This is a total small business set-aside RFQ issued under FAR Part 12 commercial construction procedures; solicitation 1240LT26Q0089 represents the only solicitation and a separate written RFQ will not be issued.
Place of performance is Lyndhurst, Virginia. NAICS code 237110 (Water and Sewer Line and Related Structures Construction) applies with a $45 million small business size standard. The project involves replacement of a failing water distribution system, rehabilitation of existing bathhouses (Beach Bathhouse interior, Lower Loop A interior and exterior), demolition of the Upper Loop A toilet building and construction of a replacement bathhouse with septic system, and optional day-use area renovations (walkways, memorial garden, boat dock, kayak launch, picnic area). Base scope includes approximately 10,600 linear feet of HDPE waterline in various diameters, well house repairs at two locations, hydrant installations, water tank maintenance, and horizontal directional drilling at identified stream crossings and steep slopes. The contract period runs from November 2, 2026, through November 5, 2027, with work hours limited to 6 a.m. to 6 p.m. Eastern Daylight Time, Monday through Friday, excluding federal holidays. The campground will be closed to the public from November 1, 2026, through August 31, 2027. All bathhouses and water systems must be operational by August 13, 2027.
Contractors must hold Virginia Master Plumber licensure, Responsible Land Disturber credentials, and Qualified Personnel certification for stormwater compliance. Tree cutting is restricted to November 15 through March 31. The contractor must acquire Virginia Erosion and Stormwater Management Program approval, Construction General Permit VAR10 coverage, and Septic System Construction Permit; Virginia Department of Environmental Quality and Department of Health permits have been posted as Attachments 10 and 11 to Amendment 01. The estimated price range is $5 million to $10 million, firm-fixed-price. Performance and payment bonds are required; a 20 percent bid guarantee applies if the quote exceeds $150,000. Evaluation prioritizes technical and project management approach, experience with minimum $2.5 million in similar projects, past performance, and price reasonableness. Award will be made on best-value comparative evaluation. A pre-bid site visit occurred August 12, 2026. Quotations must be submitted via email to PPS.proposals@usda.gov.
