About this file
This is a construction project overview document for the Sherando Recreation Area Rehabilitation located within the George Washington-Jefferson National Forest. The project addresses critical infrastructure deficiencies by replacing obsolete and deteriorated systems, specifically targeting the failing water distribution system, rehabilitating existing bathhouses, and renovating day-use area facilities. This work is being procured through Request for Quotation (RFQ) Solicitation Number 1240LT26Q0089, issued by the Department of Agriculture Forest Service as a combined synopsis/solicitation under FAR Part 12 commercial construction procedures.
This acquisition is set-aside exclusively for small business concerns, with the applicable North American Industry Classification System Code 237110 and a small business size standard of $45 Million. The RFQ represents a total small business set-aside where all responsible sources may submit quotations for consideration. A pre-quote TEAMS meeting was conducted on August 12, 2026, with transcript and PowerPoint materials posted. The solicitation constitutes the only formal solicitation document, and a separate written solicitation will not be issued. Quotations will be evaluated for award based on contractor responsibility and proposal compliance.

Sherando Rec Area Construction Project Overview-20260811_110155-Meeting Transcript August 11, 2026, 3:01PM 52m 54s
Parrish, Angela - FS, VA started transcription
Parrish, Angela - FS, VA 0:03 After this call is to have a copy of the transcript available as well as the PowerPoint. We will make that available through sam.gov so.
With that.
I'm going to go ahead and.
Move into talking a little bit about what our agenda is for our call today.
So we'll take a moment to at least tell you who the.
The Forest Service staff are, and I'll just basically go through the names of some of the folks, not everyone on our team is on the call, but I'll mention.
Roles and names of people who are connected to our project.
We'll talk about where the project is located.
Of course, we'll describe aspects of the project.
The things that we want people to be paying attention to and then.
There will be a space for our contracting officer to offer additional info if, for whatever that they want to share and.
We'll talk briefly about our intended site visit, which we have scheduled to happen tomorrow.
I do understand that.
Maybe not everyone will be able to attend the site visit, but again, we'll just mention that at the end and also there are any.
Questions that we can try to get to, we'll leave that for the end.
So.
Ray 1:40 Call to Sandy.
Parrish, Angela - FS, VA 1:42 And.
If it's OK, I'm gonna ask for folks to just be on mute for the time being while I go through the presentation and again at the end, we'll definitely make some time for questions. So all right.
So going into talking about who is involved on the Forest Service side, so we have our contracting Officer, Kelly Shaw.
And our contracting specialist, Judith Martin, who are working on and preparing all the contract documents and managing our solicitation process for us. And I think we have both of them present on the call today.
So thanks to both of you for participating.
We have our contracting officers, Representative Jimmy Shaw, and I am a project manager that has been supporting this project.
We also have our district Ranger, Lauren Stahl.
I think Lauren is in listen only mode today, but appreciate her presence.
Jonathan Zimmerman is our lead recreation technician and just knows everything about our sherando rec area.
He's unfortunately very busy today trying to deal with cleanup from a very intense.
Windstorm, I think that that came through just in the last couple of days.
So could not participate today, but he'll be. He'll be with us during the site visit that we host tomorrow on site.
Jason Osborne is our developed recreation program manager.
Not able to attend this meeting but just wanted share that he is one of our supporting staff for this project.
And then also, Rory Mullin next.
Who is our forest facilities engineer and has a lot of insight to our water the the water component in particular on our project?
So those are some of our staff that.
Are supporting this project.
And I hope if questions do come up, I may turn to one of you all for.
Offering some support as appropriate.
And I will admit that I'm probably gonna have a hard time paying attention to the chat. So.
Maybe if there's something that shows up in the chat that Rory.
Or Jimmy has some capacity to to look at for us.
I would appreciate that.
I I'm just not gonna have that bandwidth to be able to watch the chat.
Alright, so let's start talking about the project.
And so Sharando recreation area includes both a campground and a day use area.
It's located very close to.
Staunton, VA this map here kind of gives you a sense of it's, you know, more toward the middle of the state, and it's not far from Charlottesville, which is where the University of Virginia is located.
Within a couple of hours of Richmond, probably two 2 1/2 hours from Washington DC so.
Not too hard to get to it off of.
Interstate 64.
And.
So hopefully it's should be easy to get to.
We've got a lot long listed here, generally speaking for its location.
