About this opportunity

The Department of the Interior, Bureau of Land Management, Montana State Office seeks proposals for reestablishing approximately 13 miles of roadway across Gyp Springs and Helt Roads in Carbon County, Montana, with proposals due August 21, 2026. This is a Total Small Business Set-Aside with a firm fixed-price, single award structure and estimated magnitude between $500,000 and $1,000,000.

Place of performance is Carbon County, Montana, approximately 30 miles southeast of Bridger. Work includes grading, excavation, embankment construction, crushed aggregate surfacing, erosion control, seeding, and topsoil placement, all performed according to federal specifications modeled after FP-24 standard highway construction specs and incorporating AASHTO, ASTM, Montana Department of Transportation, MUTCD, and OSHA standards. The prime contractor must perform a minimum of 15 percent of general construction costs with its own employees; no more than 85 percent of contract performance costs excluding materials may be subcontracted to non-similarly-situated entities. Construction wage rate requirements apply under the Davis-Bacon Act.

The contract period runs from September 4, 2026 through May 7, 2027, with work commencing within 10 calendar days of receiving the notice to proceed and completion within 263 days. Performance and payment bonds are required within 10 days of award. Questions are due August 10, 2026 at 1:00 p.m. Mountain Time. The NAICS code is 237310, Highway, Street, and Bridge Construction. Evaluation weighs past performance significantly more importantly than cost, and the Government intends award without discussions. Offerors must be registered in SAM at proposal submission and award, and submit invoices through the Invoice Processing Platform. An organized site visit was held July 22, 2026 in Warren, Montana; the Government strongly urges offerors to inspect the site. Amendment 0003, effective August 19, incorporated technical clarifications on roadway dimensions, aggregate sourcing, compaction testing minimums, erosion control methods, and water sourcing for aggregate conditioning.
