the same as the information contained in the PPQ included with Solicitation?

A: Yes. The Government will accept previously completed Past Performance Questionnaires (PPQs), provided the information is substantially the same as that requested in the PPQ included with the Solicitation and is relevant to the project being submitted. The Government reserves the right to contact references or other sources to verify, clarify, or supplement the past performance information provided.

L-9 VOLUME 3: TECHNICAL QUALIFICATIONS, (b) FACTOR 3 – DESIGN-BUILD

EXPERIENCE

Would BLM consider increasing the timeframe for “relevant projects completed within the last (5)” years to relevant projects completed within the last (10) years?

A: No. The Government will not extend the timeframe for relevant projects from five (5) years to ten (10) years. Offerors may submit relevant projects completed within the five (5)-year period specified in the Solicitation, as well as relevant projects that are currently ongoing.

L-9 VOLUME 3: TECHNICAL QUALIFICATIONS, (b) FACTOR 3 – DESIGN-BUILD

EXPERIENCE

Is the intent to have (5) relevant projects for the proposed contractor and (5) relevant projects proposed design firm for a total of 10 projects?

A: No. Offerors shall submit a maximum of five (5) relevant projects total that best represent the experience of the proposed Design-Build Team. The projects may demonstrate the experience of the contractor, design firm, or the Design-Build Team working together, in any combination, at the Offeror’s discretion.

L-9 VOLUME 3: TECHNICAL QUALIFICATIONS, (b) FACTOR 3 – DESIGN-BUILD

EXPERIENCE

Will BLM consider the experience of proposed key team members gained while working with predecessor companies?

A: No, not for purposes of the Phase One Experience factor. Experience performed by individual team members while employed by previous employers will not be considered as experience of the firms proposed for this procurement. Phase One firm experience stays with the firm; therefore, submitted Phase One project experience shall be attributable to the proposed Design-Build Team firms.

Individual Key Personnel experience will be evaluated in Phase Two. For purposes of the Phase Two Key Personnel factor, relevant experience gained by proposed Key Personnel while employed by previous employers may be considered, provided the experience is attributable to the individual and otherwise meets the Phase Two solicitation requirements. Phase Two individual experience stays with the individual and will be considered in the evaluation of the proposed Key Personnel and, accordingly, as part of the overall evaluation of the Offeror’s proposal.

L-9 VOLUME 3: TECHNICAL QUALIFICATIONS, (c) FACTOR 4 – DESIGN-BUILD

TEAM PAST PERFORMANCE

Will BLM consider accepting PPQs prepared and submitted by customers for previous solicitations? It is our experience that it can be difficult for customers to find the time to respond and submit these during the weeks leading up to fiscal year end.
