About this opportunity
The Federal Bureau of Prisons seeks proposals for an Enterprise First Step Act (FSA) Time Credit Management Solution, with proposals due August 20, 2026 at 11:00 AM ET. The Government intends to award a single Firm-Fixed-Price contract using a best-value tradeoff process. Place of performance is Washington, DC. The procurement requires demonstrated subject matter expertise in federal criminal sentencing, sentence computation, and First Step Act time credit administration, including the capability to translate Government-approved statutory, regulatory, sentencing, policy, and operational requirements into configurable business rules, workflows, calculations, and automated decision logic. The solution must be a mature commercial enterprise platform with modular architecture, horizontal scalability, disaster recovery and business continuity, browser-based interface, role-based access control, complete audit history, and configurable dashboards and reporting. The contractor must comply with FISMA, NIST RMF, NIST SP 800-53, 800-37, and 800-61, Privacy Act, Section 508 accessibility standards, and DOJ cybersecurity, privacy, records management, and personnel security requirements including background investigations and identity proofing for all staff accessing DOJ information systems.
The requirement includes commercial software and licenses, implementation, configuration, business rules management, system integration, cybersecurity and Assessment & Authorization support, testing and validation, reporting and analytics, training and knowledge transfer, operations, maintenance, and long-term sustainment. The BOP retains sole responsibility for statutory interpretation, policy determinations, and approval of all business rules.
Evaluation criteria, in descending order of importance, are: Solution Capability and Implementation Approach (non-price factor); Management Approach and Key Personnel (non-price factor); Past Performance (non-price factor); and Price. The three non-price factors are collectively significantly more important than Price. Minimum key personnel include a Program Manager, Solution Lead, and Business Rules and Functional Lead. The Government reserves the right to request solution demonstrations or technical exchanges at its discretion and may award without discussions. NAICS 541512; PSC DA01.