This image just kind of gives a little bit of elevation relief, so you can kind of understand sort of the valley that Shirando sits in and also understand that there are two lakes that are associated with this recreation area.
They're not really part of any of our work, but you know, there are some of our primary focal points of the recreation area and.
The Lower lake is where the.
Beach is located and then there is an upper lake.
That can be people come sometimes go to for fishing.
It's further back in the back of the rec area and just notice that, you know, we do have some high elevation areas adjacent to.
You know where the the REC area sits, and there's kind of a long road that, like, brings you in to get into the main rec area.
There is a side Rd. that goes around to get to the sort of the lower part of the of the Lower Lake, but primary activity happens around the the the Lower lake itself and the campground areas that are adjacent to it.
So just want to mention Sharando is a longstanding recreation area.
We like to use the phrase crown jewel in terms of one of our most precious and you know, cherished recreation areas on the George Washington and Jefferson National Forest.
This image here just reflects the very long history that exists because Sharanda was constructed as part of the CCC.
The era. And so it goes back to the 1930s.
So there's a lot of history that is attached to it and there is some of that influencing some of the work that we are attempting to do, particularly with our bath houses.
For this project and in this image, what you are seeing is what we call the CCC Beach Bath House.
It is actually more than just a bath house. There's also.
A pavilion and then a small.
Like a small room.
It's kind of off to, you know, to the the opposite side of where the bath house is, but it's kind of all one continuous structure, but with some multiple uses attached to it, so.
And as you can tell the the Lower lake is what you see behind the beach bathhouse here.
All right, so oops, jumping around on me here.
All right. So let's talk about the project, what it entails.
We have identified a base scope that we intend to award for sure and there is optional scope that is what sort of funding dependent and that may not be guaranteed to be included in an award.
But for the base scope, the water system itself, we intend to replace.
Pretty much everything with the water system, all the water lines.
And then also repair do repairs to the water tank. This is a gravity Fed system primarily and and there are several well houses. So we intend to do some repairs to those, the water tank and the wells.
But replace the water line.
Themselves and I have the word I have some color words attached on this slide because the following slide has an image in which I drew some circles with some colors to kind of help.
Identify where some of these features are located relative you know to the site, so just a kind of a way to correlate what I'm referencing. That's what the the the color words mean.
We we intend to renovate just the interior of the beach bath house. So nothing on the exterior of the bathhouse itself.
A second bath house that we identify as the lower loop a there are three primary loops.
Well, there's a fourth group camp loop, but loops AB and C and Loop A is a little bit closer to the the beach and the day use area and there are two.
Bath houses that will receive attention, we call them lower loop A and upper loop A.
So at lower loop a, we intend to renovate the both the interior and the exterior of that bath house and then the third bathhouse at Upper Loop A is actually currently just a toilet building.
Like there, there's only.
Toilets in it. But it will be totally demolished.
And then it will be replaced with a brand new Bath House that will include showers in addition to toilets, so that comprises.
What our basecope is that we intend to definitely award. We have additional optional scope items and they focus primarily on the day use area and there's a little bit associated with the water system but.
With with the primary optional scope items, there's.
Going to be a focus on walkways that are going throughout the day, use area.
Fences will be replaced.
There are outdoor shower towers that are kind of they're close to the the beach area.
And there are just other general features kind of in the beach area that are going to get some attention.
There's an area that currently people already drag their kayaks across to get to the lake.
And it's not formally a space for that, but but our one of our intentions is to renovate this area and make it so that it's more established. And clearly, you know, designated for people to launch kayaks.
And then we also we kinda have a memorial area right now.
It's, you know, it's maybe not quite the kind of area we would like it to be and it's not fully recognized as sort of a memorial area.
So we intend to establish.
A new spot that will be focused as a memorial garden with some interpretation, and anyway, so that that's identified as as a optional item, and then our picnic area is also going to receive attention.
It will be.
We're going to replace tables, picnic grills.
We're going to more readily establish picnic pad sites, which we don't really have right now.
Walkways will be.
Be replaced in that area and we'll be updating some signage so.
A lot of different lot of different elements, but kind of on those areas.
So we move on to an image.
I know this may be depending on how big your screen is.
I don't know how well you can see this, but again I mentioned the colors on the previous slide, so I have circles.
So there's a yellow circle.
That's the beach bath house. The Red Circle is the lower loop.
