The following questions and answers are provided for information and/or clarification only.

Q1: Would the Government consider revising the relevant experience magnitude requirement to allow offerors to demonstrate experience with two projects having a construction value of $1,000,000 or greater?

A1: No. The relevant experience magnitude will remain unchanged. The size and complexity of the project require a higher level of experience.

Q2: Directional Drilling / Open-Cut Trenching: Would conventional open-cut trenching be acceptable in lieu of horizontal directional drilling at any or all locations currently shown to be bored? If open-cut trenching is not acceptable at all locations, please identify the specific crossings or segments where directional drilling/boring is mandatory. For locations where trenching may be permitted, please confirm the required casing, cover, restoration, erosion-control, and permitting requirements.

A2: All locations currently identified on the plans requiring horizontal directional drilling will require this method of installation. Open-cut trenching is not acceptable at these specific locations.

Q3: Stream Crossings / Permit Restrictions: Please confirm whether the Forest Service's Virginia Water Protection/USACE approval requires directional drilling or boring at any of the stream crossings. If so, please identify the specific crossings where open-cut construction would not be permitted and provide the applicable permit conditions.

A3: Directional drilling/boring is required by the Forest Service at all stream crossings. Open-cut construction is not permitted at any stream crossing. The Forest Service has confirmed that no USACE permit is required because boring methods will be used at stream crossings.

Q4: 60 LF Boring on CU-15/CU-16 – Missing Pay Item: Drawings CU-15 and CU-16 indicate approximately 60 LF of boring from Sta. 1+65 to Sta. 2+25 beneath the road and small stream for the 2-inch HDPE distribution line and 1.5-inch supply line. The Schedule of Items does not appear to contain a corresponding horizontal directional boring pay item for this pipe combination. Please confirm which Schedule of Items line item is intended to include this work or revise the Schedule of Items to include a separate pay item.

A4: The pay Item for this boring location was inadvertently left off the schedule of items. A line item has been added to the corrected schedule – 0001BM - to account for this pay item.

Q5: HDD Casing Requirements: Specification Section 33 05 23 states that casing is required and that casing size is to be determined by the Contractor. Please confirm the required casing material for each directional bore and whether the steel casing requirements identified in Section 22 11 00 for paved-road crossings also apply to all HDD installations, including stream crossings and the steep-slope bore.

A5:

All Casings:

All carrier pipes shall be bundled for each boring, i.e., if multiple carrier pipes or conduits are to be installed at a boring location, they shall all be placed in a single casing pipe, such that there are no parallel casings. The Contractor shall select the casing inside diameters sufficiently large to ensure all bundled carrier pipe(s) and conduit(s) that will be installed in the casing can be installed successfully and with a minimum clear space of 2” on all sides of the bundled carrier(s) and conduit(s). The Contractor may increase this clear space at their own option for installation purposes.

Casing pipes for beneath-stream borings:

1. Material and Standards: All casing pipe shall be SDR9 manufactured from HDPE using PE4710 resin meeting a minimum cell classification of PE445574C per ASTM 3350. Pipe shall comply with AWWA C906. Specification 33 05 23 will be updated to reflect this information.

2. External Pressure Capacity Verification: The pipe must possess a short-term unconstrained critical collapse rating of at least 250 psi. Based on a 50-year material modulus, an initial installation ovality limit of 3% of the nominal diameter and a safety factor of 2.0, the casing must be engineered to provide a long-term safe allowable external fluid pressure limit of 40 psi against overburden and drilling fluid hydrostatic loads. Specification 33 05 23 will be updated to reflect this information.

Casing pipe for the steep-hill boring:

1. Material and Standards: All casing pipe shall be manufactured from ASTM A139 Grade B steel. The Contractor shall ensure the casing wall is sufficiently thick to enable successful installation and to ensure the maximum long-term ovality of the casing shall not exceed 3% of the nominal diameter. Specification 33 05 23 will be updated to reflect this information.

2. The Contractor shall ensure a strict minimum bending radius of the steel casing along the boring axis of 100’ x Casing Diameter in inches (e.g., 1,400’ for a 14” pipe). Specification 33 05 23 will be updated to reflect this information.

