About this opportunity
The Bureau of Land Management seeks quotes for road maintenance and reconstruction on approximately 9 miles of BLM Roads 0105 Soap Gulch and 0115 Soap Gulch Spur in Silver Bow County, Montana, with quotes due June 22, 2026. This is a Total Small Business Set-Aside under NAICS 237310 with a small business size standard of $45 million.
Place of performance is Silver Bow County, Montana, between Butte and Dillon. Work includes clearing and grubbing, road reconstruction, road widening to 12–14 feet, drainage improvements, culvert installation (corrugated metal pipe and arch types ranging 18–46 inches in diameter), dip construction, fence work, cattle guard replacement, kiosk installation, and roadside vegetation management. An organized site visit is scheduled for May 12, 2026, at 10:00 a.m. Mountain Time.
The contractor must commence work within 10 calendar days after receiving the notice to proceed and complete all work within 90 calendar days. The overall period of performance extends from award through August 31, 2027, with no construction work permitted between August 31, 2026, and January 1, 2027. Road closures are permitted with maximum consecutive closure periods of 14 calendar days for one section and 7 calendar days for a second section, provided both sections are not closed simultaneously and 10 calendar days' advance written notice is given.
Estimated project magnitude is between $250,000 and $350,000 as a firm fixed-price contract. The contractor must provide performance and payment bonds, a bid guarantee equal to 20 percent of the bid price or $3 million (whichever is less), and liability insurance with minimum coverage of $100,000 workers' compensation, $500,000 general liability, and $200,000/$500,000/$20,000 automobile liability. Prevailing wage rates apply under General Decision MT20260080. Evaluation is based on prior demonstrated experience (significantly more important than price) and pricing, with award to the responsible quoter whose quote is most advantageous to the Government. Quotes are submitted to Jorge Alvarez at the BLM Montana State Office, with questions due June 15, 2026.