A bath house.
The Purple Oval circle is the upper loop. A toilet building which will become a bath house.
The green circles refer to our day use areas that are going to receive their optional items, but they would receive attention.
And then the blue circles, in particular the smaller ones, really refer to where the two well houses are located.
The large, slightly larger blue circle is it approximation of where the water tank is located.
And I'm actually gonna jump back here to the image of the the relief so.
Next to where this word that says Shranda Lake Recreation area, you might notice there's a little bit of a hill.
Right there. If you notice the hill shading, implying that there's a bit of elevation.
So somewhere on the top of that hill is where the water.
Is located and that's again how we're getting it, how we use it as a gravity feed system.
So again, the water tank will receive yes, rori go ahead.
Mullennex, Rory - FS, VA 14:16 Actually, Angela.
I don't wanna don't wanna interrupt you or hate to interrupt you, but the the water tank's actually on the the next hill to the West. And the access Rd. goes goes up that little hollow.
Parrish, Angela - FS, VA 14:27 Oh, OK.
Mullennex, Rory - FS, VA 14:31 I mean it's it's a minor minor difference, but I just wanted.
Parrish, Angela - FS, VA 14:32 Oh, thank you. OK.
Yeah, I was.
Thank you.
Thanks for that correction.
Mullennex, Rory - FS, VA 14:36 To make sure we don't get anybody off to the wrong start here. OK. Thanks.
Parrish, Angela - FS, VA 14:40 Yeah, sure.
I appreciate that.
And Rory, I'm noticing that we're getting some folks that are choosing to try to join.
Do you mind helping me out and just checking?
Can you can you accept those requests?
Mullennex, Rory - FS, VA 14:51 I've I've been trying to let everybody in. Yeah.
Parrish, Angela - FS, VA 14:54
OK.
I appreciate that. That's it.
Be a little bit less disruptive for me to. I can stay focused on our presentation, but thank you for that correction.
Mullennex, Rory - FS, VA 14:56 Mm-hmm.
Sure. Absolutely. Yeah.
Parrish, Angela - FS, VA 15:02 So let me draw your attention to and. I'm not sure if y'all can see my cursor.
There's the word 2000 that implies an elevation contour there, so that's actually close to where the the the tank is at.
Thank you for that correction rori I was.
Misleading myself on its approximate location.
So yeah, so hopefully this image kind of you'll if you come to the site visit, you'll be able to see. We'll try to do some limited visits to the.
The water tank.
The road is narrow and there's really not any room next to the the water tank for parking, so we need to limit the number of people that go up at a given time to to go and see it.
We do have some images of it too in this presentation.
All right. So yeah, so again, this map just kind of again gives you an approximation of where things are.
It's not perfect.
It's just general relative locations of things.
OK.
I'm gonna move on and talk a little bit about the way that our documentation is organized for this project.
It can be a little confusing, so I want to make sure that I touch on the fact that we have.
We do have two separate plan sets, OK, one plan set is focused primarily and purely on the water system. So it shows where all the water lines.
Are going to be installed because again, the new water line linements are not exactly where the existing.
Water lines are so.
So anyways, it's it's about 30 pages long.
It also has its own set of specifications that go along with this plan set, so just keep that in mind that you are. You're gonna be looking at two different plan sets.
And then again to emphasize the second plan set is has all the information about the bath houses and the day use area.
It's about 85 pages long and it also has its own separate specifications, so two sets of plans, two sets of specifications that focus on these different scopes of work.
OK.
There's also sort of a separate lineage regarding permits associated with these. These majors scopes of work, right?
So the water system.
We we're going to be needing some support through this project.
To finish acquiring the permits that are are needed for it.
So we have had, we've we've had some contacts.
With the Virginia Department of Environmental Quality.
And we have reviewed our project with them and have been it's been indicated to us that our project would qualify as to to obtain a stormwater management linear utility waiver. OK. So that waiver would limit the amount of effort.
That would have to go into acquiring a permit from them.
But the there there will need to be work done related to erosion and sediment control.
So a stormwater pollution prevention plan and erosion sediment control plans need to be prepared for the water system project. And what this would set us up for is to apply for coverage under the general construction permit that.
Virginia has for erosion and sediment control.
OK.
We've also talked with the Virginia Department of Health about the water system in the fact that because we're not changing the capacity or the function.
