About this file
This document is an Acquisition Overview for a Federal Bureau of Prisons solicitation to procure a commercial Enterprise First Step Act (FSA) Time Credit Management Solution with associated professional services. The Federal Bureau of Prisons, under the U.S. Department of Justice's National Acquisitions Section, is seeking to enhance, modernize, implement, integrate, operate, maintain, and sustain its enterprise capability for administering First Step Act Time Credits.
The Government currently operates an Enterprise FSA Time Credit Management Solution and seeks a mature commercial solution that improves functionality, automation, security, maintainability, scalability, reporting, transparency, auditability, and operational efficiency. The Bureau's preference is to enhance and modernize the existing solution through implementation and configuration of commercial software capabilities whenever practicable; however, offerors may propose replacement of all or portions of the existing solution if they demonstrate superior capability, reduced implementation risk, improved maintainability, lower lifecycle costs, or better overall value. The contractor must provide all personnel, project management, commercial software, software licenses or subscriptions, implementation services, configuration, system integration, cybersecurity support, testing, documentation, training, operations, maintenance, technical support, and sustainment services. The acquisition is structured as a performance-based contract emphasizing configurable functionality over custom software development, with the Government acquiring enterprise business capabilities and measurable performance outcomes rather than prescribing specific technical architecture, commercial products, or implementation methodologies. The objective is to obtain a sustainable enterprise capability that enables efficient administration of FSA Time Credits while remaining adaptable to future statutory, regulatory, policy, and operational changes while minimizing lifecycle costs.

1. Acquisition Overview
The Federal Bureau of Prisons (BOP), U.S. Department of Justice (DOJ), National Acquisitions Section (NAS), is issuing this solicitation to acquire a commercial Enterprise First Step Act (FSA) Time Credit Management Solution and the associated professional services necessary to enhance, modernize, implement, integrate, operate, maintain, and sustain the Bureau's enterprise capability for administering First Step Act (FSA) Time Credits.
The Bureau currently operates an Enterprise First Step Act Time Credit Management Solution and seeks a mature commercial solution that improves functionality, automation, security, maintainability, scalability, reporting, transparency, auditability, and operational efficiency while supporting the Bureau's evolving statutory, regulatory, and operational requirements. The Government's preference is to enhance and modernize the existing solution through the implementation and configuration of commercial software capabilities whenever practicable.
However, Offerors may propose replacement of all or portions of the existing solution when they demonstrate that the proposed approach provides superior capability, reduced implementation risk, improved maintainability, lower lifecycle costs, or otherwise represents the best value to the Government.
Administration of First Step Act Time Credits requires the accurate and consistent application of complex statutory provisions, Federal criminal sentencing law, sentencing guidelines, Bureau policy, and other applicable legal authorities. Accordingly, successful performance requires both mature commercial enterprise software capabilities and demonstrated subject matter expertise sufficient to translate Government-approved statutory, regulatory, sentencing, and policy requirements into configurable business rules, workflows, and automated decision logic supporting accurate, consistent, transparent, and auditable Time Credit determinations.
The Federal Bureau of Prisons retains sole responsibility for interpreting statutes, regulations, Department of Justice policy, Federal Bureau of Prisons policy, sentence computation policy, and First Step Act eligibility determinations. The Contractor shall configure, implement, validate, maintain, and support only Government-approved business rules, workflows, automated decision logic, and functional requirements.
The Contractor shall provide all personnel, project management, commercial software, software licenses or subscriptions (as applicable), implementation services, configuration, system integration, cybersecurity support, testing, documentation, training, operations, maintenance, technical support, and sustainment services necessary to successfully deliver and support the
Administration Division
Enterprise First Step Act (FSA) Time Credit Management Solution throughout the period of performance.
The Government seeks a commercial solution that emphasizes configurable functionality over custom software development whenever commercially supported. Offerors are encouraged to leverage mature commercial capabilities, industry best practices, and configurable software features that improve operational effectiveness, reduce implementation risk, simplify long-term maintenance, and enable the Government to efficiently implement future Government-approved statutory, regulatory, policy, and operational changes through configuration whenever practicable.
This acquisition is structured as a performance-based acquisition. The Government is acquiring enterprise business capabilities and measurable performance outcomes, rather than prescribing a specific technical architecture, commercial product, implementation methodology, or software development approach. Offerors are encouraged to propose the commercial solution that best satisfies the Government's functional, technical, operational, security, and long-term sustainment requirements.
The objective of this acquisition is to obtain a sustainable enterprise capability that enables the Bureau to efficiently administer First Step Act Time Credits through commercially supported software, configurable business rules, secure system integration, and continuous modernization throughout the life of the contract. The Government's focus is on acquiring a solution that remains adaptable to future statutory, regulatory, policy, and operational changes while minimizing lifecycle costs and maximizing long-term operational value.
This Acquisition Overview is provided for informational purposes only. Offerors are responsible for reviewing the complete solicitation package, including the Performance Work Statement (PWS), all attachments, solicitation provisions, contract clauses, and proposal preparation instructions.
