This document is a Request for Information (RFI) log containing 47 questions and answers regarding fire suppression services for Scott Air Force Base, Illinois (FY26). The procurement (Solicitation FA440726QBM01) covers preventive maintenance, repairs, and parts replacement for 24 wet chemical kitchen fire suppression systems across 12 commercial facilities and 17 Guardian III residential systems across 18 non-commercial facilities, with semi-annual service frequency required for all systems.
The contract structure consists of seven line items: CLIN 0001 and 0002 for semi-annual preventive maintenance (including battery and discharge cap replacements at no additional cost); CLIN 0003 for fusible link replacement (356 units, evaluated as firm-fixed-price); CLIN 0004 for agent cylinder replacement and servicing; CLIN 0005 as a time-and-materials reimbursable parts CLIN with a government-established fixed ceiling amount (no offeror pricing required); CLIN 0006 for supplemental corrective maintenance labor (priced per hour with 8-hour base quantity); and CLIN 0007 for nitrogen cylinder replacement (capability statement only, no pricing required). Hydrostatic testing is budgeted at seven cylinders per year with actual costs billed per cylinders requiring testing. The base period of performance is 1 August 2026 through 31 July 2027, with offers remaining valid through 1 October 2026. All technicians must maintain current Illinois State Class 2K Fire Equipment Employee Licenses and active manufacturer certifications for Ansul, Amerex, and Pyro-Chem systems, plus demonstrated competency with Guardian III systems. Work must be scheduled Monday through Friday between 0700 and 1600, with three consecutive business days allocated per semi-annual service period. One facility requiring services is located in a controlled/restricted area and will require a government escort provided by the Scott AFB Fire Prevention Office.

CLINs for which offerors need only provide a technical capability statement, with no pricing required. However, in the pricing tables, only CLIN 0005 is explicitly marked "Offerors shall not provide pricing under this CLIN." CLINs 0003 (Fusible Link Replacement) and 0007 (Nitrogen Cylinder Replacement) instead show open Unit Price/Total Price fields with stated quantities, consistent with firm-fixed-price CLINs. Please confirm whether offerors are expected to submit fixed unit pricing for CLINs 0003 and 0007, or whether these should be treated the same as CLIN 0005 (no offeror pricing, capability statement only).
See revised RFQ. We removed the section that started with "Note" at the end of page 2 that will hopefully clear this up. The T&M CLIN is X005 and the Labor Hour CLIN is X006.

The PWS building list totals 24 commercial systems across 12 facilities (consistent with CLIN 0001's stated "24 systems"). Attachment 2 (D&F) states 28 systems across 13 commercial facilities. Please confirm the correct system and facility counts for the base requirement.
PWS has been updated with appropriate quantities. 7/23/2026
16-Jul-26 17-Jul-26 Attachment 2 Fiscal Year Reference: The RFQ attachment list identifies Attachment 2 as "RFQ Attachment 2 – LH TM DF - FY25 Fire Suppression," while the remainder of the solicitation is designated FY26.
