About this file

This document is a Questions and Answers (Q&A) file for federal contract opportunity FA302026Q0013, addressing Kitchen Exhaust Hoods maintenance and cleaning services at Sheppard Air Force Base.

The requirement is a follow-on contract to the incumbent contractor Safety Hood (previous contract FA302021D0004), covering cleaning and maintenance of 35 exhaust hoods across 13 buildings at Sheppard AFB and the Lake Texoma Annex. Buildings 204 and 239 listed in the Price Exhibit are excluded from the current scope and represent potential future requirements only. Contractor personnel must hold industry-standard certifications such as IKECA or comparable organizations; Phil Ackland Certification (PAC) is accepted as equivalent. Common chemicals including Sodium Hydroxide, Potassium Hydroxide, and Hydrogen Peroxide are generally acceptable; the contractor must submit all intended chemicals with Safety Data Sheets to the Sheppard AFB Environmental Office for approval prior to use and provide monthly reports detailing chemicals and quantities used. The Government will not provide equipment; the contractor is responsible for all necessary equipment, including ladders for Buildings 4490 and 811, and a lift for Building 318 due to roof design constraints. Services must be performed outside normal Base Operation hours (0730-1630, Monday-Friday) or as confirmed with individual facility managers. All hood sizes and dimensions are available in Attachment 1 - Price Exhibit R1. The anticipated contract start date is 1 October 2026, with final cleanings under the prior contract scheduled for September 2026. Past Performance Questionnaires requiring updates must be received by 22 June 2026 at 1600 hours CT.

Questions and Answers – FA302026Q0013

Kitchen Exhaust Hoods

1) We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

Answer: This is a follow-on requirement to an existing contract. The incumbent contractor is Safety Hood, and the previous contract number was FA302021D0004

2) The PWS states that contractor personnel must hold certification from an industry-standardized organization such as IKECA, or a comparable organization. I am vetting a potential subcontractor whose technicians hold PAC certification (Phil Ackland Certification), a program based on NFPA 96 standards. I would like to confirm whether PAC certification would be considered a comparable certification to IKECA for the purposes of this contract, prior to finalizing our teaming arrangements.

Answer: Yes. The Government recognizes Phil Ackland Certification (PAC) as an industry-standardized organization compliant with the requirements of the Performance Work Statement (PWS). PAC certification is considered an acceptable equivalent to IKECA for this requirement.

3) Is there an approved or prohibited chemicals list? Specifically, are common chemicals like Sodium Hydroxide, Potassium Hydroxide, and Hydrogen Peroxide acceptable, and what is the approval process?

Answer: The Government does not provide a pre-approved list of chemicals to offerors, as authorized materials are tracked within an internal base environmental management system.

However, common industry chemicals such as Sodium Hydroxide, Potassium Hydroxide, and Hydrogen Peroxide are generally acceptable for this requirement.

The successful contractor must submit a list of all intended chemicals and their associated Safety Data Sheets (SDS) to the Sheppard AFB Environmental Office for initial review and approval prior to bringing them onto the installation. Following initial approval, the contractor will be required to submit a monthly report detailing the specific chemicals and the amounts used during performance.

4) The PWS Table 1 identifies 35 total hoods across 13 buildings. However, the Price Exhibit includes line items for Buildings 204 and 239, which are not listed in PWS Table 1.

These items are currently marked as TBD with no frequency, description, or cleaning schedule provided.

The PWS Table 1 includes Building 4490 (Runway Club, Quarterly) and the Lake Texoma Annex Grill (Annual) which do not appear as line items in the Price Exhibit.

Could you please clarify:

a) Whether Buildings 204 and 239 are in scope for this contract, and if so, what the hood descriptions, dimensions, and cleaning frequencies will be?

b) Whether Building 4490 and the Lake Texoma Annex Grill should be included as line items in the Price Exhibit?

c) What the correct total hood count is for purposes of pricing?

Answer:

a) Buildings 204 and 239 are not currently in scope for this contract. They were included in the documentation for informational purposes only to indicate potential future requirements.

Offerors are not required to provide pricing or technical data for these locations currently.

b) Building 4490 and the Lake Texoma Annex Grill are included in the overall scope. Offerors do not need to create separate line items for these locations; they are already factored into the total hood count of 35 on the revised Price Exhibit provided.

c) The correct total hood count for pricing purposes is 35 hoods.

5) Some of our questionnaires were already turned in. How would you like me to add the number of hoods on them? They were submitted to your office.

Answer:

For Past Performance Questionnaires (PPQs) already submitted to the Contracting Office, offerors should coordinate with their references to provide the missing information. The reference may choose one of the following two options to ensure the submission is complete:

Option Action

Option 1 (Preferred)

The reference resubmits the Revised Attachment 8 (from Amendment 0002) in its entirety to the Contracting Office.

Option 2 (Supplement)

The reference sends a clarifying email directly to the Contracting Office citing the specific contract number and the number of hoods cleaned per year for that effort.

Note: All updated or supplemental past performance information must be received by the revised suspense of 22 June 2026 @ 1600 hours CT.

6) Is there any special equipment needed?

Answer: Per PWS Section 1.3, the Government will not provide any equipment. The contractor is responsible for providing all necessary equipment.

7) Is there roof access on all buildings?

Answer: Rooftop access varies by facility. The contractor is responsible for providing their own equipment. Specifically, Building 4490 (Runway Club) and Building 811 (North Side Bowling Alley) require a ladder for access. Due to a steep and slippery roof design, Building 318 requires the use of a lift for roof access.

8) Please provide hours of operation for all facilities.

Answer: PWS Section 4.1 states, "The Contractor shall perform the services required under this contract outside of normal hours of Base Operation, or when confirmed with the facility manager prior to cleaning." Normal Base Operation hours are defined as 0730-1630, Monday-Friday. The Government will not provide a master list of individual kitchen operating hours; the contractor is required to coordinate specific cleaning times with each facility manager through the COR.

9) Some facilities were not shown on the site visit. Can we please have hood sizes for the dining facilities?

Answer: All available hood sizes and dimensions are in the "Description" column of Attachment 1 - Price Exhibit R1 for all buildings. These represent the most accurate dimensions available for the exhaust hoods located on Sheppard AFB and the Annex.

10) When transporting water to grease traps, is there any special equipment required?

Answer: PWS Section 1.1.3 states the contractor must have an "industry standard and environmentally sound method to collect all wastewater." The contractor is responsible for providing all equipment necessary to meet this requirement. Wastewater may be disposed of in the grease traps listed in PWS Table 2.

11) Has there been any changes to any of the kitchens in the last 5 years on the current contract?

Answer: The current Performance Work Statement (PWS) and Price Exhibit reflect the accurate, current state of the kitchens. Historical changes to the facilities do not impact this requirement. Offerors must base their proposals on the current solicitation documents.

12) Do all fans have hinge kits?

Answer: Yes, all exhaust fans currently have hinge kits installed.

13) In what months does the contract start?

Answer: The Government anticipates a contract start date of 1 October 2026.

14) When will the last cleaning on the prior contract be?

Answer: The final cleanings under the prior contract will be completed in accordance with its terms, with the last services scheduled for September 2026.