That they've indicated to us that a permit is not required for construction because it is more on the lines of maintenance since we are the no function changes.
It's it's the same amount of of water.
Order supplied at the campgrounds.
It's just, you know, we're just trying to fix the fact that we have constant leaks that are just impossible for our staff to keep up with, and we need to replace those water lines in order to maintain.
You know, fully operational system without constant headaches of losing water, et cetera.
All right. So for the bath house and the day use area.
Yeah. Again, it was a separate set of plans, separate specs.
We have acquired the permits from DEQ that covers both stormwater management and erosion and sediment control.
We also have a construction general permit and what will need to happen is the permit will need to be transferred to our awarded contractor.
So that's the main effort related to that work. We also have a new drain field that needs to be installed with the upper loop, a bath house installation and we have acquired a construction permit from BDH for that drain field.
OK.
So those are the major permits that we're aware of. You know, when it comes to demolition, there's some minor.
Thing that has to be submitted and that you know.
We will expect our contractor to handle some minor paperwork that has to be filed.
I think it's with the EQ.
That anytime demolition happens, they require that you just tell them what you're doing.
But those are the permits that the Forest Service is aware of that would need to be worked on.
With our project.
All right. I'm gonna move on to just talking about the the pieces of work.
Work that are involved. So we've got some images here related to our water system, kind of hard to see water lines underground, but you know, here's our water tank off to the right. And then the two smaller images reflect our well houses.
The the Brown Little House looking structure is in our loop a campground and sort of the Pebble surfaced, you know, storage building that's.
Near what we call the Williams branch.
Area. So again we we anticipate that there is anywhere from 1 1/2 to 6 inch lines that need to be installed.
We're putting in HDPE.
There will be some directional boring that will be expected.
So there's a line that runs from this water tank down the hill and it comes out in our Williams branch.
Day use area.
And that line is, we anticipate is going to be directionally bored.
And we'll be encasing.
And in general, we're anticipating need to replace not only the water line, but any vaults, valves and hydrants that are part of our system.
Again, there's there's just general repair.
That we anticipate at the tank and the two well houses, those are articulated in our our documents and we also have an intent to install an automated well pump control system that will work the two wells together.
In terms of, you know, to to get water up into the tank. So some of our optional items are related to conduit that we need.
This is not a telemetry based system.
It's not going to be.
Broadcasting. It's just going to be wiring in the ground that's going to be controlling this, this wall pump system.
All right, so something more specific about the beach bath house?
Again, just interior renovations.
Only this bathhouse was originally built in 1936, and we've done a series of repairs, some remodeling in 1990, floors refinished, IN2018A roof replacement in 2019, and then earlier this year we had some minor.
Structural repairs done on the rafters.
There's some some work done on the dormer windows and I'll I'll say it again later, but there's some information about those kinds of repairs in the bathhouse plans, and we're excluding them.
So pay attention to that and I'll my following slide.
I'll have a more specific reference to sheet numbers, but that work has already been done, so it's excluded.
It's it's a minor amount of work again, but just.
Keep in mind that that work is really not in the contract because it's already been accomplished.
So again, our focus is on the interior.
We're replacing all furnishings fixtures like sinks and toilets.
The the showers will be slightly redone, stalls, etc.
We're going to work on the finishes, the the floor and wall tiling, and then we intend to make replacements of mechanical, electrical and plumbing elements inside the building. We do probably need to do an update to just where the water sewer connections come in.
Into the building, we may need to make.
I think there's something on there about making an update with those as well, but otherwise there's no exterior related repairs, only on the interior of the bathhouse.
All right, here is the lower Lupe Bath house, built in 2004.
So we intend to renovate both the interior and the exterior of this bath house and this one in particular.
The change in on the exterior, you know it's driven by our intent to try to create a more consistent look for some of our bath houses with that CCC era ethic and aesthetic.
So that's kind of what's driving the exterior renovations. But on the interior, it's sort of the same mantra as the the beach bath house were replacing the furnishings, the fixtures, the finishes on the walls and and and floors, we're going to replace the mechanical, electrical, plumbing components on.
The inside, but on the on the exterior, we're going to be redoing.
Siding the roofing.
Be adding gutters to this building.
There's an existing skylight that we're gonna take out.
And it so we don't want to skylight in that building anymore.
