About this file
This document is Amendment 0003 to a Bureau of Land Management (BLM) solicitation for road construction and maintenance services. The solicitation is administered by BLM MT-State Office (MT935) in Billings, Montana, with an effective date of August 19, 2026. The contract ID is 140L3626R0001, and the period of performance runs from September 4, 2026 to May 7, 2027.
The amendment incorporates questions and answers from interested offerors addressing project-specific technical requirements. Key clarifications include: the finished roadway top width is 15 feet with 2-foot-wide ditches on each side; protruding rocks in the existing road base may be left in place if covered by newly placed aggregate (no more than ½ inch of designed thickness); locally sourced crushed limestone with 12 percent material passing the No. 200 sieve is approved despite specifications calling for 2-8 percent; and contractors are responsible for quality control (QC) testing while the BLM conducts quality assurance (QA) testing. Compaction testing is required at a minimum of one test per 1,000 linear feet, with placed aggregate achieving 92 percent maximum dry density. The project requires erosion control measures (straw wattles preferred), seeding in disturbed areas outside the finished roadway, and turnaround construction only with prior BLM approval. Water for aggregate conditioning is unavailable onsite; contractors must secure sources independently, with previous contractors connecting to fire hydrants in Frannie, Wyoming. Approved aggregate sources include the nearby limestone quarry and Frost Rock Products. Offerors must acknowledge receipt of this amendment prior to the offer submission deadline.

New Questions & Answers
1. On the existing road, there are larger rocks that are protruding through the existing road base on the majority of the route. The plans call for a 3 percent cross slope, however this could be achieved a few different ways. Are we to install road base on top of these areas to achieve grade? Are we to excavate this material and fill with suitable material? Please advise The BLM interprets that some of those rocks will be removed/broken down during the site preparation grading. It would be allowable to install aggregate over those rocks even if they stick up some (no more than ½ the designed aggregate typical thickness) into the newly placed aggregate. This was considered in the design and why this is roughly the areas of the 6" typical section. Additionally, it will be the Contractors means and methods on how to achieve this work.
2. The approved source for the crushed limestone at the nearby limestone quarry said that their material is usually around 12% on the No. 200 sieve......but the specs say it needs to be between 2-8. The ammendment for the project claims that this material would be suitable for the bid. Would this material be acceptable for the work considering the differentiation on the No. 200 Sieve? Please advise.
The BLM will work with contractors on securing local nearby aggregate sources and can modify the gradations. The local limestone source is an approved mix that has been used on past projects. The No.
200 sieve at 12 will be approved if this source is proposed.
3. It appears that materials testing is the responsibility of the contractor, is this the case? Or are you seeking QA testing?
Yes. This is the responsibility of the Contractor. We are seeking Contractor QC testing in the bid. The BLM will conduct their own QA testing, as needed.
Question 1 Is there a water source onsite for conditioning the road aggregate?
Answer 1 No. There is no water source available onsite for conditioning the aggregate. Contractors on previous projects in the area have obtained water by connecting to a fire hydrant in Frannie, Wyoming.
Question 2 Would aggregate supplied from a nearby limestone quarry be acceptable?
Answer 2 Yes. Aggregate supplied from the nearby limestone quarry is an approved source. The other approved aggregate source in the area is Frost Rock Products.
Question 3 What is the required finished top width of the roadway?
Answer 3 The finished top width of the roadway shall be 15 feet, as shown in the roadway typical sections on Sheet 23 of the plan set. The project also includes construction of a 2-foot-wide ditch on each side of the roadway. Vegetation removed during ditch construction shall be bladed to the back of the construction limits and wasted onsite.
Question 4 Can turnarounds be constructed?
Answer 4 Yes. Turnarounds may be constructed but must receive prior approval from the BLM. Several existing turnarounds are located at trailheads along the project corridor, and use of these existing locations is preferred whenever practical.
Question 5 Is compaction testing required for this project?
Answer 5 Yes. Compaction testing of newly placed aggregate is required. Section 300, Page 300-2, of the project specifications requires a minimum of one compaction test per 1,000 linear feet of roadway.
The placed aggregate shall achieve a minimum of 92 percent of the maximum dry density.
Question 6 Are erosion control measures required?
Answer 6 Yes, although erosion control requirements are expected to be minor. Erosion control measures should be implemented at the few small head cuts adjacent to the roadway where disturbance could result in sediment transport. Straw wattles are BLM’s preferred best management practice for this project.
Question 7 Is seeding required?
Answer 7 Yes. Section 700, Page 700-2, of the project specifications contains the seeding requirements.
Seeding shall be limited to disturbed areas outside the finished top width of the roadway and other areas disturbed by construction.
