About this opportunity
The Department of the Air Force Air Mobility Command seeks inspection and maintenance of 26 wet chemical fire extinguishing systems in 12 commercial cooking facilities and 17 Guardian III residential systems in 18 non-commercial cooking facilities at Scott Air Force Base, Illinois, with quotes due August 3, 2026. The procurement is a total small business set-aside under NAICS 561210 (Facilities Support Services, $47 million size standard) and PSC S202.
Place of performance is Scott Air Force Base, South Drive, Scott AFB, Illinois. The contractor must provide all personnel, equipment, materials, and supervision for semi-annual and annual maintenance, hydrostatic testing of cylinders (up to 7 per year), replacement of fusible links (maximum 400 units per year), and nitrogen cylinder replacement (up to 2 per year). All technicians must maintain current Illinois State Class 2K Fire Equipment Employee Licenses and active manufacturer certifications for Ansul, Amerex, and Pyro-Chem systems, plus demonstrated competency with Guardian III systems. Work must be performed Monday through Friday between 0700 and 1600 hours, with three consecutive business days allocated per semi-annual service period. Services must comply with NFPA 17A, 2024 Edition. One facility requires a government escort provided by Scott AFB Fire Prevention Office due to controlled area access.
The contract structure includes a base period of August 1, 2026 through July 31, 2027, plus four one-year option periods and a discretionary six-month extension. The pricing workbook details seven CLINs: semi-annual preventive maintenance (CLINs 0001–0002, firm-fixed-price); fusible link replacement (CLIN 0003, time-and-materials); cylinder hydrostatic testing (CLIN 0004, firm-fixed-price); reimbursable parts (CLIN 0005, time-and-materials with government-established ceiling); supplemental corrective maintenance labor (CLIN 0006, eight hours base plus four hours in extension, labor-hour); and nitrogen cylinder replacement (CLIN 0007, capability statement only, no pricing required).
Evaluation is best value tradeoff, with past performance significantly more important than technical and price combined. Offerors must submit three past performance references from work performed within five years involving similar scope and complexity. Technical proposals are limited to 10 pages and must describe methodology and personnel qualifications. Amendment 1, posted July 28, added the pricing workbook and RFI responses. Service Contract Act prevailing wage rates apply to Illinois and Missouri counties.