There's some minor repairs to perform on the the sidewalk and just address some, you know, minor drainage issues right around the outside. So the footprint is pretty much like, you know, where the walkway is around the building.
And you know the building itself.
And we are adding a sync on the outside and a water fountain so that sink you know for people to wash dishes etc.
Right. So that's the major elements of the lower loop, a bath house?
Oops, sorry about that.
Trying to jump around a little bit too much here.
OK. And then the third bathhouse upper loop a the image that you see on this slide is what's existing?
Of course. That's so that structure was built in 19.
1963 our intent is to demolish this structure completely and then we're going to build a brand new Bath House.
So there'll be site improvements.
It will be a very different, you know, size and style of structure.
And as I mentioned, it's going to have we need a new drain field installed for this new structure.
So it's a little bit downhill, of course from the where the structure is at.
All right.
That was all the base scope.
Now we're gonna look at the optional scope items.
So these are focused primarily on our day use area, which is pretty much all around like the the where the beach and the the lower lake is at.
So there's walkways.
That kind of go throughout, like from the beach bath house over to the beach itself.
There's fencing again. I mentioned shower towers.
There's a couple of them.
We have a kiosk there that needs to be replaced.
There are benches along the beach to be replaced. Trash cans, et cetera.
So a lot of these like just features in that whole beach area.
And.
I I pointed out with sort of a circle.
I'm sorry, I know the images are a little bit small, but hopefully you can kind of understand and I want to point out that that there's a boulder garden area which is different.
Then the CCC Memorial garden. Both of these are sort of new.
There's not really that feature there right now, so these are kind of new elements that we're gonna have in, in place close to the beach, but kind of off to the side. And so anyway, just just wanted to help clarify that.
That's it can be confusing, but there there are two different.
Elements and locations.
And this slide tries to kind of point back to that other image I made of the green areas.
And this is kind of the dark green area because it's right around where the beach is at relative to the lake.
So that's organized again as one optional scope element, right?
That you would be, you know, putting all these elements together under the bid schedule.
So this is I think might be option scope scope option item.
Well, I don't remember the numbers.
I apologize.
I don't want to speak incorrectly.
I'd have to look at the documents to myself, the numbers.
So another sort of, you know grouped together optional scope item is work that's going to be done.
Done. We called the Boat Dock Station and kayak launch the Boat dock station probably is a little bit of a misnomer. It it's kind of really this area right now where it's not formally a kayak launch, but we intend to just turn it into that.
Usage and there are other elements that are going on there.
There's actually sort of an existing memorial garden that's really kind of small and.
Hard to kind of even understand that it's there.
So that's why we're moving it out of that area.
So there's a little bit demolition going on here.
We're gonna, you know, shift around various features like some fencing, you know, some trash receptacles, going to get shifted.
There's walkways in in this section.
It's kind of between 2 little bridges, so it's a little bit easier to again to kind of isolate where this area is.
And there's a walkway that's going to go in that will, like, lead you from kind of the main parking area toward this component of the shoreline.
And so it'll be more obvious that it's like we're going to lead you to the water, where you can drag your kayaks and and then launch into the water. And there's again, we'll be, we'll have some new signage there.
Probably do some plantings, do some some work on the on the Bank of the shoreline, a little bit so.
These again are kind of off kind of pulled together and I'm in the lower bottom of this slide. I'm kind of pointing to a very small green circle.
So it's kind of in between the beach and the picnic area, you can kind of understand relatively where it's located.
And closest to the parking the main parking area.
All right.
And then sort of the third major optional element is the picnic area.
So we have picnic tables and grills now, but they're not really highly established on the ground.
There's not really a pad that you can see, so people drag tables and they move them all around.
So our intent is we're going to establish clear pads for these tables.
And we're going to make them so you can't move the picnic tables around.
Anymore. So they're gonna be more established.
And so it's kind of the goal of this, the renovation of this area, we will unfortunately probably have to remove a few trees. We we've tried to minimize that.
So it's, you know, we carefully like located every tree in this area and only picked out a handful that we envision being impacted by putting in these new pads.
But again, so it's pretty much it's it's about the picnic pads and.
We're gonna redo the walkway in the area.
We'll deal with trash cans and there will be.
A kiosk.
That's kind of like in a different spot. We're gonna, like, put a new kiosk really kind of where the picnic area is at.
So sort of the what encompasses this day use area.
All right.
