About this file

This is a solicitation letter for the Enterprise First Step Act (FSA) Time Credit Management Solution issued by the Federal Bureau of Prisons (BOP), U.S. Department of Justice, National Acquisitions Section on August 5, 2026.

The Government seeks a mature commercial enterprise software solution with associated professional services to enhance, modernize, implement, integrate, operate, maintain, and sustain the BOP's capability for administering First Step Act Time Credits. The Contractor shall provide all personnel, commercial software, software licenses or subscriptions, implementation services, configuration, system integration, cybersecurity support, testing, documentation, training, operations, maintenance, technical support, and sustainment services throughout the period of performance. The Government's preference is to enhance the existing solution through commercially supported capabilities; however, offerors may propose replacement of all or portions of the solution if it provides superior capability, improved maintainability, reduced implementation risk, lower lifecycle costs, or better overall value. Successful performance requires demonstrated expertise in translating Government-approved statutory, regulatory, sentencing, and policy requirements into configurable business rules, workflows, and automated decision logic supporting accurate, transparent, consistent, and auditable time credit determinations. Offerors should possess demonstrated experience supporting highly regulated operational environments where configurable commercial software implements complex legal or policy requirements.

A single Firm-Fixed-Price (FFP) contract will be awarded to the responsible offeror whose proposal represents the best value to the Government. The Government may request one or more offerors to participate in a solution demonstration, oral presentation, or other technical exchange at its sole discretion. Offerors must review the entire solicitation package, including the Acquisition Overview, Performance Work Statement (PWS), all attachments, solicitation provisions, contract clauses, and proposal preparation instructions. Questions must be submitted in accordance with solicitation instructions, and responses to timely questions and any amendments will become part of the official solicitation.
