About this opportunity
The Department of the Air Force Air Education and Training Command seeks continuation kitchen exhaust hood cleaning and certification services at Sheppard AFB and Sheppard Annex at Lake Texoma, with proposals due July 20, 2026 at 10:00 am Central Time. This procurement is set aside 100% for Economically Disadvantaged Woman Owned Small Business Concerns (EDWOSB), following Amendment 0001 and a re-solicitation that voided all prior submissions.
Place of performance encompasses Sheppard AFB, Texas (approximately 120 miles from Lake Texoma Annex). The contractor must clean and certify 35 kitchen exhaust hood and duct systems across 13 buildings, with annual service volume totaling 177 cleaning operations over a five-year ordering period (October 1, 2026 through September 30, 2030). Cleaning frequencies range from annual to monthly depending on facility type and hood usage. The contract includes a six-month extension option with rates adjusted only for prevailing Department of Labor wage rate changes.
All contractor personnel performing exhaust cleaning must hold current IKECA (International Kitchen Exhaust Cleaning Association) or comparable industry-standard certification, renewed annually. At least one certified technician must remain on-site during all service performance. Cleaning must comply with NFPA 96 standards, National Fire Code, AFI 32-2001, and OSHA requirements, cleaning to bare metal. Services must be performed outside normal base operating hours (0730–1630 Monday–Friday) or by facility manager coordination. The contractor provides all personnel, equipment, tools, supplies, vehicles, and lifts; the Government provides no facilities or equipment. NAICS code is 561210 (Facilities Support Services); PSC code is J073 (Maint/Repair/Rebuild of Equipment–Food Preparation and Serving Equipment).
Evaluation prioritizes past performance as significantly more important than price. Past performance assessments measure recency (contracts performed within the last three years with at least six months documented performance), relevancy (tiered by annual volume: Very Relevant at 39–51 hoods annually; Relevant at 20–38; Somewhat Relevant at 10–19; Not Relevant below 10), and performance quality yielding confidence ratings from Substantial Confidence to No Confidence. Award is made to the lowest-priced offeror demonstrating Substantial Confidence; if that offeror lacks this rating, evaluation proceeds sequentially by price until an offeror achieves Substantial Confidence, or the Government may award to a higher-priced offeror if past performance differences justify the premium.
The incumbent contractor is Safety Hood (prior contract FA302021D0004). Wage determination WD 2015-5263 Revision 29 (effective March 30, 2026) governs prevailing wage rates for Texas counties Archer, Clay, and Wichita. Offerors must submit three-part responses: Part I (Summary and Miscellaneous Data, 25-page maximum), Part II (Price Quote in Excel format with five-year total costs and cost breakdowns), and Part III (Past Performance Information, 12-page maximum). Questions are due July 13, 2026 at 10:00 am CT, with answers posted on SAM.gov. Price firm for 150 calendar days from receipt. Joint ventures require SBA approval prior to proposal submission. All prior submissions under the original inactive solicitation are void and will not be evaluated.