Some things that I want to just make sure that I highlight that hope people are understanding and pay attention to.
So there's a couple more optional scope items, and their focus is about the conduit and the wire that will be used for this new well pump control system.
So they're optional because it's not clear to us if the existing there's some existing conduit and wire. We don't know if it's really.
Functional and feasible to use.
So we have optional items included in case they're not and we have to fully replace them.
Again, I've mentioned about the exclusion of specific repairs, so they're on the S1 O1, which is a structural sheet architectural sheet 2O12O2, and they're focused on that CCC Beach house related to some elements on the roof, some timber members structurally D.
Windows and framing around that.
That's that work has just recently been completed, so it is excluded from this work.
So just keep that in mind.
You'll see.
The sheets.
But they're not part of this work.
We do have a preferred period of performance of 12 months and again, I've talked a little bit about the permits, but I also stress that you need to also read our statement of work very closely.
It has even more details about the permits. This presentation just simply highlighted the the general.
You know, outlines of how the permits are set up, but make sure you review the statement of work closely.
We have identified our preference to have a master plumber.
Licensed on site for some of this work.
So one person that would have this license in order to support quality installation of our especially our water system work that's going on.
So project site closure. This is limited.
For us and so we are prepared to close.
Zach Worsley 34:52 Hold on one second, one second.
Parrish, Angela - FS, VA 34:58 Sorry, I'm gonna ask folks can.
Yeah. Thanks for for muting.
We are limited to November 1st through May 21st.
We, you know, we we have the intention that we want to be able to reopen to the public at our normal times.
So this is our intent is when we would completely close down the entire rec area outside of these time frames, we need to be operational.
And I want to point out too.
In our scope of work, we've identified there's a residence that exists.
There and that is the one building that we need to maintain water service to and we can only shut it down for about one week during the construction period.
So we need to make sure that that residence has has access to water throughout otherwise besides that one week shutdown.
Regarding temporary facilities, obviously we're replacing the water system, so there's not going to be water available and with no water, there's not going to be.
You can't use.
You know any of the these are all drain fields and you're not going to be able to use any of the existing facilities for sanitary.
So just be prepared for that. We do have power in our campground loops and it varies depending on where you're at.
So it could be 20-30 or fifty.
It just depends.
We do not have Wi-Fi reliably available right now.
We anticipate at some point that it could come online, but the truth is we are not in control of that and we cannot guarantee that.
So when you, if you do manage to come out to the site, you might want to check out what your what your experience is regarding service.
But generally speaking, there's not cell phone service there so.
Yeah, just wanted to make sure folks were kind of aware of that.
And then on the environmental side, you know we're the Forest Service.
We don't like.
We're kind of anti invasive species so we do require that equipment get cleaned off.
Very fairly well before it shows up on our site.
So we don't spread invasive species, we do.
We are in an area that has a bat conservation.
Expectation. And So what that means is we're limited of as to when trees can be cut on our site.
And this is a bat conservation measure that were mandated to comply with per the Fish and Wildlife Service.
So. So the only time that you can cut trees is between November 15th and March 31st.
So that needs to be accounted for in any kind of planning. In particular, this is going to affect the water line most heavily because that's that's where we anticipate trees to be most affected. But as I mentioned, there are some trees in the day use area that could.
Be affected.
As part of the work.
We do have a limit on our utility corridor for those water line replacements.
We're trying to keep it to a minimum of 18 feet.
When you come to visit the site, you will see how beautiful it is with and and the trees are an integral part of why it's such a wonderful place to be.
So we're very concerned about just minimizing the impact on trees as much as we can.
The Forest Service has not performed any asbestos or lead based paint testing.
On our buildings.
So as I mentioned, we do have demolition of that one building that toilet building in upper loop a for sure in regards to any work happening elsewhere.
You know in the other two bath houses again.
It's gonna it needs to be part of the work from our awarded contractor to manage.
And in the statement of work, we do talk about some restrictions that we have for lowering the lake.
We can do it, but we have limitations on how we can do it.
So just review the statement of work for those and and that would only really come into play if we definitely engage on the work.
Really, that has to do with that kayak launch, because there's some work on the embankment and trying to, you know, get that sort of like hardened paved walkway area to come down to the shoreline.
So that's that's the.
And it's an optional scope item, so it's not guaranteed that that works gonna happen.
But if it does just that's another element we want you to be aware of.