3. The Contractor shall determine the spacer frequency based on the steep slope of the bore.

Road Crossings:

The steel casing requirements identified in Section 22 11 00 for paved-road crossings do not apply to any of the HDD installations. Specification 22 11 00 Water Distribution Systems, section 3.2.L.6 has been revised to require a minimum 3/8" wall thickness for steel casing pipe beneath asphalt roads.

Note: The full length of the 6” HDPE distribution pipe that is in the steep hill-side boring has been revised to SDR9.

Additionally, an 800 ft length of 4” HDPE between PRVs has been revised to SDR9. Quantities for these pipe types have been updated on the Schedule of Items. Notes for clarification will be included on the appropriate water system plan sheets to locate these revisions as part of a construction plan set.

Q6: Geotechnical / Subsurface Information: Please provide any available geotechnical reports, test pits, boring logs, rock data, groundwater observations, soil classifications, or other subsurface information for the proposed waterline, directional boring, bathhouse, septic, and sitework areas. If no subsurface investigation has been performed, please confirm that bidders are to price the work based solely on the information contained in the solicitation documents.

A6: Forest Service has a soils report prepared for the drainfield that will service the Upper Loop A Bathhouse. This information will be posted to Sam.gov with this solicitation. No additional geotechnical or subsurface investigation information is available for this project. Offerors will rely on information already provided with the solicitation.

Q7: Rock Excavation: Schedule of Items Item 0001BE includes an estimated quantity of 50 CY of rock excavation.

Please confirm that actual authorized rock excavation will be measured and paid at the Contractor's bid unit price based on actual in-place quantities. Please also confirm the definition and documentation requirements that will be used to determine when material qualifies for payment as rock excavation.

A7: Schedule of Items document has been updated to reflect method of measurement for all pay items, including 0001BE Earthwork: Rock Excavation. This line item now shows Actual Quantities (AQ) for method of measurement. See Section 31 20 00 Earthwork (1.5.A.2) for clarification about payment for rock excavation.

Q8: Existing Utilities / C-Loop: Specification Section 31 20 00 states that utilities exist in the C-Loop area but are not shown and that precise locations of existing utilities are not known. Please provide any available record drawings, utility maps, surveys, or other information showing existing water, sewer, electrical, communication, or other utilities throughout the project, particularly within C-Loop.

A8: Utilities shown on the plans are the best understanding that the FS has about potential locations of existing utilities.

These maps are for reference only and the accuracy of all depicted utility locations is not guaranteed.

Q9: Government-Furnished Survey Information: Specification Section 01 02 50 indicates that the Government will provide survey control sheets and proposed utility line coordinate information. Can these survey control sheets, northing/easting coordinates, and available electronic survey/CAD data be provided to bidders prior to bid so that quantities and installation conditions can be verified?

A9: Survey Control Points 1 and 2, along with their Northing, Easting, and Elevation are provided on Sheet CU-01 of the Drawings. Utility line coordinate information, including Point number and corresponding Northing and Easting, is provided on Sheet CU-19 of the Drawings. The utility line coordinate points are represented on each of the plan view sheets by an “x” and corresponding point number. A CAD version of the survey and design will be made available to the

P a g e 6 | 21 awarded contractor.

Q10: Dewatering Pay Item: Specification Section 31 20 00 states that dewatering outside of horizontal boring areas will be paid per hour of active dewatering and requires a minimum 100 GPM pump. A separate hourly dewatering item does not appear in the Schedule of Items. Please confirm which bid item should carry this cost or revise the Schedule of Items to include an hourly dewatering pay item.

A10: The Schedule of Items has been updated to include a pay item for hourly dewatering activity. See line-item 0001BE- 2 Earthwork – Dewatering (Outside Horizontal Boring Pits). Wording in specification 312000 Earthwork, Section 1.5.A.3, will be updated to the following: “Dewatering: Contractor shall remove all water while working and prior to backfill of areas to ensure backfill specifications are met. Dewatering for horizontal boring pits is included in pay item 330523.

Payment will be made per hour of dewatering actively operating and discharging water at the direction of the COR in areas outside of the horizontal boring areas. Minimum 100 gpm pump required for dewatering. Contractor shall submit daily, signed log sheets showing the exact start and stop times of the pump, signed off by the COR or their designated representative.”

