About this opportunity
The Defense Logistics Agency Troop Support Subsistence is procuring fresh milk and dairy products for Department of Defense customers in the North Carolina Zone through solicitation SPE300-25-R-0049. The procurement covers 23 line items including various milk types (whole, low-fat, nonfat, chocolate, lactose-free), buttermilk, cottage cheese, half and half, sour cream, yogurt, eggnog, and ice cream mix to support military customers at Fort Bragg and Camp Lejeune. The contract will be structured as a firm-fixed price Indefinite Quantity Contract with two pricing tiers spanning three years from July 6, 2025 to July 8, 2028, with Tier 1 covering the first 24 months and Tier 2 covering the final 12 months. The government intends to use a Lowest Price Technically Acceptable evaluation method and plans to award the contract without discussions, expecting offerors to submit their best initial terms. Proposals are due by June 13, 2025, and prospective offerors must register on the DLA Internet Bid Board Systems to access the complete solicitation documents.
This solicitation is issued on an unrestricted basis with no set-aside designations, though it includes HUBZone evaluation preference and falls under NAICS code 311511 with a size standard of 1,150 employees. The estimated contract value is $1,140,000 for the initial 24-month tier with a total three-year estimate of $1,710,000, including a guaranteed minimum of $57,000 and a maximum ceiling of $4,275,000. The contract encompasses delivery to over 50 military facilities across North Carolina, primarily at Fort Bragg, Camp Lejeune, Seymour Johnson Air Force Base, Cherry Point Marine Corps Air Station, and various Army and Marine Corps National Guard facilities. Vendors must comply with electronic ordering through the STORES system, provide third-party warehouse audits, and meet specific base access and security requirements for deliveries to military installations throughout the North Carolina performance area.