OK.
I am going to pause and I'm gonna turn this over to either Judith or Kelly. Whoever feels like they want to jump in. If you have any highlights from sort of the contracting officer side of the House, is there anything you guys want to say?
Shaw, Kellie - FS, ID 40:02 Sure. First of all, I just want to thank everybody for taking the time to to be on the call this morning.
I'm I'm looking forward to, you know, hopefully having a lot of attendance tomorrow on the site visits in person, so I wish I could be there, but calling in from Idaho. So the main things that I just want to point out to everybody, the instruction to offer starts.
Page 31 or 32 of the solicitation, please make sure that your technical proposal addresses all factors and sub factors. We've been seeing some kind of hit and miss not addressing all of those. And when it comes to your pricing, if you choose to not submit it.
On the schedule of item 6, how schedule of items and use your own schedule of items. That's fine.
Make sure you do not omit any line items, it has to match exactly with our line items and our quantities.
And make sure that there's no math errors in your submittal.
We've been seeing a lot of that. If you're rounding errors and all that kind of stuff, the next big thing is just reminding everybody that if your price proposal exceeds 150,000, a bid guarantee is required and there's a required form. It has to be.
On the standard form 24 with assigned power of attorney.
So those are just some big things that we wanted to highlight from our side to make sure that everybody addresses so.
I do need to hop off to another meeting, but if there's any questions, make sure that you're submitting your proposals and everything to the e-mail address listed in the solicitation.
I think it's PPS dot proposals.
It's in the solicitation and then big reminder that all questions and answers are due by August 19th.
We tend to have some kind of filter in after that and it just puts a whole lot of effort on the engineering side to try and come up with, you know, responses.
To those and not have to extend the the proposal due date anymore. So the August 19th deadline will be a hard stop on receiving any questions and answers for this project.
Other than that, if you have any questions, I'd ask you submit those through Judy Martin so that she can kind of capture everything and then filter them to Angela to address.
So if that's, that's all I have for my side. Judy, do you have anything else, Dan?
Martin, Judith (CTR) - FS, DC 42:23 Nope, I think you covered it. Thanks.
Parrish, Angela - FS, VA 42:27 Thank you, Kelly. Thank you, Judy.
We appreciate that.
So just the last piece that I'm gonna touch on as part of this presentation is the site visit which we have scheduled for tomorrow at noon.
So our intent is for folks to meet at the CCC Beach Bath House.
Here's a picture of it if you wanna know what that that looks like, but it's it's a pretty significant structure near the beach, so we're hoping it's pretty easy to find on your own. And we'll probably just meet up right outside the entrance.
To the bathrooms.
And start a tour and we will have a sign in sheet for folks when we're there and.
We intend to walk through and take a look at the the beach Bath house, walk around the Dai use area.
So we can show you where these areas are that are on the plans show you the other two bath houses.
Maybe try to take a look at the well houses if need be, we can open those up on the interior.
And then we think that we can potentially offer limited visits to the water tank.
So that's kind of what we're thinking about.
And yeah, I mean, Jonathan, who's not on our call right now will probably be our lead person since he manages Sherando and he knows where everything is.
So, but I should be there. I think Rory will be present.
I think Laura will be present. So we'll have a a group of us available during the tour.
And yeah, so I think it was already mentioned that questions are due by the 19th by Kelly.
So that's kind of it for our presentation and I guess I'll turn it over to Susie.
Looks like there's been some information in the chat. Maybe people are getting some questions answered in the chat, but if anybody wants to come on and ask a question.
About what you saw in the presentation.
We can go back or just anything else that we can help clarify.
Feel free to just come on camera or raise a hand or something.
Let us know if you got a question.
Yeah. Looks like Alexander go ahead.
Not sure if you're trying to get things going with your mic. You're you're muted at the moment.
All right, I'm wondering if you got sort of a MIC issue going on for you.
OK, so you've typed your question in the chat a time that RFIS are due.
Judy, do you recall or maybe we're getting some answers typed into the chat there on that?
Martin, Judith (CTR) - FS, DC 45:43 Yeah, it should be 5:00 PM Eastern Daylight Time.
Parrish, Angela - FS, VA 45:48
OK.
Great. Thank you.
I know you still got your hand up, Alexander.
I don't know if there's still other questions that you have for us.
No. OK.
