Description of Changes - This amendment incorporates the following information:
1. Extends the solicitation due date to 22 June 2026, 1:00PM Mountain Time.
2. Extend the question due date to 15 June 2026, 1:00PM Mountain Time.
3. The sign in sheet from the site visit.
4. The Government is providing the Questions received from interested offerors and the associated Answers provided by the Government.
Acknowledgement - See Block 11 above regarding how to acknowledge this amendment. The Government must receive the acknowledgement at the place designated for receipt of offers (See Block 8 of the Standard Form 1442).
Third Party – If you have given a copy of the solicitation to someone else, please forward this amendment accordingly.

Questions and Answers
1. Is the onsite shale face acceptable material as backfill for the welded wire retaining wall?
a. No. Acceptable fill will be the suitable excavated fill from the existing roadway and offsite locally available source aggregate. (Paid with Payitem 25501) This quantity will be design quantity measured compacted in place.
2. Will there be survey control points for the contractor to tie into and what is the survey tolerances.
a. The BLM will provide Survey control points needed for construction on this project. BLM will survey stake Pay items 602 culverts with inlet outlet and reference points and pay item 25501 welded wire wall face.
3. If parts of the road are wider then the required 12 or 14 foot, does the contractor have to narrow the road.
a. No. The existing roadway must be reconditioned to the full existing width.
Refer to spec 303 of the FP-14 supplemental specs for roadway reconditioning. If the roadway is narrower than the minimum required inform the BLM for further direction or modification for widening.
4. Will there be concrete work for the kiosk installation.
a. Yes, refer to spec 601 of FP-14 supplemental specs. “Concrete shall be commercially available brand or bagged dry concrete mix. Installed per the manufacturer instructions with Sono tubes or rounded post holes.”
5. Will there be private landowners needing to access within road closures.
a. Road closures are above private landowners residences, BLM will notify landowners before construction.
6. Does there have to be a submittal for stream diversions.
a. Yes, there needs to be a stream diversion plan submittal submitted. Refer to FP-14 supplemental spec 153.
7. Are scale tickets needed for payment on offsite fill materials?
a. No. materials are measured compacted in place.
8. Are ditch lengths called out and how are they paid for?
a. Total ditch lengths are called out on page 3 of the plan set, under the road work summary table. Ditches are paid under pay item 20424A by the foot.
9. What are the riprap quantities for the rock fords?
a. Refer to page 11 of the plan set. The quantities are design estimates within 15%. Project measurements are contractors’ responsibility to verify.
Rock ford payitem includes all materials needed to construct that item.
10.What is the depth of the welded wire retaining walls reinforcement mats?
a. Refer to page 13 of the plan set. 8.75ft is shown for Base.
b. BLM is inquiring about narrower mats to improve constructability.
11. Is the BLM willing to do an uphill gabion basket retaining wall instead of the fill slope welded wire retaining wall?
a. No.
12.Can the stream at the toe of the welded wire retaining wall be piped permanently?
a. No, but could be piped during retaining wall installation.
13.Could the stream be permanently rerouted away from the toe of the road slope.
a. This is being discussed within the BLM and will be addressed before the end of the of the solicitation.
14. Is there a requirement on the angularity of riprap used for rock fords?
a. Refer to spec 705.02 of FP-14. “Furnish hard, durable, angular rock that is resistant to weathering and water action and free of organic or other unsuitable material. Angular rock is characterized by sharp, clean edges at the intersections of relatively flat surfaces. Do not use shale, rock with shale seams, or other fissile or fissured rock that may break into smaller pieces in the process of handling and placing.” Acceptable riprap angularity would be from the pipestone quarry between Butte MT and Whitehall MT, or approved equal by the COR.
15. If the existing roadway is under 12 ft or 14 ft requirement, is the contractor able to widen it.
a. Notify BLM prior to work being performed for direction and potential modification to accomplish work.
16.What cattle guard is being replaced?
a. Refer to page 5 of the plan set. A 14 foot wide cattle guard will be installed at the existing cattle guard location at MP 4.75.
17.Can the contractor camp on site during construction?
a. Yes, there will be a designated area by the BLM where the contractor can camp.
18.On the SOI you want an hourly rate for equipment. Does it imply that the cost of that piece of equipment is NOT factored anywhere else?
a. The cost of equipment on the job site to do work should be accounted in each work payitem, for example 30315 roadway reconditioning (Reference the 303 specification) should include the cost of the equipment to fully accomplish that work of blading the road, pulling ditches or shoulders as required in that specification. The 622xx hourly equipment payitems are for government directed work that may come up during the course of the project to compensate the contractor for some unforeseen or not easily defined work. An example could be during dip construction a larger rock/boulder is encountered and some extra time is needed to dig, break or cover that rock. Another example could be there has been excessive erosion for a few hundred feet and the road needs ripped and worked with the grader for more effort than the specification should cover. The COR would supervise and direct a 622 payitem time to account for the increased effort to properly meet the conditions of the specification.
Please ensure that you refer to the parent specification FP-14 https://highways.dot.gov/federal-lands/specs and the project specific supplemental specifications that would modify the FP-14.
19. If you request a usage of 10 hours for equipment, surely that piece will spend more time than 10 hours on the construction site, where do we account for the OH cost of having it onsite?
a. Overhead should be primarily accounted for in the 15101 Mobilization payitem, reference 151 Mobilization specification.
