About this file
This is a pre-bid presentation document for the Sherando Recreation Area Rehabilitation project, Solicitation #1240LT26Q0089, issued by the U.S. Forest Service. The project is located at 96 Sherando Lake Drive, Lyndhurst, Virginia 22952, and involves comprehensive rehabilitation of a recreation facility in the George Washington & Jefferson National Forests.
The base scope of work (to be awarded) includes: replacement of water lines (1.5" to 6" HDPE piping with some directional boring), installation of in-ground vaults, valves, and frost-free hydrants, repair of an existing water storage tank and two well houses, installation of an automated well pump control system, interior renovation of the CCC Beach Bathhouse (original construction 1936), interior and exterior renovation of Lower Loop A Bathhouse (2004 construction), and demolition and replacement of the Upper Loop A toilet building (1963 construction) with a new bathhouse including a replacement septic drainfield. The optional scope (funding dependent) includes repairs and replacements of walkways, fences, shower towers, and related items in the beach area, renovation and creation of a kayak launch, installation of a memorial garden at the existing stone boat launch, and renovation of the picnic area including pads, tables, grills, walkways, and signage. A preferred period of performance of 12 months is stated, with campground and day-use closure limited to November 1 through May 21. The contractor must maintain water service to an on-site residence except for a maximum one-week shutdown and must obtain a Master Plumber tradesman license for utility work. Critical environmental considerations include bat conservation measures restricting tree cutting to November 15 through March 31, a limited 18-foot utility corridor for waterline installation to minimize tree clearing, equipment cleanup requirements to control noxious weeds, contractor responsibility for asbestos and lead-based paint testing, and restrictions on lake level lowering. Temporary facilities provided include limited electrical service (20, 30, or 50 amps depending on location) and anticipated but unguaranteed wifi; no water or sanitary sewer facilities will be provided. The contractor must obtain a Stormwater Management Linear Utility waiver from the Virginia Department of Environmental Quality, prepare a Stormwater Pollution Prevention Plan and Erosion & Sediment Control plans for Construction General Permit VAR10 coverage, and transfer the Construction General Permit to the contractor before construction begins; the septic system construction permit from the Virginia Department of Health has already been acquired by the Forest Service. The project organization utilizes two separate plan sets: one for the water system (30 pages with separate specifications) and one for bathhouse and day-use area work (85 pages with separate specifications). A pre-bid site visit is scheduled for August 12, 2026, at 12:00 PM at the CCC Beach Bathhouse, and formal questions must be submitted to the Contracting Officer by August 19, 2026.
