About this opportunity

The U.S. Army Corps of Engineers Omaha District is seeking a small business contractor to modernize the passenger elevator at the Fort Randall Powerhouse in South Dakota. The project requires comprehensive replacement of all mechanical and electrical components within the elevator machinery room, including installation of a new HVAC unit and removal of existing equipment that may contain hazardous materials like asbestos and lead-based paint. Contractors must be prepared to submit electronic proposals by January 31, 2025, at 2:00 PM CST, with evaluation likely focusing on technical capabilities, past performance, and compliance with specified requirements. A mandatory site visit was scheduled for December 12, 2024, to provide potential bidders an opportunity to assess the project scope. Proposals must be submitted in two separate volumes: one for technical proposal and past performance, and another for pricing and certifications.

The solicitation is a 100% small business set-aside under NAICS code 238290 with a $22 million size standard for Other Building Equipment Contractors. The estimated construction cost ranges between $1,000,000 and $5,000,000, with a project timeline requiring completion within 365 calendar days after receiving the Notice to Proceed. The elevator replacement will service four stops over 63 feet of travel, with a 2,500-pound capacity and 200 feet per minute speed. Performance will occur at the Fort Randall Dam in Pickstown, South Dakota, with the contractor responsible for comprehensive modernization including new microprocessor controls, LED lighting, safety features, and compliance with current elevator safety codes. The project includes a 12-month warranty period with requirements for 24-hour emergency service and four hours of staff training on the new elevator system.