Q11: Imported Above-Pipe-Zone Material: Specification Section 31 20 00 provides separate measurement and payment provisions for imported Pipe Zone Material and imported Above-Pipe-Zone Material. The Schedule of Items appears to include Item 0001BD for Pipe Zone Material but does not include a separate item for imported Above-Pipe-Zone Material. Please confirm how imported Above-Pipe-Zone Material will be measured and paid.

A11: Above-Pipe-Zone Material (APZM)shall be measured in accordance with Specification Section 31 20 00 (Part 2.2.B) Above-Pipe-Zone Material and shall only be used when the material removed from the trench does not meet the requirements described in either that Part or elsewhere in the Specifications. Item 0001BD-2 has been added to the Schedule of Items for payment and the unit of measure is Actual Quantity.

However, FS believes that due to the amount of Pipe-Zone Material (PZM) that will be imported, there will be a substantial amount of excavated material that will need to be disposed of under new Item 0001AD-2 Waste Material Disposal – Excavated Material (024100). FS further believes that there will be sufficient excavated material that meets the requirements for APZM that no APZM will need to be imported. The Contractor shall first use any material excavated from the trenches that meets the APZM requirements before importing any APZM.

Q12: Schedule of Items – AQ/DQ/LSQ Designation: Specification Section 01 12 50 identifies Actual Quantity (AQ), Designed Quantity (DQ), and Lump Sum Quantity (LSQ) methods of measurement. Please identify which method applies to each unit-price item in the Schedule of Items, particularly waterline, rock excavation, imported backfill, crushed aggregate, asphalt patching, and directional boring quantities.

A12: FS has updated the Schedule of Items to reflect a respective method of measurement for all line items. See the updated SOI document posted with the amendment.

Q13: Existing Permits and Approvals: The Statement of Work indicates that copies of approvals and permits obtained by the Forest Service can be made available upon request. Please provide all available permits and approvals applicable to the project, including the VDEQ erosion/stormwater approvals, Upper Loop A septic permit and approved plans, and Virginia Water Protection/USACE approvals and conditions.

1240LT26Q0089

P a g e 7 | 21

A13: Forest Service will share documents regarding permit approvals received from VDEQ and VDH for Bathhouse & Day Use project plans. These will be posted to Sam.gov. FS has documented that no USACE permit is necessary for the kayak boat launch work if the lake level is lowered during the construction phase for this work.

Q14: Asbestos and Lead-Based Paint Testing: The Statement of Work indicates that the Forest Service has not performed asbestos-containing material or lead-based paint testing at the CCC Beach Bathhouse or the existing Upper Loop A toilet building. Please confirm whether bidders are to include only the cost of surveys/testing in the base bid, or whether bidders are also expected to include an allowance for abatement and disposal of currently unknown hazardous materials. If ACM or LBP is discovered, will abatement beyond the testing scope be handled as a contract modification?

A14: FS has indicated that no asbestos or lead-based paint testing has been performed on the stated buildings.

Contractor shall be responsible for such testing as required. Any subsequent required abatement will be handled in accordance with the contract terms and conditions.

Q15: Existing Water Tank Coating – Hazardous Materials: Has the existing interior or exterior coating on the 24,000-gallon water storage tank been tested for lead, chromium, cadmium, or other regulated/hazardous constituents? If testing has been performed, please provide the reports. If not, please confirm how additional containment, worker protection, testing, transportation, and disposal costs associated with a hazardous existing coating will be handled.

A15: The Forest Service does not have any test reports about the existing or prior water storage tank coatings. The contractor shall be responsible for all labor, materials, tools and equipment for any containment, worker protection, testing, transportation, and disposal costs associated with an existing or previous coating.

Q16: Water Tank Welding Repairs: Specification Section 09 90 13 states that the lump-sum tank recoating work includes removal of the existing coating and any needed welding repairs. Please provide the most recent tank inspection report and identify all known structural deficiencies or anticipated welding repairs. If no inspection identifying the required repairs is available, please define the welding repair scope bidders should include in their lump-sum price and confirm that concealed or unforeseen structural repairs will be handled separately.

A16: The Forest Service has no tank inspection reports for this tank. See response in A17 for more clarification. Any perceived differing site conditions will be investigated and handled in accordance with the contract terms and conditions.

