About this file
This is an addendum to FAR 52.212-1 that provides instructions to offerors for a federal contract solicitation issued by the U.S. Department of Justice, Federal Bureau of Prisons for an Enterprise First Step Act (FSA) Time Credit Management Solution. The Government intends to award a single Firm-Fixed-Price (FFP) contract for a commercial enterprise software solution that will either enhance and modernize the Bureau's existing FSA Time Credit Management Solution or replace portions of it where the offeror can demonstrate superior capability, improved maintainability, reduced implementation risk, lower lifecycle costs, or better overall value. The solution must implement Government-approved federal criminal sentencing requirements and FSA Time Credit administration through configurable commercial functionality, business rules, workflows, and automated decision logic, with the ability to adapt to future statutory, regulatory, and policy changes through configuration.
Proposals must be submitted electronically and organized into four separate volumes: Volume I addressing solution capability and implementation approach; Volume II describing management approach and key personnel qualifications; Volume III documenting past performance on similar commercial enterprise software implementations; and Volume IV containing the price proposal with completed pricing schedules, unit prices, extended prices, total evaluated price, and pricing assumptions. The price proposal must include all labor, software, licenses, subscriptions, implementation services, travel if applicable, equipment, materials, overhead, general and administrative expenses, and profit. Offerors must clearly identify where each solicitation requirement is addressed and provide supporting documentation. Proposals must remain valid for not less than 180 calendar days from the proposal due date. The Government reserves the right to conduct solution demonstrations, request clarifications, conduct discussions if in its best interest, or award without discussions.