I don't know if it's a little uncomfortable to come on camera or to raise your hand and ask a question.
If you feel more comfortable dropping your question into the chat, we can try to answer.
Answer questions in the chat.
I can see that Jim Barr has asked a question about this presentation.
The transcript. I'm probably just going to try to work with with Judy on this.
I gotta figure out how to get the transcript downloaded and then I gotta hand it off to her.
And I gotta get her a final copy of my presentation.
So I think as soon as I can get that done, maybe in the next day or two, we can probably post these, I don't know.
What do you think, Judy?
Martin, Judith (CTR) - FS, DC 47:03 Well, I think me and Kelly's plan, we're gonna post these with the 1st amendment.
So any questions and answers that we've received and any changes we'll post all of it at once with an amendment to Sam, Gov.
Parrish, Angela - FS, VA 47:08
OK.
OK.
Got it.
So it'll come out when questions are answered.
So it might take a little while before we get to it.
All right.
Any other questions?
Well, I do hope. Oh, yeah.
Mullennex, Rory - FS, VA 47:47 Angela.
Well, I have a question and I don't know if it's if it's an appropriate one to to ask everybody.
You and Judith can.
Weigh in on this, but just for logistics tomorrow.
Because the reservoir site in the hill is remote and requires some logistics to visit, et cetera, I was wondering if we might be able to get a head count from this from this group we have here.
Just with a yes or a no in the in the meeting chat as to whether or not you'll plant, you're planning to be in attendance tomorrow.
Parrish, Angela - FS, VA 48:29 Are you asking people to like click on and like do the hand raise thing or do you want them to drop something in the chat?
Mullennex, Rory - FS, VA 48:36 Well, it looks like.
I thought it might be easiest just to drop it in the chat there like Alex is done.
Parrish, Angela - FS, VA 48:41
OK.
Sure.
Mullennex, Rory - FS, VA 48:47
OK.
Thanks everybody.
Parrish, Angela - FS, VA 49:00 Right. Looks like we're getting some.
Responses there really appreciate that.
Well, I'll just give maybe the Forest Service team one more time, an opportunity if there's is there anything else that you think maybe we didn't cover or that should be emphasized a little bit more than what was in the presentation?
Anything else from our Forest Service team?
Mullennex, Rory - FS, VA 49:47 I thought you gave a great overview, Angela, and included a lot of the important.
Minute details that we should be discussing at this point, so nothing from me.
Parrish, Angela - FS, VA 49:58
OK.
And again, a lot of this information is in the statement of work and of course, all the details and the plans, but.
I feel like sometimes seeing it, the things relative to each other can be helpful to understand relationships.
Of documents and where things are at.
Maybe help people be a little bit more oriented to what they're looking at when they go out on site.
If they can.
So obviously the Forest Service is preparing to be present and be participating in a tour and and to show people and open up doors.
The Sherando rec area is open. You know, it's a day use area.
People come there every day and if someone were not to come to the site, visit tomorrow, but did come on their own and just pay the day, use fee and walk around, you certainly can see.
Some of these things yourself, you probably won't be able to see the water tank and we're not going to open up well houses.
To you, but.
And we won't make any Forest Service personnel available for touring.
Jonathan's a very busy person, so we're not going to be able to do that, but.
It certainly it's a public access site, so it is possible to come at a different time.
Mullennex, Rory - FS, VA 51:27 And that.
Parrish, Angela - FS, VA 51:33 And you know, just pay the pay the day, use fee and maybe swim at the beach.
You know, you know, you could do that too, while you're there. Why not?
Mullennex, Rory - FS, VA 51:40 And in parts of the site are Open Access, the access Rd. up to the water tower is normally gated and locked so.
You'd have to hoof it, I guess if you were gonna come at a different time.
Parrish, Angela - FS, VA 51:57 You couldn't drive up that road and it it's it's it's a it's a decent length Rd.
All right.
Well, again, we are very appreciative of the interest and we're very appreciative of your time today.
Thank you so much for calling in.
And we look forward to your questions that you may have ready for us and we're anxious to review them, get them answered and help folks to consider and prepare bids for us.
So thank you again for being on today and we look forward to seeing some of you in person tomorrow.
Thank you everybody.
Erica Pyles 52:47 Thank you.
Martin, Judith (CTR) - FS, DC 52:48 Thank you.
Leslie Weiss 52:50 Thanks.