Q17: Existing Water Tank Condition: Please provide any available historical tank inspection reports, coating reports, photographs, previous repair records, coating product information, coating thickness information, or structural assessments that bidders may use to evaluate the anticipated surface preparation and repair requirements.

A17: The Forest Service has no tank inspection reports for this tank. FS has added “0011 Option Item #6: Inspect Water Tank and Prepare Report (AWWA D100 and AWWA M42)” to the Schedule of Items. If this Option Item is exercised, the Contractor shall perform a structural integrity and water safety/sanitation inspection of the tank after media blasting and surface preparation are complete but prior to re-coating of the tank, in accordance with AWWA D100 and AWWA M42, and prepare a report of conditions and recommendations for repairs.

Q18: Base Pump-Control Wiring vs. Options 0009/0010: Please clarify the relationship between Base Item 0002AD, which includes 1,200 LF of pump-control wiring replacement between the tank and Williams Branch well, and Option Items 0009 and 0010, which provide alternate conduit/wiring routes between these facilities. If either Option 0009 or 0010 is

1240LT26Q0089

September 3, 2026

P a g e 8 | 21 awarded, is Base Item 0002AD still to be performed in its entirety, or does the option replace a portion of the base scope?

A18: Item 0009AA and 0010AA have been removed from the Schedule of Items. Item 0002AD has been updated in the Schedule of Items to include conduit and correct the connection to be between the tank and Loop A wellhouse. See response in A19 for more clarification on conduit and wiring alignments.

Q19: Existing Pump-Control Conduit Condition: The Statement of Work indicates that Options 0009 and 0010 will only be performed if the existing conduit is determined to be inadequate or unusable. Please confirm whether the existing conduit has been tested or inspected. If so, please provide the results. If not, please identify when and by whom the existing conduit will be evaluated and what bidders should assume regarding its usability in the base bid.

A19: The existing conduit has not been tested or inspected. The FS has modified the scope and will no longer consider using this existing conduit (or wiring in conduit). New wiring and conduit will be used to connect the tank to the Loop A well house (including through the hillside boring and stream boring locations), and new wiring and conduit will be used to connect Loop A well to Williams Branch well.

Q20: Option 0010 Alignment Conflict: The Statement of Work describes Option Item 0010 as routing conduit and pump-control wiring through the casing along the steep slope and then following the original alignment to the Williams Branch well. The Schedule of Items description for 0010AA states that the conduit and wiring are installed "along service road."

Please clarify the intended alignment and limits of Option Item 0010.

A20: Item 0009AA and 0010AA have been removed from the Schedule of Items. Item 0002AD has been updated in the Schedule of Items to include conduit and correct the connection to be between the tank and Loop A wellhouse. See response in A19 for more clarification on conduit and wiring alignments.

Q21: Option 0010 / HDD-1 Casing Size: If Option Item 0010 is exercised, please confirm whether the casing associated with HDD Item 0001BH is required to accommodate the 6-inch waterline, 1.5-inch supply line, and the optional pump-control conduit. If so, please provide the required minimum casing diameter, conduit size, separation requirements, and arrangement so bidders can properly size the casing in the base bid.

A21: Option Item 0010AA has been removed from the Schedule of Items. The casing associated with HDD Items 0001BH is required to accommodate the 6-inch waterline, 1.5-inch supply line, and the 1-inch pump-control conduit which will all be bundled tightly together. The FS anticipates the required diameter of the casing pipe will be the same with the 1-inch conduit (see to-scale sketch below). In accordance with 330523 – 2.1.A, the Contractor is responsible for determining the appropriate size of the casing.

P a g e 9 | 21

Q22: HDD Access and Staging Areas: Please identify the areas that will be available for HDD equipment setup, boring pits, pipe fusion/stringing, drilling-fluid handling, and pullback operations. In particular, please confirm that sufficient temporary workspace and access will be available for the approximately 485 LF steep-slope bore and identify any limitations on clearing, grading, temporary access roads, or equipment size.

A22: In accordance with page 9, Section 5.8.1 of the Statement of Work, the Contractor shall arrange the location of all staging, laydown, and stockpile areas, subject to advance written approval by the Contracting Officer (CO). The CO will approve an adequate staging area within the project site for use in contractor operations. The Contractor is responsible for proposing suitable locations and obtaining written approval prior to mobilization.

Access necessary for HDD operations will be accommodated to the best of the ability of the Forest Service. All permanent structures and FS assets such as recreational buildings, furnishings, existing roads, and trees shall be protected from damage. Protect the stream from any impacts. Tree cutting and removal must be approved in advance by the FS.

Q23: Tree Removal Limits: Please provide the anticipated tree-removal limits or tree inventory for the waterline and sitework areas. The Statement of Work restricts tree removal to November 15 through March 31 and requires Forest Service approval of each tree. Please confirm that all required trees will be identified/approved early enough to allow removal within this window and that unforeseen tree removal required after March 31 will not delay the Contractor.

A23: The contractor shall identify which specific trees need to be removed as part of the waterline installation within the allowed corridor, mark/flag those trees, and obtain approval from the CO/FS prior to any removal. Cutting trees must occur within the Nov 15 – Mar 31 window, but removal can occur outside this window. Any perceived delay will be investigated and handled in accordance with the contract terms and conditions.

Q24: May 1, 2027 Water-System Milestone: The Statement of Work requires the water system to be fully operational by May 1, 2027. Please define the requirements for achieving "fully operational," including whether tank coating and curing, disinfection, bacteriological testing, hydrostatic/leak testing, well-pump installation, pump-control commissioning, and all distribution system work must be complete and accepted by that date.

A24: Forest Service has updated the Statement of Work, section 5.7 Project Site Closure dates. Specifically: “The campground can be closed to the public starting November 1, 2026, and stay closed until August 31, 2027. The contractor can work unobstructed during this timeframe and is responsible for maintaining closure of the project site during this time frame. Coordinate with the Forest Service to maintain government personnel access to the site in a safe and effective manner during this time.” Review the updated SOW Section 5.7 for more clarification.

Q25: May 21, 2027 Recreation Area Opening: Please clarify which portions of the base contract must be complete and available for public use by May 21, 2027. Specifically, please confirm whether the Beach Bathhouse, Lower Loop A Bathhouse, Upper Loop A Bathhouse, campground water system, roads, campsites, and other affected facilities must all be fully complete by this date or whether isolated work may continue after the Recreation Area reopens.

A25: See response to Question 24 and the updated Statement of Work, section 5.7.

Q26: Water-System Testing and Agency Review Duration: Please identify all required pressure testing, flushing, disinfection, bacteriological sampling, water-quality testing, agency inspections, and approvals required before the new water system may be placed into service. Please also provide the anticipated Government/agency review durations bidders should include in the construction schedule.

A26: See specification section 221100 Water Distribution Systems for requirements regarding all water system testing.

Inspections shall be performed by the Forest Service per these specifications.

Q27: Temporary Water Service to Private Residence: The Statement of Work requires continuous water service to the private residence and indicates that a nearby well may be used while the distribution system is out of service. Please clarify whether the Contractor is responsible for furnishing temporary piping, pumps, controls, electrical connections, tanks, or other temporary facilities necessary to provide this service. If so, please provide the intended temporary connection point and approximate routing requirements.

A27: Water system piping to support continuous water service to the private residence already exists and therefore temporary water service to the Private Residence will not be required. A direct connection between the Loop A Well House and the private residence already allows it to be isolated from the rest of the water system. Per Note 4 on plan sheet CU-16 Water Service to Residence must be maintained throughout project duration except for an outage of one week to allow connecting new piping/plumbing system to residence. Water service to the residence can be provided from Loop A Well House and existing piping even when the rest of the Distribution system is inoperable.

A43: Per the Statement of Work, FS has indicated that no asbestos or lead-based paint testing has been performed on the stated buildings. Contractor shall be responsible for such testing as required. Any required abatement will be handled in accordance with the contract terms and conditions. (See Q14 & A14)

Q44: SOW 5.6.1 - Master Plumber Tradesman License - states that the Prime Contractor should hold a Virgina Board of Contractor's License with a designated Plumbing (PLB) trade speciality classification. Please verify that the Prime / GC will be required to have a state license since this is a federal project and land or advise if a subcontrator with the Master Plumber (MPLB) be acceptable? We do hold licenses in several states and which has been acceptable on multiple USDA / FS projects we have performed.

A44: The contractor is strongly encouraged to have a Virginia Board for Contractor’s License, but this is not required.

Personnel holding the active Master Plumber (MPLB) Tradesman License shall be under the direct employ of the awarded contracting firm or a designated subcontractor performing the relevant work. As stated in the SOW this person shall have responsible charge of plumbing and waterline installations.

Q45: S-101 - Please confirm that the structural repairs on this sheet are excluded.

A45: As per the Statement of Work, section 5.0.1.7 Excluded Scope, repair work identified on sheets S-101, A-201, and A- 202 have already been accomplished on the project and are excluded from this scope. Review the Statement of Work section for specific details.

Q46: Please confirm the items on this sheet which are to be excluded form the project per 5.0.1.7 of the SOW.

A46: As per the Statement of Work, section 5.0.1.7 Excluded Scope, repair work for roofing, structural timbers, dormer framing and windows identified on sheets S-101, A-201, and A-202 have already been accomplished on the project and are excluded from this scope. Review the Statement of Work section for specific details.

Q47: If liquidated damages are part of this contract, please provide amount per day.

A47: Liquidated damages are not included in this project.

Q48: Please identify the specific structure that must remain continuously served during replacement of the water distribution system and provide its required flow and pressure. Clarify whether the contractor is responsible for temporary piping, temporary pumping, chlorination/testing, backflow prevention, freeze protection, and associated temporary power. The solicitation allows only a maximum one-week shutdown.

A48: The specific structure that must remain continuously served is the Residence shown on Sheet CU-16 of the Drawings. Water system piping already exists between the Residence and the Loop A Well House (also shown on Sheet CU-16) and therefore new temporary infrastructure will not be required. Existing valving enables the Loop A Well House-to-Residence piping to be operated independently of the remainder of the water system. The FS anticipates that the Contractor can allow the piping between the Loop A Well House and the Residence to remain in-tact while performing replacement of the rest of the system. Once the rest of the system has been replaced, the FS anticipates the Contractor can then provide water to the Residence from the Williams Branch Well, while performing the Loop A Well House Repairs and piping replacement.

Q49: Provide the required sequence of water-system cutovers and identify the maximum allowable outage duration for each campground facility/bathhouse in addition to the one structure specifically required to remain operational.

A49: Base Items 0001 Campground Water System Replacement and 0002 Well House Repairs (Both Wells) must be fully completed by August 13th to allow FS staff to start de-winterizing buildings. The “one structure” is assumed to be the Residence shown on Sheet CU-16, which is required to remain operational except for a duration of up to 1 week.; see answer to Q48 for more information about sequencing for the Residence.

Q50: Provide subsurface/geotechnical information along all horizontal directional drilling alignments, particularly the steep hillside bore between the campground and reservoir and all stream crossings. Identify anticipated rock, refusal conditions, groundwater, minimum bore depths, required casing, allowable drilling-fluid loss criteria, and whether rock drilling is to be included in the base bid.

A50: Forest Service has a soils report prepared for the drainfield that will service the Upper Loop A Bathhouse. This information will be posted to Sam.gov with this solicitation. No additional geotechnical or subsurface investigation information is available for this project. Offerors will rely on information already provided with the solicitation.

Specifications regarding horizontal directional drilling (HDD) are in spec section 33 05 23 Utility Horizontal Directional Drilling. Contractor shall be responsible to determine appropriate bore depths to prevent “frac-out" (accidental release of drilling fluid or mud to the ground surface or into a body of water). Specification 33 05 23 will be updated to reflect this requirement. It is the contractor’s responsibility to plan and prepare for the appropriate methods to apply for the boring locations identified. All likely material, including bedrock, should be accounted for in the preparation of the offeror’s bid. For drilling fluid losses, contractor shall comply with all federal, state and local regulations.

Q51: If an HDD alignment cannot be completed due to rock, cobbles, voids, loss of drilling fluid, or other concealed conditions, will an alternate alignment/open-cut method be authorized as a differing site condition, or must bidders include all such risk in the base price?

A51: Any perceived differing site conditions will be investigated and handled in accordance with the contract terms and conditions.

Q52: Please identify all permits already obtained for stream crossings, wetland impacts, dewatering, erosion/sediment control, or other environmental impacts, and clarify which remaining permits/fees are the contractor's responsibility.

A52: Review Section 5.5 of the Statement of Work (SOW), pages 7–8, for information about specific permits and approvals, including updates to this section.
